About this opportunity
The Department of the Air Force Materiel Command Test Center is seeking to procure modifications to the existing TB3C1 Test Cell and exhaust duct system at Arnold Air Force Base to accommodate future engine testing configurations. The project utilizes Other Transaction Authority under 10 U.S.C. 4022 and will award up to two prototype agreements, with potential for one follow-on production contract to the most successful vendor. Key requirements include a current NIST SP 800-171 assessment in the Supplier Performance Risk System (SPRS) and compliance with cybersecurity standards outlined in the contract articles. Proposals will be evaluated using a gated approach based on five primary factors: Vendor Risk Mitigation, Prototype Subcontracting and In-House Execution Plans, Technical Approach, Data Rights, and Prototype Schedule, with scoring ranging from 1-5 across most criteria. The proposal submission deadline is October 24, 2025, and interested vendors must contact the Agreements Officer, Brooke Z. Vandeman, to request the restricted-distribution Performance Parameters document (Distro Statement D) via the DoD SAFE secure file transfer system.
This opportunity carries no set-aside designations and involves no identified incumbent contractors. The government has established a prototype price target of $500,000 for the project, which includes three primary milestones with an affordability statement applying to milestones 1-3 only. The solicitation anticipates award of two prototype agreements, with deliverables encompassing design reviews at 10%, 30%, 60%, 90%, and 100% completion stages, project management and risk management plans, comprehensive design drawings, equipment specifications, performance test reports, and maintenance documentation. The work is classified under NAICS code 541330 (Engineering Services) and PSC code 3695 (Miscellaneous Special Industry Machinery), with a DPAS rating of DO-C2. The vendor whose prototype demonstrates the most effective business process and design solution will be selected for the follow-on production agreement, pending government determination that such an award is in the best interest of the Air Force.

Update #2 · Latest ·
The objective for utilizing 10 U.S.C. 4022 is to award up to two (2) Other Transaction Prototype (OTP) Projects. After OTP award, and if determined to be in the best interest of the Government, one (1) follow-on production agreement will be awarded to the vendor whose OTP is determined to be successful. A successful OTP will validate the vendor’s business process and design solution to modify the existing TB3C1 Test Cell and exhaust duct to meet the requirements outlined in SOO Attachment 1 – Performance Parameters.
NOTE 1: Performance Parameters and associated appendices are marked Distro Statement D; distribution is authorized to Department of Defense and U.S. DoD contractors only.
To obtain this attachment, your company must have a current (less than three years old) NIST SP 800-171 assessment in the Supplier Performance Risk System (SPRS). Contact the Agreements Officer and/or Agreements Specialist to request an electronic copy of the documents sent via DoD SAFE.
NOTE 2: The affordability statement applies to milestones 1-3 only, not the optional line items.
