1.0 Description of Supplies
1.1 Objective(s)
This Statement of Work (SOW) defines the requirement for production and delivery of the Variable Speed Drogue (VSD) for Air Force Special Operations Command (AFSOC) MC-130J aircraft. Support equipment and initial spare parts package are also to be delivered with the VSDs; exact numbers will be identified in the contract. Formal training to include repair, inspection of VSD, operation of maintenance stands and tools are also required.
1.2 First Article Testing:
The Government has determined that a break in the supply of this item (that is, failure to deliver due to timeliness and/or conformance) would jeopardize support to operational units’ mission capability. Additionally, the item is of such complexity and/or so critical that first article testing measures are required for all unproven sources to ensure that the unproven source is capable of producing a conforming part.
1.3 Background
An Engineering and Manufacturing Development (EMD) effort was awarded. A total of 14 drogues were manufactured and passed Operational Test (OT) on the MC-130J aircraft. During the EMD phase, Peculiar Support Equipment (PSE) was designed with single examples of each of the five proposed units manufactured and delivered to the Air Force. Technical data was produced, certified, verified and published in the MC-130J Technical Orders (TOs). Provisioning was accomplished with replaceable sub-components of the VSD cataloged and stock listed as NSN 1680-01-650-9061 Part Number 405348-1.
1.4 Order of Precedence
In case of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document supersedes applicable laws and regulations unless a specific exemption has been obtained.

3.0 Technical Requirements:
The Contractor shall manufacture and deliver a Best Estimate Quantity (BEQ) of 132 VSDs, along with initial spare parts package in proportion to the VSDs manufactured and delivered for the MC-130J aircraft Drogue Technical Data Package (TDP) List. The Contractor shall also manufacture and deliver the necessary support equipment as indicated in section 3.13 of this document. The Attachment Drogue TDP List contains the VSD Bill of Material (BOM) wherein the drawing revision numbers applicable to each respective drawing in the TDP are identified.
This configuration baseline is the basis for the deliverable VSDs.
