About this opportunity
Oak Ridge National Laboratory (ORNL), a Department of Energy civilian agency facility, is soliciting proposals for the fabrication of neutron mirrors and substrates for nested mirror optics (NMOs) designed to improve signal-to-background ratios for neutron scattering instruments at pulsed and reactor neutron sources. The procurement requires offerors to provide 100 small and 100 large non-depolarizing supermirror Ni/Ti neutron mirrors along with 50 small and 50 large silicon wafer substrates, all meeting precise dimensional specifications of 0.3mm thickness with widths of 34mm or 54mm and a length of 60mm. Key contract requirements include neutron mirror testing, material certifications, detailed design drawings, and a comprehensive shipping plan, with all documentation to be submitted in English. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation method, with offerors required to submit comprehensive proposals including detailed cost breakdowns, labor categories, subcontractor information, and technical capabilities. Proposals are due by November 13, 2025, at 12:00 PM EST, with an offer validity period of 120 days, and the performance period is scheduled from November 20, 2025, to February 12, 2026.
This solicitation carries no set-aside designation and identifies no incumbent contractors in the available documentation. While specific award value or budget ranges are not disclosed in the solicitation materials, the contract is structured as a firm fixed price subcontract with a lead time requirement not to exceed three months from contract award to delivery. The procurement encompasses the delivery of 400 total optical components (200 neutron mirrors and 200 silicon wafer substrates) specifically designed for use at ORNL's Spallation Neutron Source (SNS) and High Flux Isotope Reactor (HFIR) facilities. All work will be performed with delivery on an FOB Destination - Freight Prepaid basis to the ORNL facility located in Oak Ridge, Tennessee, with specific requirements for shipping and customs clearance procedures for both domestic and international shipments. Offerors must register in the System for Award Management (SAM) and complete all required representations and certifications, including those applicable to international suppliers if applicable, and comply with all FAR and Department of Energy Acquisition Regulation (DEAR) clauses incorporated by reference.

Neutron Mirrors and Substrates for Nested Mirror Optics
ORNL is developing nested mirror optics (NMOs) to act as corrective lenses for neutron scattering instruments at both pulsed and reactor neutron sources. Nested mirror optics deliver a full optics system in a device the size of a shoebox, which means they can be easily exchanged based on the current need of an instrument. This will greatly improve the signal-to-background ratios for neutron scattering, especially for experiments involving new materials or biological samples that can only be prepared in small quantities and where samples are in constrained environments such as pressure cells or high magnetic fields. The nested mirror optics consist of several individual, neutron mirror segments mounted in a frame that holds each mirror in a specific orientation. Silicon wafer substrates without a neutron mirror coating are used for evaluation of the frame.
