About this file

This is a price proposal template for the Intelligent Generator of Research (IGoR) solicitation (ARPA-H-SOL-26-155) issued by the National Institutes of Health under the Department of Health and Human Services. The template does not specify required products or services; rather, it provides a standardized format for proposers to submit pricing information across multiple phases of work. Proposers must submit total project pricing inclusive of all phases and any resource sharing arrangements, with separate line items for Phase I, Phase II, and Phase III costs.

The template requires detailed cost substantiation across five categories: Level of Effort and Labor (with fully burdened rates and estimated hours by labor category for all team members including primes, subs, and consultants); Equipment Purchases (itemized with quantities, unit prices, proposed vendors, and basis of estimate, with backup documentation required for items exceeding $10,000); Travel (with justification linking each trip to specific tasks or milestones); Other Direct Costs or ODCs such as graduate student tuition and computer maintenance fees (with explanations of project contribution); and Resource Sharing (detailing source, nature, amount, percentages, and whether contributions are cash or in-kind). The proposal must include the prime organization's SAM.gov Universal Entity ID (UEI) number and allow for tracking of resource sharing between government and performer contributions that sum to the total price.

Price Details Proposers should provide the following details and include supporting documentation as necessary that describes the method(s) and/or assumptions used to estimate proposed prices. Information must be provided for all team members (prime, sub, consultant, etc.).

Level of Effort and Labor

Provide the levels of effort related to personnel who will contribute to the project. These levels of effort may be substantiated by defining key labor categories aligned to fully burdened labor rates with the assigned estimated number of labor hours.

Equipment Purchases Provide an itemized list of all anticipated equipment including quantities, unit prices, proposed vendors (if known), and the basis of estimate (e.g., quotes, prior purchases, catalog price lists, etc.). Any item that exceeds $10,000 in total price must be supported with back-up documentation (e.g., a copy of catalog price lists, past purchase order(s), invoice(s), vendor quotes prior to purchase, etc.). Include any assumptions the proposer has that it will receive government-furnished equipment.

Travel Provide justification explaining why each proposed trip is necessary and how it supports specific tasks or milestones.

Other Direct Costs (ODCs) Provide a list of all anticipated ODCs (e.g., graduate student tuition, computer maintenance and/or user fees, etc.) with explanations of how they contribute to the project.

Resource Sharing Provide the source(s), nature, and amount(s) of proposed resource sharing. Include details of the Resource Share commitment, including percentages, nature of the contribution, cash or in-kind contributions, etc.
