About this opportunity

The Gulf Coast Veterans Health Care System (GCVHCS), Network Contracting Office 16, issued a Request for Quotation (RFQ 36C25626Q0273) for home sleep apnea testing services using the WatchPAT Direct One program. The Department of Veterans Affairs sought a qualified contractor to provide these clinical services across multiple VA facilities in the Gulf Coast region. Vendors were required to be actively registered in the SAM database, maintain compatibility with existing VA systems and CloudPAT software, demonstrate low failure rates, and provide 24/7 technical support. The solicitation was open and unrestricted, conducted under FAR Part 13 procedures with firm-fixed-price terms. Potential offerors were required to submit past performance references and complete all required representations and certifications. Although questions were originally due January 8, 2026, and proposals were originally due January 13, 2026, Amendment 0001 extended the proposal deadline to January 14, 2026 at 10:00 AM Central Time. However, Amendment 0002, issued January 30, 2026, cancelled the entire solicitation, as the VA determined the need to revisit requirements, reassess minimum needs, and identify available sources.

This solicitation carried no set-aside designation and was available to open and unrestricted businesses. The contract period was scheduled to run from January 19, 2026 through December 31, 2026, with a requirement for 600 service units to be delivered on an as-needed basis. Services were to be performed at four locations: the main Gulf Coast Veterans Health Care System campus in Biloxi, Mississippi; the Mobile, Alabama Community Outpatient Clinic; the Panama City West Clinic in Panama City, Florida; and the Joint Ambulatory Care Center in Pensacola, Florida. The NAICS code was initially listed as 621610 (Home Health Care Services) with a $19.0 million size standard, though Amendment 0001 corrected the NAICS code to 339112 (Surgical and Medical Instrument Manufacturing). The solicitation included Service Contract Act wage determinations for all applicable counties in Mississippi, Alabama, and Florida, establishing minimum compensation requirements for contractor personnel.
