About this file
This is a Fire Protection System Protocol document for the Orange County Convention Center, a capital planning project facility in Orange County, Florida. The protocol establishes standardized procedures for four categories of fire alarm system work: installation of new components, downloading programs to existing panels, pretesting of devices, and final testing with the Authority Having Jurisdiction (AHJ). The document specifies that all work must be performed by the OCCC designated Fire Alarm Company and requires approval from the OCCC Project Management Team prior to commencement. Each procedure mandates coordination with the prime contract holder, OCCC Capital Planning, and OCCC Security/Life Safety personnel. The protocol requires technician check-in procedures, system status documentation before and after work, and the submission of debrief reports to Capital Planning upon completion.
All four procedures require the OCCC designated Fire Alarm Company to document the existing system status—including the number of alarms, troubles, supervisory signals, and bypasses—before work begins and to verify the system is left in the same or improved condition upon completion. For program downloads, pretesting, and final AHJ testing, a minimum of two technicians must be present on site, with one remaining at the Terminal Switching Unit (TSW) command center and one or more technicians performing work at specific nodes or device locations. The protocol requires OCCC Security to place the system in test mode during all work activities and to remove it from test mode prior to technician departure. All work procedures conclude with signed debrief reports that are left with the prime contract holder for submission to OCCC Capital Planning, with the prime contractor responsible for notifying Capital Planning of work completion.
