About this file

This is a Performance Work Statement for annual inspection ship repairs on the NOAA Ship PISCES, to be performed March 5-19, 2025 in Norfolk, VA. The work requires a contractor to complete miscellaneous repairs including tank and void maintenance, fire door replacements, and equipment installations.

The key requirements include: cleaning and certifying three tanks/voids for entry and hot work (#2C Fuel Oil Tank, Main Engine Room Motor Void, Port Hydraulic Oil Tank); replacing two fire doors (EOS to Upper MMR and AMR to Lower MMR); installing two new marine-rated space heaters in the Wet Lab; replacing valve components on the fuel oil system; replacing an actuation spring on the Wozair Air Damper; conducting gangway load testing and certification; installing a new scientific freezer (Thermo Fisher TSX2320FA); and providing a new commercial microwave for the galley. The contractor must provide ABS-certified welders and approved welding procedures. Technical evaluation criteria emphasize past performance on government/NOAA vessels and technical capabilities over price. Quality assurance requirements include demonstrations of all installed equipment functionality and ABS inspection of welding work.

Tank & Void Repairs

4.2. Work with Ship’s Force to isolate and tag out the compressed air, fuel oil purifiers, and fuel oil service to the #2C Fuel Oil Tank.

4.3. Open, clean, gas-free, certify the following tanks & voids are “Safe for Entry” and “Safe for Hot Work” by a certified Marine Chemist. Provide competent personnel to daily maintain space certifications. Cleaning shall include power washing followed by removal of all residual water and power washing residue. Preserve and paint any removed man-hole covers in accordance with the Paint Schedule. Submit a CFR in the event fuel oil must be offloaded.

4.3.1.1.1. #2 Center Fuel Oil Tank (4-19-0)

NOTE: #2C FO Tank will be pumped to low suction by Ship’s

Force prior to opening.

4.3.1.1.2. Main Engine Room Motor Void (4-49-1)

NOTE: This is a normally dry void. Inspect and remove any condensate or fluid found up to an estimated 10 gallons. Remove any debris found inside the void.

4.3.1.1.3. Port Hydraulic Oil Tank (Trawl Winch Room beneath grating at

Frame 83

NOTE: Contractor will be responsible to drain and refill the Port

Hydraulic Oil Tank. For bidding purposes, estimate 100 gallons of

Chevron ISO 46 (or equal). Temporarily relocate the treadmill and deck grating to access the tank man-hole cover.

4.4. Disconnect the pneumatic actuators and replace the 2-inch ball valve (VL-541-VL-39) for the Fuel Oil Service and the 1-1/4” ball valve for the FOP supply connected to the

#2C Fuel Oil Tank. NOTE that the 1-1/4” valve is not shown on Reference 2.2. Install all flanges with new ABS approved fire rated gaskets. Existing hardware may be reused.

Reconnect the pneumatic actuators.

Valve

4.7. Inspect the Hydraulic Oil Tank sounding and vent piping and submit a CFR for any recommended repairs. Photos of the tank top location are provided below:

4.8. Locate the clog in the vent line for Void 4-49-1. Crop out and repair the clogged pipe.

For bidding purposes, estimate pipe replacement of four (QTY 4) linear feet of 1-1/2” inch 316 Stainless Steel Schedule 80 piping. Replace the vent pipe penetration from 6-inches below Main Deck to the Vent Head (including installing a new flange and ABS approved void vent head). Vent is Void Tank Vent 506-VL-52 of Reference 2.7..

4.9. Inspect all opened tanks/voids with COR and submit a CFR with any discrepancies.

Inspection shall include inspecting the structural integrity of the tank, cleanliness, striker plate condition, sounding tubes, and any remote operated valves in each tank.

4.10. Remove the vent head and rod the vent piping for each tank and void.

Alternatively, 110 PSI Compressed Air may be passed through the vent pipe to verify vent operation. Stage personnel within the tank to catch any vent debris. Tank vent piping shall be rodded from tank vent opening to tank. Reinstall the tank vent head using new 316 stainless steel hardware and a new gasket.

4.11. Upon completion of all inspections and work within opened tanks/voids, close all opened tanks and voids with new gaskets.

4.12. Perform a 2.0 psig air test on each closed tank using a manometer to prevent tank over-pressurization. Hold the pressure for 10 minutes and check manhole covers for leaks using a soapy water solution.

Gangway Testing & Certification

4.13. Work with the COR to identify a weekend time to conduct gangway testing.

Secure the gangway for the duration of the test, as needed. Conduct a weight test of the gangway in accordance with Reference 2.5. Fabricate and install a gangway weight test plate in accordance with Reference 2.4. Stamp the weight test certification plate with the test date, test weight, and name of company conducting the test. Submit a CFR with any discrepancies.
