About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is seeking a contractor to perform annual fleet inspection and repair services for the NOAA Ship PISCES, to be completed between March 5-19, 2025, in Norfolk, VA. The solicitation requires a comprehensive ship repair effort involving tank and void maintenance, fire door replacements, equipment installations, and miscellaneous technical upgrades, including cleaning and certifying fuel oil tanks, replacing valves, installing marine-rated space heaters, and procuring new galley and scientific equipment. All welders must be ABS certified, and contractors must demonstrate relevant past performance on government or NOAA vessel repair projects. The technical evaluation will emphasize contractor capabilities and past performance, with capability and technical ability weighted more heavily than price in a best-value trade-off assessment. Quotes are due by February 11, 2025, at 0900 EST, with award anticipated shortly thereafter.
The contract is designated as a total small business set-aside under NAICS code 336611, with a size standard of 1,250 employees. The solicitation (RFQ 1333MK25Q0052) will result in a firm-fixed-price purchase order with Net 30 payment terms. While specific award value is not explicitly stated, the scope involves multiple repair tasks across various ship systems, suggesting a moderate-complexity contract. The place of performance is the Norfolk, VA maritime facility, where contractors will conduct repairs on the PISCES research vessel. Contractors must provide comprehensive documentation, including ABS welding certifications, past performance references from three similar jobs completed in the previous three years, and detailed cost breakdowns covering materials, labor, travel, and freight/delivery expenses. The government will evaluate offers based on capability, parts availability, service completion potential, and overall pricing structure.
