About this file

This is a test procedure document for conducting static load testing of a gangway/accommodation ladder on the NOAA vessel Bell M. Shimada (Hull No: R227). The procedure outlines specific steps for testing the gangway's capacity to safely carry loads as required by MSC.Circ 1331 and ISO-7061 standards.

The test procedure details requirements for static load testing, including safety precautions, equipment needed (ballast weights, timekeeping device, measuring tools), and specific testing steps. The gangway must be tested horizontally with support at both ends, with measurements taken of deflection under specified loads - 4000 N/m² (~83.54 lbs/ft²) for Type A gangways or 735 N (~165.24 lbs) per step for Type B gangways. The maximum allowable deflection must not exceed the gangway length divided by 75mm, and the load must be maintained for 15 minutes during testing. The document includes detailed data recording sheets and requires sign-off from multiple parties including NOAA representatives, contractors, and regulatory bodies (ABS/USCG).

1.3 ITEMS TO BE TESTED:

1.3.1 Gangway.

1.4 EQUIPMENT CONFIGURATION:

1.4.1 Gangway shall be installed in accordance with the associated manufacturer assembly drawings using temporary end supports.

1.5 ADDITIONAL INSTRUCTIONS

1.5.1 The required test weights shall be calculated and recorded in Section 6.0.

1.6 SAFETY PRECAUTIONS:

1.6.1 Test Personnel shall adhere to all caution and warning notes contained in this test procedure.

1.6.2 Observe all standard NOAA and OSHA safety precautions & guidelines.

1.6.3 Test Conductor shall ensure that all unauthorized personnel remain clear of test area for the duration of the test.

1.6.4 Warning signs and/or tape shall mark area surrounding and below test.

1.6.5 All personnel involved in test shall have direct and continuous communications with the test conductor.

1.6.6 The test shall halt immediately if there is any indication of structural damage.

1.7 TEST EQUIPMENT REQUIRED TO COMPLETE TEST IN SECTION 1.2:

QUANTITY
ITEM

As required Ballast Weights Timekeeping Device (minutes) Pieces of thin string or wire Tape measure Gangway End Supports

1.8 PREREQUISITES

1.8.1 Fabrication, assembly, installation and welding of gangway shall be properly completed prior to performing test.

1.8.2 Clear area of any obstructions, foreign material or debris prior to performing test.

GENERAL NOTES

3.1 Deflection (in mm) shall not exceed the value of the overall gangway length (in mm) between connection points divided by 75 (see Reference 2.2).

TEST INSTRUCTIONS:

1.15 STATIC LOAD TEST

STEP PROCEDURE

1.15.1 Refer to Section 5.0 (Table A) Test Data Recording Sheet for gangway static load test data recording.

1.15.2 Complete precautions and prerequisites listed in Section 1.6 and Section 1.8.

1.15.3 Record information on Test Equipment Used in Section 7.0

1.15.4 Place the gangway horizontally on supports positioned at the connection points for the ship and shore side ends.

1.15.4.1 Stretch a thin string, or wire, tightly between the two support points on the top side of both side stringers and ensure that it remains tight for the duration of the test.

1.15.4.2 Locate equally spaced intervals to place test weights and record in Table A. (note: Reference 2.2 defines two types of gangways, Type A has a solid surface deck with individual toe holds/stringers and an open bottom; Type B has individual steps with a closed bottom surface. Type A should be loaded to 4000 N/m^2 (~83.54 lbs/ft^2) with test weights evenly spaced to distribute load. Type B should be loaded to 735 N (~165.24 lbs) on each step.

1.15.4.3 Measure the vertical distance between the horizontal string/wire and the top of both stringers at their midpoints, or observed area of greatest deflection, with no test weights applied.

1.15.4.4 Record distance in Table A under columns INITIAL SAG OF STRINGER 1 and INITIAL SAG OF STRINGER 2.

1.15.4.5 Calculate the average of the two readings and write it under the AVERAGE INITIAL SAG column in Table A.

1.15.5 Perform Static Load Test (Table A)

1.15.5.1 Locate equally spaced intervals as described in 4.1.4.2 above and record in Table A.

1.15.5.2 Apply ballast weight at each interval as noted in 4.1.4.2 above. Record in Table A the actual weights to be used to achieve the required loading.

1.15.5.3 Maintain the test load at each interval for 15 minutes.

1.15.5.4 Measure deflection (repeat step 4.1.4.3) at each stringer midpoint, or observed area of greatest deflection.

1.15.5.5 Record distance in Table A under columns MEASURED DEFLECTION OF STRINGER 1 and MEASURED DEFLECTION OF STRINGER 2. Calculate and record AVERAGE MEASURED DEFLECTION in Table A.

1.15.5.6 Subtract AVERAGE INITIAL SAG from AVERAGE MEASURED DEFLECTION and record the difference in the CALCULATED DEFLECTION (CD) column.

1.15.5.7 If CD is less than or equal to the gangway length (in mm) between connection points divided by 75, write a P for pass in the TEST column.

1.15.5.8 If CD is greater than the gangway length (in mm) between connection points divided by 75, write F for fail in the TEST column.

1.15.5.9 Remove all test weights and inspect the gangway for damage or permanent deformation. Regardless if the gangway passed or failed the test, if there is any damage or permanent deformation then appropriate corrections/repairs shall be made and the gangway shall be retested until no damage or permanent deformation exists.

1.15.6 If conditions in 4.1.5.8 exist:

1.15.6.1 Perform adjustment, repair or replace gangway.

1.15.6.2 Record corrections made in Section 6.0 Comments Sheet.

1.15.6.3 Repeat steps 4.1.4 and 4.1.5.

1.15.7 If no conditions in 4.1.5.8 exist:

1.15.7.1 Return test area to pretest conditions and sign next to the “Gangway accepted by” line below Table A of Section 5.0 (only when the conditions in 4.1.5.9 are also met).
