About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 is procuring surgical boom systems for the LTC Charles S. Kettles VA Medical Center in Ann Arbor, Michigan. The solicitation seeks three ceiling-mounted equipment boom systems and surgical lights for three Urology rooms (D129, D112, and D109), plus one surgical light for Primary Care room D156. The required equipment must meet specific technical specifications including minimum power/data/medical gas ports, integrated equipment shelves, electric brake systems, rotation capabilities, and weight capacities up to 275 pounds. Contractors must submit detailed technical proposals including price quotes, product descriptions, room design drawings with 3D and 2D renderings, Trade Agreements Certificates, and verification of authorized distribution. The evaluation criteria will consider technical features/capability, warranty, delivery and installation date, and pricing, with quote submissions due June 18, 2025, at 5:00 PM EDT following multiple deadline extensions.

This procurement does not utilize any set-aside designations and is unrestricted to all qualified contractors. The solicitation specifically seeks Stryker brand-name or equivalent surgical boom systems, though no current incumbents are identified in the documentation. While specific award values are not disclosed, the procurement involves four pieces of specialized surgical equipment requiring comprehensive installation, documentation, training, and warranty services. The attached government files indicate coordination with existing Arjo MS2 ceiling lift systems already present in the facility, and a mandatory site visit was conducted on June 6, 2025, for interested vendors. Performance will take place at the Battle Creek VA Medical Center in Michigan, which appears to be undergoing facility upgrades as part of a broader "Upgrade Primary Care" renovation project.

Update #4 · Latest ·

Question 1: To streamline the video routing process and mitigate foot traffic, would the end users supporting D129, D112, and D109 require the ability to toggle on/off the room displays from the centralized integration touch panel?

Answer 1: Yes, centralized integration was requested for this function.

Question 2: Please confirm whether the equipment boom shall be powered for floor-to-ceiling motion supporting a load of up to 275 lbs ensuring flexible parking locations both during cases, and when not in use.

Answer 2: Yes, this provides ultimate flexibility with the boom and room layout.

Question 3: Please confirm the ceiling mounted equipment boom will need to be mounted in combination with a surgical display suspension to minimize the footprint of ceiling mounted structures.

Answer 3: We don t believe we called it out; the intention is for ultimate flexibility that we believe would lend itself to more than a single mounting.

Update #3 ·

Question 1: Are there patient lifts in the rooms?

Answer 1: There are patient lifts in the rooms as noted on the RCP. The lifts are Arjo MS2 lifts, see attached brochures.

Question 2: Could you please send the CAD files for the four rooms we are quoting (D156, D129, D112, D109)?

Answer 2: CAD file is available. If you need a copy of the CAD file, please request via email to the Contracting Officer at jeffrey.rozema@va.gov.

Question 3: Based on the site visit on Friday 6/6/2025, we would like to request more detail concerning the planned structure for the mounts for the booms and lights. Would the equipment boom, lights and monitors be installed on a single ceiling mount or on separate ceiling mounts? The using service seemed to indicate that there were additional drawings available showing said structure.

Answer 3: The structure for the mounts for the booms and lights will be created by the general contractor performing the space renovations, based on what the awardee for the boom system submits. Until the specific boom system equipment is known, details on the structure support are not known. Regarding single versus separate ceiling mounts, we are not specifying it has to be one or the other, either will be acceptable.

Update #2 ·

Amendment 0001 issued to inform potential offerors of site visit and extend due date for quotes. Refer to Page 1, Block 14 for details.
