About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is seeking an electrical contractor to install 480v/208v electrical service hardware and equipment to support a portable boiler in building 225 at the Doris Miller VA Medical Center in Waco, Texas. The Request for Quote (RFQ) 36C25725Q0101 requires a comprehensive electrical installation project involving new conduit, hangers, Unistrut, disconnect switches, and transformer placement, including complex tasks like core drilling through post-tensioned concrete floors. The solicitation will use Lowest Price Technically Acceptable (LPTA) evaluation procedures, with quotes due by January 23, 2025 at 4:00 PM CST. A non-mandatory but highly recommended site visit was conducted on December 9, 2024, and technical questions were required to be submitted by December 10, 2024. Contractors must complete the entire installation within 90 days of contract award and submit invoices through the Tungsten Network electronic invoicing system.
The contract is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 238210 with a $19 million size standard. The project will be performed entirely within the United States, specifically at the Waco VA Medical Center's Building 225. Work will primarily occur during normal business hours (8:00 AM-4:30 PM, Monday-Friday) and requires detailed safety protocols, including OSHA training and a comprehensive safety plan submission prior to commencing work. Contractors must coordinate closely with VA staff for temporary electrical system shutdowns and follow strict energy lockout procedures during switchgear tie-in. The project involves technical specifics such as using an 800-amp breaker that will be chipped down to 200 amps, installing Square D (or equivalent) electrical disconnects, and ensuring all pipes and conduits are routed through the building's interior. The contractor will be responsible for supplying necessary downsizing equipment and completing all electrical infrastructure modifications to support the portable boiler's operational requirements.
