Added: Mar 17, 2015 3:06 pm The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service Acquisition Division intends to make multiple awards under an unrestricted competition as a result of this solicitation covering unexpected and unanticipated protective security officer services (e.g. new sites without existing protective security officers, special events or to fulfill other contingencies, etc.) in Washington, D.C., Maryland, and Virginia, over the next three (3) years. Under this contract vehicle, protective security officer services, conforming to all requirements of the resultant solicitation, will typically be required in 10 days or less - sometimes as little as several hours. Sites may require top secret/SCI, top secret, or secret security clearances depending on the requirements at the task order level. All offerors will be required to possess an active Top Secret facility clearance at the time of proposal submission. The Government intends to award at least three (3) labor hour, indefinite delivery, indefinite quantity (ID/IQ) type contracts. As specific requirements arise, separate task orders will be solicited among the contract-holders, in accordance with the ordering provisions of FAR 16.505. Each contract-holder will be required to provide a quotation for every requirement that will be served by this contract vehicle. Contract-holders will be expected to fully staff every requirement for which they are awarded a task order. Each ID/IQ contract will consist of a one-year base ordering period and two (2), one-year optional ordering periods.
As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish protective security officer services at these locations.

This requirement is being solicited as a commercial service acquisition in accordance with FAR Part 12. The NAICS code is 561612, Security Guard and Patrol Services. The size standard is $20.5 million.


The RFP shall require the submission of a technical proposal as well as a price proposal. The solicitation, RFP # HSHQEC-15-R-00002, is anticipated to be released to the Federal Business Opportunities website on or about March 19, 2015. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.sam.gov) in the System for Award Management (SAM) prior to the submission of their proposals. A pre-proposal conference will be conducted on or about March 27, 2015. Attendance is not mandatory, but it is strongly encouraged.
