The following have been added by full text:

AMENDMENT 3

Question 1 Work Scope items included in Attachment 1, Section 1.3 of PWS do not match those listed in Attachment 1, Section 3.1-3.9. Will the government please clarify?

Answer 1 Attachment 1 has been updated.

Question 2 What is the average annual expenditure on the Raven Rock Mountain Complex under the existing contract

(#HQ0034-08-D-1006)?

Answer 2 The average annual expenditure on the Raven Rock Mountain Complex under the existing contract is less than $25,000.00.

Question 3 In Attachment 9, descriptions for Senior Staff Analyst and Staff Analyst appear to have identical experience and education requirements. Please clarify.

Answer 3 Attachment 9 has been updated.

Question 4 The labor category descriptions for Environmental Engineer and Staff Engineer (in all levels) appear to be identical. Is there additional information that can be provided to make these two labor category families distinct?

Answer 4

Task orders may require environmental, sustainability and energy work which maybe outside of the Environmental Engineer's expertise and a Staff Engineer may be better suited.

Question 5 Amendment 0001 includes DFAR clause 252.209-7994 after the answers to the questions and before the changed clauses section, with no indication as to why it is included. Please clarify.

Answer 5 This clause is required by Defense Procurement and Acquisition Policy and was inadvertently left out of the original solicitation. Please see http://www.acq.osd.mil/dpap/policy/policyvault/USA005878-13-DPAP.pdf for more information.

Question 6 Under the instructions for Volume II: Price Proposal, 2(e)(ii) requires that we provide "...the cost in dollars/cents per hour for each benefit."

Given that for most companies, the hours worked by staff can fluctuate and that many benefits are fixed costs that do not change based on the hours worked, as a practical matter this would be very difficult, if not impossible, to calculate precisely. Would you accept percentages of direct labor costs as an alternative?

Answer 6 Percentages are acceptable. When creating your PECP, please ensure that you are also consulting FAR provision 52.222-46, Evaluation of Compensation for Professional Employees.

Question 7 Under the instructions for Volume II: Price Proposal, 2(e)(viii) requires us to "(p)rovide a discussion of prior experience with the proposed PECP, including such information as the length of time you (or other elements of the company) have used the PECP and the turnover experienced with this PECP compared to the national average." If the actual PECP submitted is developed for this effort, but reflects our historical practices, should we provide the information requested as if the PECP had actually been in effect? If not, is the historical information still required, and if so, what should we base it on?

Answer 7 Please review Volume II: Price Proposal, section 2(a)-2(e) for a complete list of what should be included.

Question 8 How are direct costs other than labor to be handled in the proposal and under any resultant contract? Should our hourly rates include amounts to cover expected ODCs, will these be cost-reimbursable items, or should we specify anticipated ODCs in each Task Order proposal?

Answer 8 This question was answered in Amendment 2.

Question 9 http://www.acq.osd.mil/dpap/policy/policyvault/USA005878-13-DPAP.pdf

Attachment 5, Volume II Price Proposal paragraph 2(e)v. requires the offeror to discuss policy regarding the compensation of incumbent employees hired to support this contract. Is it the government’s intent that offerors hire incumbent personnel?

Answer 9 Attachment 5, Volume II Price Proposal paragraph 2(e)v. states: “the offeror shall discuss the policy for dealing with seniority and recognition of seniority if incumbents are hired.”

Question 10 Attachment 2 TO0001 PWS. Under Section C. Description of Tasks, paragraph e, are we correct in understanding that the contractor is being requested to provide six 8-hour classes which would address the 24-hour training requirement for 2 groups of 20 participants (i.e., a total of 40 participants)?

Answer 10 Please review the text of Attachment 2 Section I.c.e.

Question 11 Attachment 9. The RFP Labor Category description for Sr. Administrative Assistant lists the duties for this position as “General correspondence, typing of reports, proposals and logs; process reports through word processing, reproduction, mailing and filing.” These responsibilities align with Wage Determination (WD) 05-2103 (Rev.-13) occupational codes for “Secretary I, II, or III” (Codes 01311 through 10313) versus “Administrative Assistant” (Code 01020) which appears to have a higher level of responsibilities and duties.

Can the government confirm that for purpose of compliance with SCA that the Sr. Administrative Assistant category as described in the RFP corresponds to the Wage Determination (WD) 05-2103 (Rev.-13) codes for Secretary?

Alternately please provide the specific WG occupational code this position is intended to represent.

Answer 11 It is each contractor’s responsibility to classify the identified Labor Categories as either Subject to the Service Contract Act or Exempt under the Professional Services Exemptions, please see guidance at http://www.dol.gov/whd/.

Question 12 Attachment 5, Page 1 and 2. Attachment 5 provides instructions for offerors to prepare the following related to Technical Experience:

“Summarize the offeror’s relevant experience and qualification in providing the environmental services of a similar complexity and magnitude. Include the offeror’s experience relating to the oversight of environmentally sensitive areas, working under high-level security procedures and guidelines.”

Environmentally sensitive areas could mean areas with threatened or endangered species, hazardous waste sites, or even areas where media or public interests may be heightened.

Please provide clarification on what is meant by “environmentally sensitive areas.”

Answer 12 Environmentally sensitive both to the environment and public interests.

http://www.dol.gov/whd/

Question 13 FAR Clause 52.222-42 included in the RFP (page 28 of 43 in the SF1449) identifies one class of service employees (Administrative Assistant) expected to be employed under this contract. Would the government confirm that Administrative Assistant is the only labor category under this contract that includes service employees? We would specifically note that the labor category of Environmental Specialist I identified in the RFP for this contract appears comparable to SCA #30090, Environmental Specialist.

Answer 13 FAR 52.222-42 is Informational Only and does not reflect that the Administrative Assistant labor category is subject the Service Contract Act. It is each contractor’s responsibility to classify the identified labor categories as either subject to the Service Contract Act or exempt under the Professional Services Exemptions; please see guidance at http://www.dol.gov/whd/.

Question 14 Attachment 5 states that a “foldout” is excluded from the 75-page restriction. Please define what constitutes a “foldout.”

Answer 14 This was answered in Amendment 2.

Question 15 Please provide clarity as to whether the font and double-spacing requirements apply to tables and graphics as well.

Answer 15 This was answered in Amendment 2.

Question 16 Attachment 5, page 5, states: “Submit one (1) CD-ROM that contains electronic versions of all submitted information.” Please confirm that subcontractors should submit a separate CD-ROM/electronic version along with their hard copy PECP.

Answer 16 If subcontractors are submitting their PECP as a separate hard copy, then yes, the subcontractor should submit a separate CD-ROM that is clearly labeled as its PECP.

This may also include evaluations and assessments for endangered species, wetlands, watersheds, natural resource management plans, archeological and/or cultural resource management plans. Also, the Pentagon Reservation has many excavation and other projects which may require site assessments, categorical exclusion (CATEX) documentation, and analytical characterization of excavated materials.

3.2 SPILL REPORTING, INVESTIGATION AND CLEANUP SUPPORT.

WHS has various materials stored on the Pentagon Reservation which are frequently inspected.

Depending on the task, the Contractor may be the party inspecting the materials. If a leak should occur, the Contractor shall assist in the investigation, documentation, and reporting of spills and major events. The Contractor may also receive a task order to provide emergency spill response, clean-up for major spill events, and/or emergency response to an event that occurs on the Reservation.

3.3 DEVELOP NEW PERMITTING PROCESSES AND APPLICATIONS AND CONDUCT

INSPECTION AND APPLICATION FORPERMITS

The Contractor shall assist in the development of new permitting processes and applications for air, water and waste. These permits are between the Pentagon Reservation and local, state, or Federal governments. Additionally, as the Pentagon Reservation installs temporary equipment for a variety of reasons, the Contractor shall apply for permits or conduct updates to meet the Environmental Protection Agency (EPA) and Virginia Department of Environmental Quality (VDEQ) requirements.

3.4 CONDUCT AUDITS OF ENVIRONMENTAL PROGRAMS.

WHS has requirements that all environmental programs be evaluated and updated in accordance with current regulations every three years (or as specific regulations require).

3.5 DEVELOP AND CONDUCT ENVIRONMENTAL WEB-BASED TRAINING.

The Environmental Branch has developed a web-site and is planning to develop all of the required environmental training and outreach requirements to be developed and added to the webpage. The Contractor may be tasked to develop training, develop training materials, and/or provide one-on-one in-person training. This training is intended for military employees.

3.6 CONDUCT ENVIRONMENTAL SAMPLING (AIR, SOIL, WATER, AND WASTE

This program support includes assisting the PM and team in executing projects, planning, and implementing program goals for GHG, energy, pollution prevention, and other identified sustainability activities. Energy reduction activities are a priority in meeting Federal and DoD requirements/goals for WHS; support for this program will be through assisting with continuing the already established mission, objectives, and goals; assisting with training, education, SEMTF support in meetings, and development of documentation or roadmaps.

3.8.3 LEED Support

Program support includes assisting with tracking, reviewing, and developing LEED documentation for identified projects. Currently there are only three (3) project identified for a LEED Existing Building and Operation & Maintenance (EBOM) certification – Mark Center, Pentagon, and Pentagon Library Conference Center (PLCC). At this time, there is the potential for one (1) future LEED EBOM project. Support for the LEED requirements also includes reviewing minor and major renovation activities within the Pentagon Reservation, providing sustainability comments, and recommending LEED certification, if applicable.

3.8.4 Pentagon Recycling Support

The Pentagon conducts a robust recycling program. Support for this program may consist of tracking, analyzing, and reporting on recycling percentages for solid waste and construction diversion rates, supporting training, education or other awareness activities. Support may include

Attachment 1 Page 5 providing auditing and recommending ways to improve the recycling program, if applicable.

3.9 HAZARDOUS SITE EVALUATION AND HAZARD ANALYSIS

The Pentagon Reservation is a large quantity generator and contains other physical hazards associated with building operations that need to be evaluated for compliance with 40 CFR Part

260. In addition to these evaluations, the Contractor will be responsible for developing streamline processes, minimizing waste, distributing materials, and tracking materials.
