A. SOW Section 6.7.3.3.1 is deleted in its entirety and replaced with the following:

The Contractor shall not assign PSOs or supervisory PSOs to screening or supervisory duties unless they successfully complete the curriculum prior to standing post. This will not preclude them from providing services at non-screening posts.

B. The following questions and answers are provided for informational purposes only:

1. On frequently asked questions JJ it indicates that PSOs must have WDTP training prior to standing post, however in the SOW 6.7.3.3.1 it indicates that the PSOs must have this training within 120 days of the start of period of performance. Can you please clarify?

See paragraph A above. The PSOs will be required to have the WDTP training prior to standing post.

2. Since the supervisor position is priced as a separate CLIN and thus would have a separate price realism for the 24/7 post listed in the post exhibit, is there a minimum pay level, is it the same as the wage listed on page 16 of the solicitation, or is the pay at the discretion of the company?

The solicitation is clear on its face. Page 16 specifically states that the wages are for both productive and supervisory hours; therefore, the minimum pay level for supervisors is what is reflected on Page 16.

3. Exhibit 8E indicates that the company must provide each post with a radio that communicates with FPS and the Post Tracking System. Is this a special radio or does the radio require a special frequency?

No, this is not a special radio nor does the radio require a special frequency.

4. In reference to Amendment 1, item G. (page 2), the Government states “You are required to price out the wages and fringe benefits identified in Sub-Section C-2, Paragraph 04.A.1 of the RFP…” Sub-Section C-2, Paragraph 04.A.1 states: “PSOs working a minimum 8 hour shift shall be provided a paid 15 minute break for each 4 hours of work”. However, at the pre-proposal conference and in Section 12.1.2 of the Statement of Work, the Government stated that “Contractors shall provide breaks and/or meal periods in accordance with the minimum state requirements and/or applicable Collective Bargaining Agreements.” Can the Government please clarify what are the required breaks for PSOs?

The solicitation is clear on its face. Subsection C-2, Paragraph 04, A.1. (found on Page 16) explicitly distinguishes between the break requirements found in Section 12.1.2 of the Statement of Work, and the break/relief requirements for the calculation of proposal ceiling prices. With regard to the performance of services that may arise under a contract resulting from this solicitation, the Government is not prescribing breaks beyond the minimum local requirements. With regard to price proposals, the Government is prescribing specific break requirements in order to standardize the evaluation of proposed ceiling prices.

These requirements are different but not incongruous.
