About this file
This document is a solicitation proposal instruction for USPS EEO Investigative Services. The United States Postal Service is seeking independent contractors to conduct Equal Employment Opportunity (EEO) investigations and management-initiated harassment investigations, with investigators to be paid on a per-case basis. Proposals must be submitted electronically to carrie.barker@usps.gov by September 28, 2025, at 5:00 PM ET, with specific formatting requirements and four mandatory submission documents: an Evaluation Criteria Provision, an Adjectival Provision, a Resume, and a Sample Case File Questionnaire.
The selection process involves a comprehensive evaluation, including a week-and-a-half online Zoom training with daily graded assignments, and successful candidates must obtain a security clearance from the United States Postal Inspection Service. Selected investigators will be issued an Indefinite Delivery/Indefinite Quantity (IDIQ) Ordering Agreement and must complete their first three cases within 60 days of award while in a probationary status. The evaluation will assess technical capability, supplier capability, and past performance, with the sample file questionnaire carrying the most weight in determining qualifications.
