About this opportunity

The Advanced Research Projects Agency for Health (ARPA-H), operating under the National Institutes of Health, is soliciting proposals for the Intelligent Generator of Research (IGoR) program via Innovative Solutions Opening, with solution summaries due June 25, 2026 at 12:00 PM Eastern Time and full proposals due August 13, 2026 at 12:00 PM Eastern Time. The procurement carries no set-aside and is unrestricted as to firm size or organizational type, though FFRDCs and government entities are prohibited as prime or sub-performers except when demonstrating unique unavailable capabilities.

IGoR seeks to create an AI-enabled interoperable research ecosystem accelerating therapeutic development for complex diseases. The program targets development of four integrated components: mechanistic disease models encoding causal biological relationships across biological scales; an AI orchestration layer identifying knowledge gaps and designing optimal experiments; a layered protocol architecture enabling reproducible experimentation across qualified laboratories; and a distributed marketplace of validated laboratories executing standardized protocols. ARPA-H anticipates awarding multiple Other Transaction Agreements to approximately three multidisciplinary teams over a 60-month performance period structured as Phase I (18 months), Phase II (18 months), and Phase III (24 months).

Place of performance is the United States. Proposals must address all four technical areas under a single prime performer with one designated Principal Investigator and must include at least two TA4 marketplace laboratories per team. Key performance metrics include achieving at least 10x improvement in experimental cycle time, 90% inter-laboratory concordance on standardized experiments, and 85% quality ratings on proposed experiments. Proposers must be registered in SAM.gov with a valid Unique Entity Identifier at proposal submission and through award. Foreign entities may participate subject to compliance with non-disclosure agreements, security regulations, export control laws, and restrictions under the CHIPS and Science Act of 2022; awards cannot be made to entities of concern, individuals in malign foreign talent recruitment programs, or non-domestic entities organized under covered foreign country laws. A voluntary Proposers' Day is scheduled for June 9, 2026. Evaluation prioritizes Overall Scientific and Technical Merit, followed by Proposer's Capabilities and Related Experience, Potential Contribution to ARPA-H Mission and User Experience, and Assessment of Proposed Cost/Price. Amendment 02 extended the proposal due date and revised Appendices A and E; Amendment 03 revised Appendix C and the price proposal spreadsheet.

Amendment 03 provides revisions to Appendix C_Proposal Format and Intructions, as highlighted in yellow. This amendment also provides revisions to Appendix C.4_Price Proposal Spreadsheet (removes phase durations on labor tab).

Amendment 02 extends the proposal due date and provides revisions to Appendix A_Program and Technical Description and Appendix E_Draft Model OT Agreement, as highlighted in yellow.

---------------------------------------------------------------------------------------

Amendment 01 adds Appendix E_Draft Model OT Agreement and provides revisions to Appendix B_Solution Summary Format and Instructions, as highlighted.

---------------------------------------------------------------------------------------

ARPA-H intends to host a hybrid Proposers Day in early June in the Washington, D.C. metro area. Additional information will be posted when it becomes availiable.

The Intelligent Generator of Research (IGoR) program aims to eliminate longstanding inefficiencies in research and accelerate the development of effective therapies for complex diseases by creating an AI-enabled interoperable research ecosystem. IGoR would develop: 1) mechanistic disease models that encode causal biological relationships across scales, 2) an AI orchestration layer that identifies knowledge gaps and designs optimal experiments, 3) a layered protocol architecture that enables any qualified laboratory to execute the same experiment reproducibly, and 4) a distributed marketplace of validated laboratories that execute standardized protocols and return gold-standard data. Together, these components form a cycle of hypothesis generation, experimentation, and model refinement that enables researchers to create validated knowledge at least 10x more rapidly than conventional approaches. Ultimately, IGoR will empower researchers at every level to pursue bold, unconventional research directions that are currently too slow, too complex, or too resource‑intensive.
