About this file
This document is a detailed Request for Proposals (RFP) for individual contractors to perform Equal Employment Opportunity (EEO) investigations for the United States Postal Service (USPS). The solicitation is exclusively for individuals, not companies, and requires candidates to complete a multi-stage evaluation process including technical capability assessment, past performance review, a sample case file questionnaire, a scavenger hunt exercise, an eLearning course, and a week-and-a-half Zoom-based EEO Investigator Skills class.
Key requirements include: U.S. citizenship or permanent resident status, ability to obtain a sensitive security clearance, proficiency in Microsoft Office and Adobe Acrobat, knowledge of EEO statutes and regulations, and capability to complete a minimum of 10 case investigations per year. Candidates must provide their own workspace and equipment, including a computer with specific software, internet service, and document scanning capabilities. Successful candidates will be compensated based on a predetermined pricing structure developed by NEEOISO, and the USPS will not reimburse applicants for any expenses associated with the application and training process.
