About this opportunity
This notice seeks delivery of 24 million USG of turbine fuel, aviation grade Jet A-1 to Eielson Air Force Base in Alaska from October 1, 2019 through September 30, 2020. The Defense Logistics Agency Energy intends to enter into a sole-source contract with Petro Star Inc. due to their unique ability to reliably supply large quantities of fuel to the remote location throughout the year in all weather conditions via pipeline. Interested parties must submit capability statements by February 14, 2019 demonstrating logistics and supply chain assets to consistently meet delivery requirements, along with any necessary commitment letters. While not a solicitation, compliant submissions will be considered to determine whether competition is warranted.
The requirement is set aside as a total small business opportunity under NAICS code 424710, petroleum bulk stations and terminals, with a petroleum and petroleum products PSC code. Petro Star Inc. is identified as the potential incumbent able to reliably deliver the required 24 million gallons of jet fuel to Eielson Air Force Base via pipeline. No estimated value is provided, though the period of performance is from October 1, 2019 through September 30, 2020. Interested parties must submit capability statements by February 14, 2019 for consideration.

Period of Performance October 1, 2019- September 30, 2020
EIELSON AFB, ALASKA, RMW 2019 SOLE-SOURCE REQUIREMENT SYNOPSIS AND SOURCES SOUGHT
This is a Sources Sought and Synopsis for a former Rocky Mountain/West Coast (RMW) Bulk Fuels Program Requirement. The requirement is for 24,000,000 USG Turbine Fuel, Aviation (JA1), NSN 9130-00-753-5026, with additives to be delivered FOB Origin via pipeline to Eielson AFB, AK. The Period of Performance is from October 1, 2019 to September 30, 2020 with a 30 day carry-over period.
Due to the nature of the specific product and location, this requirement has been separated from the normal RMW annual procurement and under the authority of FAR 6.302-1, this requirement has been identified for noncompetitive contract action. Petro Star Inc. (PSI) is identified as the only source that has the ability to deliver large quantities of jet fuel consistently and reliably to the remotely located Eielson AFB at all times of the year and in all weather conditions. It is DLA Energy's intent to enter into a contractual arrangement with PSI for this requirement.
Other interested parties may submit a capabilities statement package, indicating their logistics, supply chain and assets that would be able to meet the required delivery of large quantities of jet fuel on a FOB Destination basis consistently and reliably throughout the period of performance. In addition, other interested parties must submit a Supplier Commitment Letter indicating the arrangement between the other party and the supplier indicating the supplier agrees to provide/support the volume of product indicated by the other party in their capabilities statement package (if the party does not refine the product themselves). Other interested parties will also need to submit a Transportation Commitment Agreement between the other party and the transportation company that indicates the method of transportation and that assets would be available to support the capabilities of delivering product as indicated by the other party in their capabilities statement package (if the party does not transport the product themselves). Other interested parties should submit a capabilities statement package (and Supplier Commitment Letter and Transportation Commitment Agreement if applicable) to the POCs (Ms. Andrea Marshall or Mr. Jeremy Babb) via email as soon as possible, but not later than 3:00 p.m. local Fort Belvoir, VA time on February 14, 2019.
This notice of intent is not a request for competitive proposals; however, all capabilities statement packages received by the indicated closing date will be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
