About this opportunity
The Department of the Air Force Materiel Command Test Center is seeking to procure prototype design and modification services for the TB3C1 Test Cell and exhaust duct system located at Arnold Air Force Base, Tennessee. The objective is to award up to two Other Transaction Prototype (OTP) Projects under 10 U.S.C. 4022 to validate vendors' business processes and design solutions for modifying the existing test cell to meet specified performance parameters, with the potential for one follow-on production agreement to be awarded to the most successful vendor. Key requirements include that vendors must possess a current NIST SP 800-171 assessment in the Supplier Performance Risk System (SPRS) and be Department of Defense or U.S. DoD contractors, as the performance parameters carry restricted distribution. Evaluation will be conducted using a gated approach across four stages, assessing mandatory statutory criteria, vendor risk mitigation, business process capabilities (including subcontracting plans and technical approach), data rights, prototype schedule, and price. Proposals must be submitted electronically by November 10, 2025 at 12:00 PM Central Time, limited to 10 pages, and directed to Agreements Officer Brooke Z. Vandeman.
This solicitation has no set-aside designation and names no incumbent contractors. The target budget for each prototype project is $500,000, with the government anticipating award of up to two prototype agreements followed by potential production contracts based on prototype success. The performance parameters and associated appendices are restricted and available only to qualified contractors upon request via DoD SAFE from the Agreements Officer or Agreements Specialist. Performance of work will take place in Tennessee, with inspection and acceptance occurring at Arnold Air Force Base. The prototype phase will validate design solutions and business processes, establishing the foundation for follow-on production work if deemed successful by the government.
Notice text
The objective for utilizing 10 U.S.C. 4022 is to award up to two (2) Other Transaction Prototype (OTP) Projects. After OTP award, and if determined to be in the best interest of the Government, one (1) follow-on production agreement will be awarded to the vendor whose OTP is determined to be successful. A successful OTP will validate the vendor’s business process and design solution to modify the existing TB3C1 Test Cell and exhaust duct to meet the requirements outlined in SOO Attachment 1 – Performance Parameters.
NOTE: Performance Parameters and associated appendices are marked Distro Statement D; distribution is authorized to Department of Defense and U.S. DoD contractors only.
To obtain this attachment, your company must have a current (less than three years old) NIST SP 800-171 assessment in the Supplier Performance Risk System (SPRS). Contact the Agreements Officer and/or Agreements Specialist to request an electronic copy of the documents sent via DoD SAFE.
