A. Questions will only be considered from interested parties (i.e. Offerors who currently have a Top Secret facility clearance or expect to have a Top Secret facility clearance by the closing date and time of the RFP).
B. Please note than any offeror who does not have a top secret facility at the closing date and time of the RFP will be considered non-conforming to the solicitation’s requirements and their proposal will not be evaluated.
C. All references to SGIM contained in the RFP are hereby deleted and replaced with SMART Book. In addition, Exhibit 4B, Contractor Provided Basic Training and Exhibit 4E, Contractor Provided Refresher Training, are hereby deleted in their entirety and replaced with the attached Exhibit 4B, Contractor Provided Basic Training and Exhibit 4E, Contractor Provided Refresher Training. If applicable, incumbent PSOs that have passed the government administered written examination based on the SGIM are NOT required to re-take the government administered written examination based on the SMART Book.
D. Section 5.1.2.7 is hereby added to the Statement of Work as follows:
For those posts designated as “DC SPO” on task order post exhibits, complete and maintain qualifications/certification as commissioned Special Police Officer (SPO) within the District of Columbia.
DC SPOs would need to be qualified on both of the weapons (.38 Special and 9mm) indicated on Exhibit 8C.
E. Section 15.3.10 of the Statement of Work is hereby revised as follows (revised portion italicized):
The contractor shall provide a monthly report to the Contracting Officer and COR no later than the 15th calendar day following the month that the report is due (i.e. the April report would be due May 15th). At a minimum, this monthly report shall contain all the information found at Exhibit 11. The contractor shall provide a consolidated monthly report that encompasses all active task orders under their MAC contract.
The following is provided for informational purposes only:
F. Before asking any questions, please read the entire solicitation completely and carefully.
G. You are required to price out the wages and fringe benefits identified in Sub-Section C-2, Paragraph 04.A.1 of the RFP which will establish the ceiling prices for this solicitation. Failure to do so will result in your price being considered unrealistic for this requirement.
H. American Security Programs, Paragon Systems, and Master Security Company are the incumbent contract holders. However, since this is for unexpected and unanticipated requirements in Washington, D.C., Maryland, and Virginia, most of the task order requirements will have no security personnel in place (no incumbent at the sites). This contract covers presently unknown requirements and actual requirements will be defined at the task order level. Where there is an incumbent security staff in place, any differences in relation to the requirements will be specified within the RFQ for the individual task orders. Task orders will be competed amongst all contract holders (at least three) unless there is an exception to fair opportunity (see FAR 16.505).
I. An excel version of Attachment 6 – Price Element Breakdown is attached. The Government does not guarantee that the formulas within the spreadsheet are correct. If contractors choose to use the spreadsheet, they should check all calculations for accuracy.
J. Word versions of Attachment 3 – Past Project Form and Attachment 4 – Past Performance Questionnaire are attached.
K. With regard to questions concerning required licenses and permits, note that companies shall have all required licenses and permits for Washington, D.C., Maryland, and Virginia.
L. With regard to questions concerning certifications, fully certified FPS protective security officers, to include all applicable weapons training, medical certifications, clearances, etc. must be provided in 10 days or less as required under this contract. Since this requirement involves new sites without existing security personnel, PSOs will be required that meet all requirements of the instant solicitation. If a site does have existing security officers, requirements will be defined at the task order level.
M. With regard to questions concerning notification when requesting service, it is noted that requirements will be issued to contract holders and a task order request for quotations will generally be due within 24-48 hours. Once the task order is issued, the contractor will generally have no more than 10 days to provide services. In those instances where additional transition/ramp-up time is available, it shall be so disclosed in the RFQ.
N. With regard to questions concerning length of individual task orders issued under the resulting contract, the length of task orders issued under the resulting contract is undeterminable at this time as it will depend on the customers’ requirement and our ability to meet those requirements. It could conceivably span from one day to the maximum task order length. Most task order awards will be issued to the lowest priced quotation;
however, the Government reserves the right to include additional technical evaluation factors at its discretion. Task orders issued under the resultant contract will usually be labor hour; however, the Government reserves the right to also issue firm-fixed price task orders.
O. With regard to questions concerning the requirement of the various detailed plans (Training Plan, Quality
Control Plan, etc.), required as deliverables after award, the Government realizes that detailed plans cannot be provided until the specifics of the individual task orders are made known. That being said, resulting contract holders will be required to first submit a generalized plan within the time parameters specified within the solicitation after contract award. More detailed plans may be requested at the task order level, which supplements the generalized plans.
P. When the resultant ID/IQ contracts are awarded to the successful offerors, these rates will establish a price ceiling for subsequently competed requirements at the task order level. When the requirements are subsequently competed at the task order level, offerors may propose a discount to its’ established ceiling rate, although they cannot exceed the hourly rates specified in the contract.
Q. With regard to questions concerning CBAs and the Service Contract Act (SCA), as this contract is primarily for new requirements in Maryland, Washington, DC, and Virginia, a CBA (as well as an existing workforce) would not be in place at these locations. There may be instances where this contract is utilized when an existing Collective Bargaining Agreement is in place (e.g. an existing contract is terminated). In this situation, the applicable Wage Determination (Collective Bargaining Agreement) as required by the Service Contract Act shall be issued with the RFQ for that requirement and be incorporated into the contract. In addition, the Government will not interpret provisions of these documents and/or the SCA for potential offerors who should be well versed in the SCA in order to propose on this effort. Please refer to the applicable Federal Acquisition Regulations and Code of Federal Regulations as they relate to the Service Contract Act. Service Contract Act price adjustments pursuant to FAR 52.222-43 will be conducted on the anniversary date of the contract (i.e. October 1, 2016, October 1, 2017, etc.).
R. With regard to questions concerning the sample post exhibit, as stated in the solicitation, it includes a representation of sample productive and supervisory protective security officer hours that may be ordered by the Government. The possible types of post coverage that may be required under the resulting contracts include, but are not limited to, armed fixed and roving productive and supervisory posts on varying performance days (M-F, SSH and/or 7 days) with clearance levels up to Top Secret/SCI, with relief required at some or all of the posts, etc. It is noted that site specific post exhibits based on actual requirements will be included within the competitive Request for Quotations that are issued to the resulting contract holders and will delineate the specific requirements for individual sites in which separate task orders will be placed on a competitive basis.
S. With regard to questions concerning the shared ceiling value among the resultant multiple award contract holders, it is noted that once awarded, there is no guarantee, other than the minimum guarantee, that a contractor will be successful in being awarded any additional task orders. The contract limits are established at a cumulative level. That is, all of the three+ contracts awarded as a result of this solicitation will expire after three years, or when the cumulative total of all task orders competed against the resultant ID/IQ contracts reaches the shared ceiling value; whichever comes first. The shared ceiling value is the ceiling value of the highest priced contract holder. It is theoretically possible, although extremely remote, that one firm could be awarded every task order competed under this contract vehicle.
T. With regard to questions concerning whether contractors will have access to the sites during the transition/phase-in period for resultant task orders, it is noted that contractors would most likely have access from when the task order is issued to start of performance (typically less than 10 days).
U. Please note that all PSOs (including supervisory PSOs and PSOs on post) are required to qualify at least semi-annually with the 9mm handgun. PSOs cannot share firearms (see Exhibit 8C). Any requirements for shotguns will be defined at the task order level.
V. With regard to questions concerning implementation of FPS/PTS and assignment of the associated personnel identification numbers (PINs), the following applies: PTS is not currently operational.
Information regarding PTS and assignment of PINs shall be provided post award and upon full implementation of the PTS. DHS Form 139 will be utilized prior to PTS implementation, and then only when PTS is not operational.
W. With regard to questions concerning GSA Schedules, the following applies: This RFP is not for a GSA
Schedule acquisition conducted in accordance with FAR 8.4; therefore, offerors are not required to have a GSA Contract, and the Industrial Funding Fee (IFF) does not apply.
X. With regard to questions concerning weapon storage, there should be areas designated for weapon storage at most of the new sites. Please note that clearing barrels, gun lockers, etc. (SOW 14.4.3) are contractor furnished.
Y. With regard to questions concerning space for supervisors or other contractor personnel (i.e. contract manager) at these locations, this would be at the discretion of the tenant agency. Please note that in most cases copiers, fax machines, computers, etc., would need to be provided by the offeror.
Z. In relation to the post exhibit (Exhibit 1), all posts are armed to include all proposed supervision which is also armed. Further, “M-F” posts exclude federal holidays while “7 days” posts include federal holidays.
AA. With regard to questions concerning PIV card locations, note that PIV cards will be issued in Bren Mar (Alexandria, VA) or another DHS PIV issuance facility. Offerors shall price this requirement out (i.e.
travel time, waiting in line, etc.) in their proposal. It is estimated that it will take 20-30 minutes for a PSO to receive their PIV card once they are signed in at a DHS PIV card issuance facility. See attachment for current PIV card enrollment stations; however, be advised that these locations may change.
BB. With regard to questions concerning suitabilities, the Government is responsible for the processing and review of suitability packages only. The contractor is responsible for all costs associated with obtaining and/or renewing the suitabilities for employees under these resultant contracts.
CC. Please note that in relation to SOW reference 14.4.6, weapons will be stored on site. In terms of contingency rounds (SOW 14.4.6), a minimum of 100 rounds of 9mm ammunition shall be stored at each site. Contractors shall use their discretion in relation to rotation of ammunition and ensure no damaged ammunition is utilized under this effort.
DD. Please note that the table of contents, cover pages, etc., are not exempt from page limitations. Completed past performance questionnaires shall not be submitted as part of an offeror’s proposal. Font smaller than specified in the solicitation will be acceptable for graphics and tables only if the font is legible to the Government. The Government is not responsible for any mistakes in evaluation due to its inability to read the provided text in the graphics/tables of the proposal. The Government has no limitations on the use of headers or footers although the required font would be 11 pt. Include your representations and certifications as well as the SF1449 and signed amendments with your price proposal. If these documents are included in the technical proposal, they will count against the page limitations. Continuation pages for the Past Project forms do not count against page limitations.
EE. Any introductory letters or executive summaries provided as part of an offerors technical proposal will count against the page limitation.
FF. As explained in sections 3.5.3 and 5.2.1.3 of the Statement of Work, it is the responsibility of the contractor to be in compliance with any OSHA regulations.
GG. In terms of past performance, unarmed security contracts would not be considered relevant past performance in terms of complexity.
HH. Please note that all supervisory personnel shall be trained, uniformed, equipped and armed per the contract requirements.
II. Under the current effort, task orders totaling approximately $14 million per year were issued among the 3
MAC ID/IQ holders. Since this contract vehicle covers unknown requirements, there is no guarantee of work under this contract vehicle (except for the specified minimum guarantee). Historically, most of the requirements have been small (1-2 posts).
JJ. With regard to questions concerning the requirements of the incumbent contracts, the incumbent contracts and present requirement are very similar although there is one main exception. The most notable difference includes the current 8 hours of Screener Training which is being replaced with the Weapons Detection Training Program (WDTP). Per the RFP, PSOs assigned X-ray screening post duties and supervisory PSOs that provide oversight and supervision for X-ray and Non X-ray Screening posts shall successfully complete a sixteen (16) hour curriculum, prior to performing or supervising screener duties. PSOs assigned Non X-ray screening post duties shall successfully complete an eight (8) hour curriculum, prior to performing screener duties. In addition, there will be a requirement for 8 hours of government provided screener training for x-ray and non x-ray posts every year as refresher training. The x-ray and non x-ray posts will be identified on the post exhibit at the task order level.
KK. With regard to questions concerning the incumbent PSOs training records at the task order level (if applicable), as the incumbent contractors maintain all training records, the Government cannot guarantee which records will be available to the successor contractor. Contractor will need to coordinate with the incumbent contractors to obtain this information. PSOs shall have all training records in relation to the contract’s requirements in order to stand post under this effort.
