SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
AMENDMENT 2
Question 1
The double spacing requirement makes it difficult to include figures, charts, and tables and is unusual for a proposal.
Will the government consider removing the requirement to double space the proposal?
Answer 1
No. Please see revised Attachment 5 for some exceptions.
Question 2
A typical Safety and Health Plan and Quality Control Plan for a contract of this size and complexity could total 50 or more pages. Will the government consider removing the Safety and Health Plan and the Quality Control Plan from the page count for the Technical Volume? Alternately, will the government accept summaries of the Safety and
Health and Quality Control Plans, in lieu of the entire plans?
Answer 2
Please submit Safety and Health and Quality Control Plans. They are included in the page requirements, as specified.
Question 3
To facilitate early delivery of proposals, will you please provide the business hours during which proposals may be delivered in person?
Answer 3
Proposals may be delivered between 8AM and 5:30PM, Monday through Friday until the stated deadline.
Question 4
The pricing form provided includes only labor hourly rates. How will other direct costs (equipment, supplies, analytical costs, specialty subcontractors) be charged to the government? Or, is this intended to be primarily used as a staff augmentation contract?
Answer 4
Please review clause AD.15 Task Ordering Procedures.
Question 5
Regarding the Task Order: Is this task for an update to 1 SPCC and 1 SCP Plan which includes all of the following buildings as part of the Pentagon Reservation (Pentagon, Hybla Valley Federal Building, Army Motor Pool and the
U.S. Court of Appeals for the Armed Forces Building) or are there 5 individual SPCC Plans and 5 individual SCP
Plans which must be updated?
Answer 5 The contractor shall submit 1 SPCC and 1 SCP that includes all of the buildings specified in the Task Order
Question 6
Regarding the Task Order: For the Tank Management Plan will this include the same 5 buildings as the SPCC/SCP
Plan Updates or does this exclude the Pentagon Building in Arlington, VA but include the remaining four facilities including Hybla Valley Federal Building, Army Motor Pool, and U.S. Court of Appeals for the Armed Forces
Building?
Answer 6
Please see Task Order 0001 Section I.C.c which lists the buildings for the Tank Management Plan.
Question 7
Regarding the Task Order: What level of inspection is being requested by the government to inspect each of the tanks and records for compliance after the plan updates? Is this limited to relevance to the 40 CFR 112 regulations or will this also include AST/UST VA requirements?
Answer 7
The Contractor is required to comply with EPA and VDEQ compliance requirements.
Question 8
Regarding the Task Order: For the Tank Management Plan is this to be a summary of the information or also include required regulatory routine maintenance inspection information (type, frequency)?
Answer 8
The plan shall be in regulatory compliance.
Question 9
Regarding the Task Order: Are hard copies of the plans (SPCC, SCP, Tank Management) and evaluation of tank monitoring systems required? If so, how many?
Answer 9
As stated in Task Order 0001 Section III.B, electronic copy and hard copies are required. The number of hard copies
(5) has been added to this section.
Question 10
Regarding the Task Order: For the training class the RFP establishes a minimum number of training classes as 6.
Should 6 be the maximum number?
Answer 10
Six is the maximum number in the Task Order that will be required. The Task Order Performance Work Statement has been updated.
Question 11
Are text in tables and figures in Volume I Technical Proposal subject to the 12pt type and double spacing requirements, or can this text be single spaced and in a smaller point size? If the latter, what is the smallest point size that is allowed?
Answer 11
Text in tables and figures within Volume I may be single spaced and 10 point font.
Question 12
Attachment 6 Relative Importance of the Evaluation Factors states that Factors 1,2,3 and 4 are all of equal importance. Attachment 6 Evaluation Factors lists Factors 1 - 4 as Technical, Key Personnel, Past Performance, and
Professional Employee Compensation Plan (PECP).
a. Is it really the Government's intention to give the pass/fail PECP equal weight to the entire technical proposal?
b. Will the offeror be required to receive a rating of "Pass" on pass/fail Key Personnel and PECP factors in order to be eligible for award?
Answer 12
Yes, the PECP is a statutory requirement. Regarding the rating, as stated on page 1 of Attachment 6 under
Evaluation Factors, “A “fail” or “unacceptable” rating under any factor or subfactor or a No Confidence under the past performance factor shall render the entire proposal unacceptable and ineligible for award.”
Question 13
Are Key Personnel commitment letters included in the 75 page limit of Volume I?
Answer 13
Previously answered in Amendment 1.
Question 14
Are Key Personnel resumes included in the 75 age limit of Volume I?
Answer 14
Previously answered in Amendment 1.
Question 15
RFP Attachment 5 Page 2 states that within the Organizational Structure topic requires that we "Include current certifications/licenses relevant to this contract."
a. Is the Government asking for personal certifications/licenses (e.g., PE licenses) or company certifications/licenses?
b. Are these certifications/licenses including in the 75 page limit of Volume I?
Answer 15
The government is asking for personal certifications/ licenses. The contractor shall provide the certification/ license title and number within the 75 page limit.
Question 16 Attachment 5, Page 3, Item 2) Proposal Length states that all pages shall be 8.5 x 11 inches. However, that same section also mentions foldouts as being excluded from the page limit. Because foldouts are generally defined as 11 x
17" pages, does this mean that foldouts are allowed, and, if so, what content is allowed on the foldouts since they are excluded from the page limit?
Answer 16 Foldouts should be limited to organizational structure, if needed.
Question 17
The solicitation notes that the offeror should submit Past Performance Data Sheets for three (3) Government or commercial contracts for services directly related or similar to the services required in the PWS including TO0001.
It is also noted that past performance regarding subcontractors may be considered if they perform major or critical aspects of the requirement when such information is relevant. If our subcontractor will be providing major aspects of the requirement, is it possible to submit more than three Past Performance Data Sheets or should their past performance be one of the three Past Performance Data Sheets?
Answer 17
Firms must supply a minimum of three references and may supply a maximum of five. This includes references for the prime and any subcontractors.
Question 18
Do tables also need to be double-spaced, 12 point font?
Answer 18
See Question 11 of this same amendment.
Question 19
The instructions and evaluation criteria discuss what should be included with regard to key personnel. We did not see similar information about non-key personnel. Where, besides in the pricing volume, should we discuss the qualifications of non-key personnel?
Answer 19
This information would be best described under Adequacy, Feasibility, and Technical Merit and/or Technical
Experience.
Question 20
Attachment 1 mentions “Environmental Programs”. Can you provide examples or a list of the Environmental
Programs at WHS?
Answer 20
WHS has typical environmental programs associated with an office building and medium industrial facilities that include but are not limited to air, water, waste, sustainability, and energy.
Question 21
Attachment 5, p. 5 states "offer shall remain firm for at least 90 days". Page 5 of the solicitation states that the contract is anticipated to start on July 1, 2014. However, the start date may be adjusted to begin any time between
July 1, 2014 and September 30, 2014, without an amendment to this solicitation. Should Attachment 5 language be modified to reflect this later start date given this proposal is due June 5, 2014?
Answer 21
Attachment 5 has been modified. Offers shall remain firm through September 30, 2014.
Question 22
Attachment 6, p. 6, last paragraph references Attachment 10. We assume this reference should be Attachment 9.
Answer 22
Attachment 6 has been updated to refer to Attachment 9.
Question 23
We understand the Pentagon Reservation (which generally is referred to as including the Hybla Valley Federal
Building, the Army Motor Pool, and the U.S Court of Appeals for the Armed Forces), the Mark Center and the
Raven Rock Mountain Complex in Pennsylvania are included in this solicitation. Are there any other DoD-leased facilities in the National Capital Region that could be included in the solicitation?
Answer 23
Please see Attachment 1 Sections 1.1 and 1.2. This solicitation covers all WHS facilities in the NCR to include all leased facilities.
Question 24
Please clarify whether the Employee Compensation Plan and Reps & Certs are required only of the Prime or of all team members/subcontractors.
Answer 24
For the Professional Employee Compensation Plan, team members/ subcontractors shall submit a separate plan for the positions they will be providing. Since this information may be considered proprietary, we recommend that the subcontractor place the hard copy and CD-ROM of their plan within a sealed envelope which the prime will then submit with its offer.
Reps & Certs are only required of the prime contractor.
Question 25
Is only one Attachment 9 required for the team, or is an Attachment 9 required for Prime and subs?
Answer 25
Please see Amendment 1.
Question 26
The RFP does not indicate what is to be included in “fully loaded hourly rates.” Should the loaded rates include Fee?
Also, how are travel, per diem, Other Direct Costs, materials, etc. handled/compensated under the contract?
Answer 26
The fully loaded hourly rates should include fee and all indirect rates. Please also review clause AD.15 Task
Ordering Procedures.
Question 27 Attachment 5, General Proposal Requirements [Volume II Price Proposal 2) e)] states ‘The PECP shall identify and discuss wages, salaries, and fringe benefits for professional employees and non-exempt service employees for both the prime and subcontractors.’ Given the proprietary nature of information required for the PECP, should the prime’s PECP contain information on subcontractors, or should a separate PECP be submitted for subcontractors?
Answer 27 Please see Answer 24.
Question 28
Attachment 6, page 6, (5) Price Factor, Paragraph 3: Should the contract price include half the amount proposed for
Option Period IV to cover a potential six month extension? In paragraph 3 it does not specifically list the six month extension costs as being part of the total contract price yet paragraph 4 implies it is part of the contract price.
Answer 28
For evaluation purposes, a total contract price will be calculated from the base period and all option periods (to include the potential six month extention). Offerors must provide pricing for the base and four one-year option periods; the government will calculate the six month extension price based on the submitted Option Period IV pricing.
Question 29
Work Scope items included in Attachment 1, Section 1.3 of PWS do not match those listed in Attachment 1, Section
3.1-3.9. Will the government please clarify?
Answer 29
[To be answered in next amendment]
Question 30
What is the average annual expenditure on the Raven Rock Mountain Complex under the existing contract
(#HQ0034-08-D-1006)?
Answer 30
Question 31
In Attachment 9, descriptions for Senior Staff Analyst and Staff Analyst appear to have identical experience and education requirements. Please clarify.
Answer 31
Question 32
The labor category descriptions for Environmental Engineer and Staff Engineer (in all levels) appear to be identical. Is there additional information that can be provided to make these twoo labor category families distinct?
Answer 32
Question 33
Attachment 5 states that a “foldout” is excluded from the 75-page restriction. Please define what constitutes a
“foldout.”
Answer 33
See Answer 16 above.
Question 34
Please provide clarity as to whether the font and double-spacing requirements apply to tables and graphics as well.
Answer 34
See Answer 11 above.
Question 35
Within Attachment 5, it states: “Submit one (1) CD-ROM that contains electronic versions of all submitted information.” Please confirm that subcontractors should submit a separate CD-ROM/electronic version along with their hard copy PECP.
Answer 35
Please see Answer 24.
