About this opportunity

The Bureau of International Narcotics and Law Enforcement Affairs (INL) Section at the U.S. Embassy in Guatemala is procuring comprehensive access control equipment and installation services for three locations: CICANG, DIFE 15 Avenida, and DIFE 12 Calle. The procurement includes biometric readers, access control panels, multi-door access control modules, electromagnetic locks, software for equipment management, power supply equipment, and professional installation services, with all equipment required to be new, clean, and in optimal operating condition. All documentation and manuals must be provided in Spanish, and the system must support 200 total users across the three sites. The contract will be awarded to the lowest-priced, acceptable, responsible offeror on an "all or none" basis, requiring offerors to be registered in the System for Award Management (SAM). The solicitation deadline is July 3, 2025, at 5:00 PM local time, with a mandatory site visit that was scheduled for June 4, 2025. The period of performance is 15 calendar days upon contract award, with a one-year warranty required on all equipment.

This procurement does not utilize any set-aside designations and is open to all qualified contractors. The contract covers 12 biometric readers, 2 access control panels, 4 multi-door access control modules, 11 electromagnetic locks, and 2 software management systems distributed across the three Guatemala locations. The technical specifications reference Suprema's recommended architecture, particularly the HID Proxy Bluetooth Bioentry W2 model for biometric readers, though vendors may propose alternative solutions that maintain core functionality requirements. Performance will take place in Guatemala City, with one biometric reader for Location #1 to be delivered directly to the Contracting Officer's Representative rather than installed on-site. The contractor will be responsible for complete user enrollment, installation, testing, and ensuring all systems meet the specified technical requirements including power supply specifications of 12/24 VDC for electromagnetic locks and 12VDC for readers.
