About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8, specifically the Bay Pines VA Medical Center in Bay Pines, Florida, is seeking to procure brand name only Medrad Injection Systems for their radiology department. The procurement includes two Medrad Centargo CT Injection Systems, one Medrad Stellant FLEX, and two Medrad Mark 7 Arterion Table Mount Systems, totaling five units of specialized medical imaging equipment. All vendors must be properly registered in the System Award Management (SAM) database and can only offer brand name products that are new and not refurbished or recycled. The evaluation criteria include technical capability, delivery schedule, veterans involvement, and pricing, with preferences given to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB). The solicitation has been amended multiple times, with the current response deadline extended to September 8, 2025, at 12:30 PM EST, and questions must be submitted in writing to the contracting officer no later than September 5, 2025, at 4:30 PM EST.
This procurement falls under NAICS code 339112 (Medical and Surgical Instruments, Equipment, and Supplies) with a small business size standard of 1,000 employees, though no specific set-aside designation is indicated beyond the small business preferences. The contract requires professional installation by certified technicians, comprehensive staff training, and ongoing technical support services for the radiology department. A unique requirement includes a trade-in option for existing injection systems, with their value applied as a discount toward the new equipment purchase. The procurement emphasizes the specialized nature of these medical injectors, which feature proprietary dual syringe design, real-time pressure monitoring, automatic adjustment capabilities, and user-friendly touchscreen interfaces essential for diagnostic imaging procedures. Performance will take place at the Bay Pines VA Medical Center located at 10000 Bay Pines Boulevard, Bay Pines, Florida 33744, with the acquisition originally targeting an effective date of November 15, 2024, though this may be subject to the ongoing amendments.
