About this opportunity
The Department of the Army Materiel Command Contracting Command Redstone Arsenal intends to establish a classified Government-managed consortium Other Transaction (OT) for modeling, simulation, experimentation, prototyping, demonstration, and assessment of ground-based or ground-launched sensor algorithms, software, hardware, subsystems, and systems enabling advanced fires capabilities, with responses to this sources sought notice due by July 23, 2026.
The consortium will be administered by DEVCOM AvMC (Combat Capabilities Development Command Aviation and Missile Center) at Redstone Arsenal, Alabama. Only vendors who execute a Consortium Member Agreement (CMA) will be eligible to receive subsequent classified Requests for White Papers (RWPs). The Government will issue classified RWPs exclusively to consortium members for development of advanced sensor technologies supporting Army defensive, offensive, and integrated fires capabilities.
Vendors must satisfy four gate criteria: currently possess ability to access the DEVCOM AvMC Secure Data Link (SDL); currently possess ability to prototype the relevant sensor technologies; currently operate or will have within 24 months an ICD 705-compliant facility; and currently employ an Engineer, Program Manager, and Security Officer each holding an active Secret security clearance and SDL access.
Responses must be unclassified, limited to two pages, and include Yes/No answers to the four gate criteria questions plus company information (name, CAGE code, UEI number, primary and alternate POCs, and names of qualified personnel). Email responses to tracy.m.manush.civ@army.mil, misty.s.steward.civ@army.mil, felisha.d.scruggs.civ@army.mil, tonya.m.paxton.civ@army.mil, and jason.p.underwood.civ@army.mil. Unclassified questions are due ten calendar days prior to the response deadline. NAICS 541330 (Engineering Services) applies.

Only vendors that become members of the consortium through execution of a CMA will be eligible to receive subsequent classified RWPs. The Government will issue RWPs, at the classified level only, to members of the consortium OT. The classified RWPs will be for developing advanced sensor technologies supporting Army defensive, offensive, and integrated fires capabilities. Specific functional capabilities and core competencies of interest to the Government include, but are not limited to, design, modeling, simulation, experimentation, prototyping, demonstration, and assessment of ground-based or ground-launched sensor algorithms, software, hardware, subsystems, and systems enabling advanced fires capabilities for the Army.
