SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

AMENDMENT 1

Question 1

Attachment 5, Page 2 and 3, Technical Proposal: Page 2 table requires the submission of a Health and Safety Plan (HSP) and a Quality Control Plan (QCP), however, page 3 paragraph 1, states, “Plans and Drawings are not included in the 75-page limit.” Are the HSP and QCP excluded from the 75-page limit? If so, are they to be included as appendices or as separate sections or similar?

Answer 1

Please see Attachment 5 (dated 19 May 2014) as it has been revised. Plans are included in the 75-page limit but are exempt from the double-spacing requirement.

Question 2

Attachment 5 Page 4, Volume II Past Performance: Does the response to this section (excluding Attachment 7 and

8) have the same formatting requirements as the Technical Proposal - double-spaced, point 12, 1-inch margins?

Answer 2

No. The Past Performance Volume is not limited in length so there are no formatting requirements.

Question 3

Section AD-1 of the solicitation states the contractor must coordinate with DSS to obtain a facility clearance (interim is acceptable) within 30 days of award. If a contractor is unable to obtain at least an interim FCL within 30 days, will the contractor be deemed unable to perform and be terminated? Is obtaining an FCL is mandatory to perform the contract or will individuals with clearance suffice?

Answer 3

If a contractor is unable to obtain the facility clearance, it will be unable to perform any work at Raven Rock Mountain Complex. A facility clearance is required for that work; cleared individuals will not suffice. In the event a facility clearance is not obtained, WHS will remove the RRMC work from this contract and procure it separately.

Question 4

52.213-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Please confirm that if an offeror’s representations and certifications are current in the System for Award Management, that the offeror can include a statement in lieu of submitting completed representations and certifications as part of the proposal.

Answer 4

All representations and certifications must be in the System for Award Management prior to award. Therefore, it is acceptable to complete the required representations and certifications in SAM and to include a statement in the proposal that they are in SAM.

Question 5

AD.1 SECURITY REQUIREMENTS and AD.2 DOD BUILDING PASS. Are labor hours and expenses associated with obtaining security clearances and building passes allowable costs for the contractor under this contract?

Answer 5

No. These costs should be factored in to the contract price.

Question 6

AD.9 Key Personnel and Attachment 9 (Proposed Pricing). There is a discrepancy in the minimum qualifications for each of the five Key Personnel. Please clarify the discrepancy in key personnel qualifications from Local Clause AD.9 and Attachment 9.

Answer 6

The descriptions in AD.9 have been deleted and the reader is now referred to Attachment 9. Attachment 9 has been updated.

Question 7

Attachment 1, 4.0 Performance-Based Risk. WHS has listed a performance-based requirement of response within 2 hours to emergency events and incidents. Please define what this means. Type of response can vary from providing written acknowledgement of notification from the Contracting Officer to mobilizing a multi-disciplined team on-site.

Answer 7

The contractor shall be onsite within 2 hours of notification. This does not apply to events and incidents at Raven Rock Mountain Complex. This has been clarified in Attachment 1.

Question 8

Attachment 1, 4.0 Performance-Based Risk. For each of the Performance Standards in the Performance-Based Matrix (Section 4.0 of Attachment 1), please describe the penalties if the Contractor does not meet one or more of the Performance Standards for a specific deliverable. This information is important for pricing the correct delivery risk for each task order.

Answer 8

An incentive column has been added to the attachment matrix.

Question 9

Attachment 2, Page 1. In order to receive consistent bids from contractors and facilitate government review, please provide the number of anticipated USTs that have not been properly closed. Can you also expand on the requirements for assisting the WHS with proper closure documentation? For example, will hazardous waste site characterization or confirmation sampling (soil and groundwater) be required to document satisfactory regulatory agency closure?

Answer 9

As stated in Attachment 2 Section I.C.b, there are 15 potential locations that may require investigations to determine proper closure. Sampling and analysis may be required. This information has been added to Attachment 2.

Question 10

Attachment 5, Proposal Length states that the proposal must be double spaced and must not exceed 75 pages.

Double spacing essentially limits proposals to 37.5 pages of content. Would the government consider allowing single spaced submittals or extending the overall page limit?

Answer 10

Attachment 5, Additional Instructions, has been updated to allow certain exceptions to the double-spacing requirement.

Question 11

Attachment 5, Key Personnel requires a letter of commitment for each key personnel. Would the government consider allowing the letters of commitment to not count against the Volume 1 page count, by either including them in Volume II or an as attachment to Volume 1?

Answer 11

The letters of commitment shall be included in the 75 pages. However, they may be single spaced.

Question 12

Attachment 5, Health and Safety requires a Health and Safety Plan. Given overall proposal page limits, we interpret this to mean a contract level (general) Health and Safety Plan, not one developed for TO 0001. Is this correct?

Answer 12

That is correct.

Question 13

Attachment 5, General Proposal Requirements: May we submit assumptions in our basis of estimate for Task Order 0001? The RFP states: “All proposals must unconditionally accept all solicitation terms and conditions without any deviations, conditions or red-lines. Proposals that contain exceptions, conditions, red-lines or other deviations from the RFP’s terms shall render the entire proposal unacceptable and ineligible for award.”

Answer 13

Assumptions may be provided for Task Order 0001. Assumptions may not conflict with the Task Order 0001 performance work statement or the contract terms and conditions.

Question 14

Attachment 9, Proposed Pricing. For a team comprised of a prime contractor with a primary subcontractor, does the government anticipate receiving separate labor rates for the prime and subcontractor?

Answer 14

Offerors must submit one rate per labor category.

Question 15

Attachment 5, Page 3, Item 2) Proposal Length – Can the Government confirm that resumes are included in the 75-page limitation for Volume I: Technical Proposal?

Answer 15

Yes, resumes are included in the page limit. However, they do not require double-spacing.

Question 16

Attachment 5, Page 2, Key Personnel and Page 3, Item 2) Proposal Length – Can the Government confirm that resumes are not subject to the double-spacing requirement for Volume I: Technical Proposal.

Answer 16

Correct, resumes are exempt from the double-spacing requirement.

Question 17

Attachment 5, Page 2, Key Personnel and Page 3, Item 2) Proposal Length – Can the Government please confirm that Key Personnel letters of commitment are not included in the 75-page limitation for Volume I: Technical Proposal?

Answer 17

See answer to Question 11.

Question 18

Attachment 5, Page 3, Items 2c) and 2d) – Can the Government confirm if bidders are to provide one set of pricing sheets (Attachment 9) with one set of labor rates to be used by the Prime and its subcontractor (i.e., one set of labor rates to be used by the bidder’s whole team), or should the Prime and subcontractor complete their own set of pricing sheets and split the labor hours across the team to match the total labor hours by category provided in Attachment 9?

Answer:

See answer to Question 14.

Question 19

Are the “Estimated Hours” in the price schedule representative of the anticipated level of effort for this program or are the hours for evaluation purposes only?

Answer 19

The estimated hours reflect the Government’s best estimate for anticipated effort. The hours shall also be utilized for evaluation purposes.

Question 20

Are any of the labor categories intended to be full-time on-site personnel, if so, which categories?

Answer 20

This depends upon the particular task order.
