About this opportunity

The United States Postal Service is soliciting individual contractors (not companies) to perform Equal Employment Opportunity investigations, including discrimination complaints, management-initiated harassment allegations, and compensatory damages claims for the USPS National Equal Employment Opportunity Investigative Office (NEEOISO). Contractors must be U.S. citizens or permanent residents, pass background checks and drug screenings, demonstrate proficiency in Microsoft Word and Adobe Acrobat Professional, and possess knowledge of federal EEO complaint statutes and regulations. The evaluation process includes technical capability assessment, past performance review, a sample case file questionnaire, a scavenger hunt exercise, an eLearning course, and a mandatory week-and-a-half EEO Investigator Skills training class conducted via Zoom with daily graded assignments. The evaluation criteria will assess technical capability, supplier capability, and past performance, with the sample file questionnaire carrying the most weight in determining qualifications. Proposals must be submitted electronically to carrie.barker@usps.gov by September 28, 2025, at 5:00 PM ET, with specific formatting requirements and four mandatory submission documents.

This opportunity has no set-aside designation and is open to all eligible individual contractors. No current incumbents or contractors are identified in the solicitation materials. The compensation structure includes various fee levels, with standard investigations paying $1,400 per case, consolidated cases at $2,400, EEO counseling and mediation at $800 each, and expedited services carrying additional incentive fees of $600 for investigations and $250 for counseling or mediation. Contractors must complete a minimum of ten cases per year and will be issued an Indefinite Delivery/Indefinite Quantity (IDIQ) Ordering Agreement, with successful candidates required to complete their first three cases within 60 days of award while in probationary status. The primary place of performance is listed as Tampa Palms, Florida, though this appears to be a 100% telework position where contractors provide their own workspace and equipment including computers, internet service, and document scanning capabilities.
