The solicitation is a total small business set-aside under NAICS code 336611 with a size standard of 1,300 employees. Quotes are due by February 10, 2025 at 0900 EST. The contractor must provide all parts, labor, rigging, subcontractor support, supervision, and expertise required. Key requirements include cleaning and inspecting fuel oil tanks and voids, replacing fuel oil shutoff valves, installing new marine-rated space heaters in the Wet Lab, replacing fire doors in the Engine Room and AMR, and conducting gangway weight testing and certification. All welders must be ABS certified and the contractor must maintain specified insurance coverage. Technical evaluation criteria emphasize past performance accomplishing similar work on government/NOAA vessels, with capability and technical ability weighted more heavily than price in the best value trade-off evaluation.
