About this opportunity

The Transportation Security Administration (TSA) has published a Special Notice announcing its intent to acquire Advanced Imaging Technology (AIT) units using other than full and open competition. The agency plans to issue a sole-source contract to Rohde & Schwarz USA, Incorporated, located in Columbia, Maryland, under the authority of FAR 6.302-1. This procurement will be conducted by TSA's Contracting and Procurement (C&P) and Acquisition Program Management (APM) offices. The contract scope includes procurement, shipping, installation, and maintenance of AIT units for the APM office. The notice falls under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.

The primary purpose of this Special Notice is to inform the contracting community of TSA's intent to proceed with a sole-source acquisition while providing an opportunity for other potential contractors to express interest in the requirement. Interested parties have 15 days from the July 18, 2025 posting date to submit responses indicating their interest and capability to fulfill the requirements, with responses due by August 1, 2025. The notice explicitly states that it is not a request for competitive proposals, and any determination to proceed with the sole-source approach remains at the government's discretion. Contractors responding must demonstrate their capability to provide the required AIT units and associated services. The government will use submitted information solely to determine whether to conduct a competitive procurement instead of the planned sole-source award.
