About this file
This is a memorandum from the Federal Highway Administration (FHWA) providing pavement preservation recommendations for Project MS NP NATR 3F26 on the Natchez Trace Parkway in Madison County, Mississippi. The project encompasses pavement preservation and road widening construction on the Natchez Trace Parkway mainline between milepost 226.37 and 239.23, plus associated access roads and parking areas. The memorandum, prepared by K. Nguyen (Pavement Engineer) and approved through S. Islam (Pavement Team Leader), is based on field assessments conducted by Eastern Federal Lands Highway Division (EFLHD) engineers in July 2022 and Road Inventory Program Cycle 6 data collected in 2018-2019, with routes last inspected in September 2021.
The project includes eight route components: DA SR 8 Access Road (0.16 miles), DA Bynum Mounds Access Road (0.2 miles), DA Witch Dance Picnic Area Access Road (0.29 miles), DA Witch Dance Parking Areas (18,142 square feet across six parking areas), DA Bynum Mound Parking (4,359 square feet), DA Witch Dance Roadside Parking (4,533 square feet), DA Old Fossils Parking (7,791 square feet), and DA SR 32 Access Road (0.16 miles), all asphalt concrete surfaces. Pavement Condition Ratings range from 73 to 97, with conditions including low-to-moderate severity block cracking, longitudinal and transverse cracking, and raveling. Recommendations include placement of a 1.375-inch AC overlay with micro-milling of existing pavement on the mainline and ramps; pavement widening in areas with edge deterioration and lane-to-shoulder drop-offs of 2 or more inches; crack sealing and filling (11,000 linear feet on mainline, 1,070 linear feet across other routes); and full-depth patching as necessary. Work specifications reference FP-14 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, with materials meeting Gyratory Asphalt Concrete Pavement standards and AC tack coat requirements per Section 412.

This memorandum serves to support the PS&E development for MS NATR 3F26 located in
Madison County, Mississippi. This project includes the pavement preservation of the
Natchez Trace Parkway mainline between MP 226.37 and MP 239.23 in addition to State
Route Access Roads and parking areas. A Project Location Map is included in Appendix A.
The recommendations herein are based on findings from the field assessment performed by
Eastern Federal Lands Highway Division (EFLHD) engineers in July 2022 and review of the Road Inventory Program (RIP) Cycle 6 (C6) data.
BACKGROUND
This project includes preventative preservation and road widening construction on the
Natchez Trace Parkway between MP 226.55 to MP 239.23 in addition to parking areas and ramps within the milepost limits. The routes included in this project in addition to the mainline are listed below.
• DA SR 8 Access Road (NATR-0145) is a 0.16 mile, two-lane, two-way, asphalt concrete (AC) roadway
• DA Bynum Mounds Access Road (NATR-0195) is a 0.2 mile, one-lane, one-way
AC roadway
• DA Witch Dance Picnic Area Access Road (NATR-0196) is a 0.29-mile, two-lane, two-way AC roadway
• DA Witch Dance Parking Areas (NATR-1062ZZ) are a 18,142 square foot, series of 6 AC parking areas
• DA Bynum Mound Parking (NATR-0959) is a 4,359 square foot, AC parking area
• DA Witch Dance Roadside Parking (NATR-0960) is a 4,533 square foot, AC parking area
• DA Old Fossils Parking (NATR-0961) is 7,791 square foot, AC parking area
• DA SR 32 Access Road (NATR-0146) is a 0.16 mile, two-lane, two-way, asphalt concrete (AC) roadway
Project MS NP NATR 3F24, completed in 2014 focused on resurfacing and rehabilitating pavements affected by cracking and subgrade failure between MP 204 and MP 240. This consisted primarily of a wedge and level with 2-inch AC overlay.
Considerations for this project include lane widening near deteriorated edges of mainline
Natchez Trace Parkway and intersection ramps, repair and overlay of parking areas experiencing cracking, and ADA ramp replacement.
Road condition data was most recently collected in 2018 and 2019 for the Road Inventory
Program (RIP). The following data was collected in Cycle 6. Routes included in this project were last inspected in September of 2021. A summary of Pavement Condition Ratings

PRELIMINARY PAVEMENT RECOMMENDATIONS
Based on the pavement conditions observed during the field assessment, we recommend the following pavement rehabilitation strategies. The recommendations included here reference the FP-14 “Standard Specifications for Construction of Roads and Bridges on Federal
Highway Projects”.
Natchez Trace Parkway Mainline
We recommend placement of a 1.375-inch AC overlay on Parkway mainline. Prior to the overlay, 1.375 inches of the existing AC will be milled eliminate the grade raise. Table 2 details the minimum requirements.

Natchez Trace Parkway Mainline Ramps and Parking Area
We recommend placement of a 1.375-inch AC overlay on the ramps and parking areas adjacent to the Natchez Trace Parkway mainline. Prior to the overlay, 1.375 inches of the existing AC will be micro milled to eliminate the grade raise. Table 3 details the minimum requirements.

Natchez Trace Parkway Mainline Ramps Widening
Significant edge deterioration and lane to shoulder drop off 2 or more inches exists along stretches of the Parkway mainline. Pavement widening will be conducted along those areas to fix the deterioration and lane to shoulder drop off. Table 4 presents the minimum requirements.

After the 1.375” micro milling, the existing pavements may require the following repairs prior to placing the proposed final 1.375” overlay.
• Perform Full Depth Patch (FDP Type II) as necessary, in areas exhibiting fatigue cracking, settlement, or potholes. Such areas should be identified by the CO. Patch areas should be performed in accordance with Section 418.
• Perform Crack Sealing and Filling at least a week prior to placing the overlay preservation treatment. Crack sealing (crack width ¼-inch to less than -inch) and filling (crack width greater than 1-inch) should be performed in accordance with
Section 414. It is recommended to have as much time as possible, typically 6 to 12 months or one season per industry practice, between the crack sealing operation and a hot surface treatment application. That time will allow for the crack sealant to set into the cracks and cure under vehicular traffic. This will also prevent too much sealant under the surface treatment resulting in better performance. If crack sealing occurs prior to 6 months from the preservation treatment application, it is recommended to use a recessed configuration by applying the sealant so that it sets below the surface. This reduces the risk of the sealant melting and potentially bubbling back through the subsequent hot surface treatment applications.
At the time of the creation of this memorandum, it is our understanding that patching and asphalt wedge and leveling quantities will be marked by EFLHD construction during a later field visit. Table 5 presents the crack sealing and filling quantities.
