DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
A. Specifications
The Bureau of International Narcotics and Law Enforcement Affairs (INL) Section at the U.S. Embassy in Guatemala is seeking to procure Access Control Equipment and Installation Services per below specifications. The equipment shall be clean, new, not previously used and must be in optimal operating conditions and quality. All manuals shall be furnished in Spanish.
B. General
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens.
One of the many ways to effectively meet these goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.
In recent years the increase in number and complexity of drug trafficking and financial crimes led the National Civil Police (PNC) to create specialized criminal investigation unit, but they lack the expertise, office infrastructure, and IT equipment necessary to effectively investigate and coordinate with other justice and security sector agencies. Within the scope of the support for these units, the International & Law Enforcement Affairs Section (INL) at the U.S. Embassy in Guatemala is seeking to procure services to install an access control system for the Joint Anti-Drug Information Center (SGAIA/CICANG) and Financial Crimes investigation Unit (DIFE) in accordance with the specifications set forth herein.
INL seeks to support SGAIA/CICANG and DIFE through improved information access and exchange, automatization of activities, control of sensitive information, and monitoring to improve efficiency and effectiveness levels by 25% in all departments. The new equipment will increase the units’ capacity to handle information needed to present stronger cases in courts.
Within the scope of the support for these units, the International and Law Enforcement Affairs Section (INL) at the U.S. Embassy in Guatemala is seeking to procure services to install an access control system in accordance with the specifications set forth herein. The contractor shall configure to manufacturer standard all the proposed products in accordance with the conditions, requirements, and specifications of this Scope of Work (SOW) or similar.
Manufacturing Requirements: The contractor shall provide commercial grade items to meet the design, function, construction, and warranty requirements as outlined in these specifications.
o Electrical work will be provided by Policia Nacional Civil according to the proposal of the selected provider.
o The voltage at all three locations is 110V.
o Network points are not requested in the SOW, but if the Contractor prefers to include them, those shall be added to the budget.
o Installation on and around air conditioning units is not allowed or permitted.
Contractor shall provide schematic drawings system for each location based on existing conditions.
o Schematics shall identify any missing component necessary for a fully operational system.
o No materials or work shall be performed until schematics have been approved by Contracting
Officer.
o The three locations do not share information. Therefore, Contractors are recommended to consider integrated solutions but not interconnected ones.
The selected contractor is required to perform a site visit the jobsite to ensure the infrastructure is adequate for the equipment installation.
Any of the buildings are part of the Patrimonio Histórico de la Nación but are institutional buildings from Policia Nacional Civil de Guatemala.
o The three locations have the following characteristics: PVC doors, and false ceilings made of drywall.
o Contractor shall deliver and unload all equipment to each location.
o Contractor shall comply with security procedures on site without exception.
o All packaging material and debris shall be removed from the site and properly disposed of by the contractor.
o Contractor shall not damage, break, or breach the perimeter walls or adjacent facilities.
o Contractor is responsible for repairing of any damage caused in these areas.
A preliminary site visit will be organized to help inform the contractor’s offers to calculate the quantities and lengths of the required supplies.
