About this opportunity
The Fish and Wildlife Service seeks mechanical tree cutting and removal across 321 acres at Macon Lakes Waterfowl Production Area in Nebraska, with quotations due August 28, 2026. The procurement is a 100% small business set-aside under NAICS 561730, Landscaping Services.
Place of performance is Macon Lakes WPA in Franklin County, Nebraska, approximately 10 miles north of Franklin, with delivery to the Rainwater Basin Wetland Management District office in Funk, Nebraska. The work runs from October 1, 2026 through January 15, 2027, with completion required within 90 days. The contractor must perform mechanical tree cutting flush with the ground across the 321-acre project area, treat all stumps with FWS-approved herbicide (except cedar trees), and pile cut trees in stacks approximately 15 feet tall and 50 feet in diameter, positioned at least 100 yards interior from property boundaries and outside wetland areas. Plum and sumac shrubs must not be cut. The contractor must maintain active SAM.gov registration, hold commercial land management experience including tree identification and piling, and comply with federal, state, and local codes.
The small business size standard is 9.5 million dollars. This is a firm-fixed-price RFQ using Standard Form 1449, submitted via email to jeremy_riva@ios.doi.gov. Quotations must include all supporting documents and disclose any subcontractor names upfront. Wage Determination 2015-5357 for Phelps County, Nebraska applies; prevailing wage rates range from $12.43 to $47.67 per hour depending on occupational classification, with fringe benefits including health and welfare at $5.55 per hour. Award will be made on best value, evaluated on three factors: ability to meet technical requirements, past performance and experience on similar projects, and price, with conformance to the statement of work weighted more favorably than price. Amendment 0001, issued August 10, 2026, adds a project map; offerors must acknowledge receipt of the amendment with their quotation.
