DESCRIPTION: This is an unclassified Sources Sought Notification for DEVCOM AvMC.
The Government intends to create and administer a consortium OT for DEVCOM AvMC projects. The Government intends to enter into a Consortium Member Agreement (CMA) with selected vendors prior to issuing any Request for White Papers (RWPs). Only vendors that become members of the consortium through execution of a CMA will be eligible to receive subsequent classified RWPs. The Government will issue RWPs, at the classified level only, to members of the consortium OT. The classified RWPs will be for developing advanced sensor technologies supporting Army defensive, offensive, and integrated fires capabilities. Specific functional capabilities and core competencies of interest to the Government include, but are not limited to, design, modeling, simulation, experimentation, prototyping, demonstration, and assessment of ground-based or ground-launched sensor algorithms, software, hardware, subsystems, and systems enabling advanced fires capabilities for the Army.
REQUESTED INFORMATION:
Please note, the Government will not reimburse interested vendors for any expenses incurred with its submissions and/or responses to this Sources Sought Notice.
A. To be considered to become a member of the Consortium OT and receive subsequent project RWPs, interested vendors must successfully meet and demonstrate compliance with the Gate Criteria as outlined below. These criteria are intended to verify that responding vendors possess the necessary capabilities, qualifications, and infrastructure to support the Government’s requirements. In addition to the Gate Criteria, potential members are advised that further membership obligations, compliance requirements, and terms and conditions will be detailed in the CMA. Meeting the Gate Criteria does not guarantee membership;
vendors must also agree to and comply with all terms and conditions set forth in the CMA.
The Government requests responses to each question below. ONLY those vendors that provide a ‘Yes’ response to all 4 questions below may receive further consideration to become a member of the Consortium OT and be eligible to receive the subsequent classified RWPs:

DEVCOM AvMC Secure Data Link (SDL)?
2. Does your company CURRENTLY possess the ability to prototype ground-based or ground-launched sensor algorithms, software, hardware, subsystems, and/or systems enabling advanced defensive, offensive, or integrated fires capabilities for the Army?
3. Does your company CURRENTLY operate a facility built to ICD 705 standards, OR, if not, will your company have a facility built to ICD 705 Standards that will be fully operational within 24 months of this notice?

• already operate a contractor facility built to ICD 705 standards, or
• will have such a facility fully operational within 24 months of this notice.
If your company does not currently have an ICD 705-compliant facility and will not have one operational within 24 months, your response must be (No).

The labor categories of Engineer, Program Manager, and Security Officer are required; however, these roles are not required to be performed by three distinct individuals. Notwithstanding the foregoing, the Security Officer role shall be performed by an individual who is not concurrently serving as the Engineer or Program Manager. Any individual performing one or more of the required roles must:
• hold an active Secret clearance, AND
