About this opportunity

SLAC National Accelerator Laboratory, operated by Stanford University for the Department of Energy, is soliciting renewal quotes for Rockwell Automation PLC software licenses, hardware support, and TechConnect support, with quotations due September 21. This is a subcontract procurement, not a direct federal procurement; while not subject to the Federal Acquisition Regulations, it incorporates certain federal laws, executive orders, and regulations as required by DOE contract terms.

Place of performance is Menlo Park, California. The NAICS code is 513210, Software Publishers; the PSC code is AJ12, General Science and Technology R&D Services.

Technical evaluation criteria include 24/7 Monday-through-Sunday support channel response; escalation pathways with dedicated conference bridges or on-demand Product Analysis Reports for repeating controller hardware failures; authorized caller allocation for unique registered engineers or technicians; knowledge base gating with unlocked access to restricted Rockwell Support Center resources including technotes, error code manuals, and diagnostic firmware files; backward compatibility matrix enabling seamless maintenance and debugging of legacy automation deployments across older firmware lines and concurrent RSLogix 5000 / Studio 5000 versions; firmware access rights permitting continuous downloads of major and minor firmware revisions; and operating system roadmaps with software validation alignment.

Offerors must submit a Buy American Act Certification, certifying domestic or non-domestic source status for each end product and disclosing estimated foreign content percentages (within plus or minus 5 percent acceptable accuracy). For proposals exceeding $100,000, offerors must certify compliance with toxic chemical release reporting requirements under EPCRA and the Pollution Prevention Act, and confirm they have not provided or accepted kickbacks. Export control representations regarding Trigger List Items, USML/ITAR defense articles, and Dual Use Items are required. The contract incorporates fixed-price commercial supplies and services terms with net 30 payment upon acceptance, forty-five day rejection notice periods, and Stanford University cybersecurity requirements including third-party certification for moderate or high-risk data access and thirty-day data destruction obligations.
