About this file
This Statement of Objectives (SOO) outlines the Arnold Engineering Development Complex (AEDC) requirements for modifying an existing turbine test cell at Arnold Air Force Base. The project involves updating process air ducting and the exhaust gas collection system to accommodate future engine testing, supporting single, series, and parallel test article configurations. The contract requires comprehensive design, fabrication, procurement, installation, and testing activities, with multiple milestone reviews including 10%, 30%, 60%, 90%, and 100% design reviews, as well as a final design submission and approval.
Key deliverables include a Project Management Plan, Risk Management Plan, design drawings, analyses, equipment specifications, performance test reports, and maintenance documents. The government seeks unlimited data rights to all technical data and drawings, and requires on-site training for new equipment. Vendors must demonstrate the ability to deliver test cell modifications meeting specified performance parameters, with a focus on innovative schedule and risk management while maintaining clear government visibility into project progress.

Statement of Objectives (SOO) AEDC-Arnold AFB: Test Cell Modifications
Distribution A: Approved for public release: distribution unlimited.
1. Program Objectives AEDC intends to update, upgrade, and modify an existing turbine test cell to accommodate future engine testing requirements. The project encompasses modifications to two key features: process air ducting and the exhaust gas collection system. The modified systems must support various test article configurations, including single, series, and parallel operatio110n.
Qualified vendors must be capable of delivering a complete set of test cell modifications consistent with the specified performance parameters, see SOO attachment 1.
2. Contract Objectives At a minimum, the contract shall define the following:
2.1. Work to-be Performed
Provide specific, performance-based, quantitative terms of the work to-be-done, in the form of a Statement of Work (SOW), to satisfy all project requirements established in SOO Attachment 1 – Performance Parameters. Follow on tasks are as follows:
2.1.1. Design activities to include but are not limited to: Requirements Review (RR), 10% Conceptual Design Review, 30 % Preliminary Design Review (PDR), 60% Design Review, 90% Critical Design Review (CDR), 100% Final Design Submission and Approval, and Procurement Review (PR).
2.1.2. Fabrication activities for test cell modifications and supporting hardware
2.1.3. Procurement and delivery activities for test cell modifications and supporting hardware.
2.1.4. Installation and calibration activities for test cell modifications and supporting hardware
2.1.5. Checkout activities and support for test cell modifications and supporting hardware
2.2. Milestones
Planned, significant events scheduled to occur at specific times in performance of the SOW.
Milestones shall include, at a minimum
• Project Kickoff Meeting
• Business Process Review
• Requirements Review (RR)
• 10% Conceptual Design Review for Test Cell Modifications

2.4. Data Rights
The Government shall receive Unlimited Data Rights to all Contractor’s technical data and drawings (i.e., data deliverables) produced in performance of the SOW.
2.5. Training:
The Government shall receive on-site orientation and training for all new equipment or systems. Training will be recorded by the Government for future use.
3. Quality Control Plan (QCP) The contract shall define the development and maintenance of a quality control plan to ensure the requirements are met in accordance with the SOW. This shall include the development and implementation of procedures to meet milestones and to ensure appropriate corrective action is taken when milestones are not met.
4. Program Management Objective Allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see SOO Attachment 1 – Test Cell Modifications Performance Parameters).
