About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is seeking proposals to manufacture Variable Speed Drogues and associated support equipment for installation on its fleet of MC-130J aircraft. The five-year contract will utilize the Delivery Protection Program to initially award a mission essential quantity to a proven source while an unproven source manufactures a first article for testing and potential follow-on award. Proposals will be evaluated based on technical factors of packaging and transportation solutions, production plans, and composite spring manufacturing plans, with cost proposals evaluated for reasonableness, balance, and total price. The deadline for proposals is February 28, 2022.

There is no set-aside designation. The requirement falls under NAICS code 336413, PSC code 1680, with the incumbent being the original equipment manufacturer. The contract value is estimated between $25-50 million over the five-year period based on production of 132 Variable Speed Drogues per year plus associated spare parts and support equipment. Offerors must demonstrate expertise in the MC-130J aircraft and Sargent Fletcher Air Refueling Pod for which these customized components were designed.
