About this file

This is a Project Manual and Specifications document prepared by Lerch Bates, Inc. for Orange County, Florida, detailing the Orange County Convention Center Campus-Wide Escalator and Elevator Replacement Project Phase 1A (CIP 0960-95). The project involves modernization of vertical transportation equipment to reset equipment lifecycle, improve reliability, and ensure compliance with current safety codes and standards. The scope of work includes replacement of 12 escalators (IDs: 4-7, 10-15, 18-19) and 8 elevators (1 hydraulic freight elevator with increased 18,000 lbs capacity and 7 electric traction elevators). Four escalator installation teams will perform simultaneous replacement of escalator pairs using a truss retainage approach, while one elevator team will replace elevators sequentially according to the County's event schedule. All work must be performed between 6:00 pm and 6:00 am, Monday through Friday, with weekend work permitted at the Contractor's discretion with prior written approval. The facility will remain occupied and operational during construction. The estimated project cost is $21,665,157.00, with sealed bids due by 4:00 pm EST on Tuesday, September 22, 2026, via the OpenGov e-Procurement Platform. Questions must be submitted by Tuesday, September 8, 2026, at 5:00 pm EST.

The project is a single prime contract requiring the Contractor to obtain all necessary engineering approvals, local and state permits, and code inspections at the Contractor's expense. Major Contractor responsibilities include: submitting detailed schedules of values and construction schedules prior to the pre-construction meeting; field verification of existing conditions; coordination with the Owner regarding fire alarm and security systems; provision of digital pre-construction documentation; daily site cleanup; and maintenance of a construction schedule updated weekly. The Contractor must secure Level 1 background checks (5-year history) for all personnel and arrange Orange County photo ID badges through the Convention Center. Key administrative requirements include submittal of coordination drawings, coordination of work with existing building occupancy, compliance with Orange County policies including tobacco-free and non-fraternization requirements, and adherence to specific security and identification protocols. All submittals require approval by the Engineer and Consultant and acceptance by the Owner prior to active construction commencement.
