About this opportunity
The Department of State, Bureau of Overseas Buildings Operations, seeks an Integrated Pest Management IDIQ contract with proposals due September 4, 2026, and questions due August 14, 2026. The procurement is a Total Small Business set-aside.
Place of performance is Washington, DC. The contract structure is Firm Fixed Price for a one-year base period only; an initial solicitation contemplated four one-year options, but Amendment A00001 (effective August 10) modified the Period of Performance to base year only, with pricing required for the Base Year alone. The base year value is $194,400.
The contractor must provide comprehensive IPM services including two to three seminars annually for Post Occupational Safety and Health Officers and staff, remote email and phone consultation on pest assessments, on-site assessments and control recommendations, IPM-related training materials and website content, and review of pest control Statements of Work from overseas embassies for Department standards compliance. Services support posts outside the United States.
Qualification requirements include current U.S. pesticide applicator certifications, international IPM experience, Board-Certified Entomologists with minimum 10 years IPM experience, and Associate Certified Entomologist technicians with at least 5 years IPM experience. All contractor personnel require security clearances and must comply with diplomatic security and information handling requirements.
The pricing schedule includes seven fixed-price line items—Board-Certified Entomologists (estimated 220 hours annually), Pest Management Technicians/Associate Certified Entomologists (estimated 150 hours annually), Administrative Support (estimated 6 hours annually), Defense Base Act Insurance, Danger Pay when applicable, Materials/Equipment/Shipping, and Travel Expenses—plus one reimbursable line item for airfare.
Award will be made to the responsive offeror offering best value to the Government, with technical considerations weighted more heavily than cost. The incumbent contractor performed services under contract number 19AQMM21D0049.
