Environmental Services are required to ensure that federal, state and applicable local regulations and standards are implemented at the Pentagon and at other DoD facilities in the NCR. WHS’ goal is to ensure that facilities’ are environmentally compliant and provide a safe and healthy working environment for DoD personnel and contractors.

Also in this task order is an Aboveground Storage Tank (AST) and Underground Storage Tank (UST) investigation and Tank Management Plan. The Tank Management Plan shall include document research and inspection of the areas where USTs and ASTs were once located.
Documents may be located in the Environmental Office and in the Virginia Department of Environmental Quality’s (VDEQ’s) Records in Woodbridge. This task order is limited to the specific locations mentioned herein; the contractor will not be required to support the Raven Rock Mountain Complex under this task order.
C. Description of Tasks

Government personnel will determine the proposed updates to be incorporated in the plans by the contractor. The Plans shall be developed for the Pentagon Reservation which includes the Pentagon, the Hybla Valley Federal Building, US Court of Appeals for the Armed Forces, and the Army Motor Pool. (There is one SPCC plan and one SCP plan, each of which addresses all five locations.)
After updating the plans, the contractor shall inspect each of the tanks and records for compliance.
b. The contractor shall evaluate all of the previous UST tank closure(s) (there may be as many as 15) and investigate to determine if the UST(s) have been properly closed. This investigation shall include documentation and research through the Virginia Department of Environmental Quality (VDEQ) data base. If the USTs have not been properly closed the contractor shall support WHS with proper closure documentation, to include sampling and analysis as necessary. The contractor shall use all necessary means without destructive sampling (backhoe) to determine the probability of the tanks’ removal. The contractor may use a hand-auger in determining the presence or possible existence of a tank. The contractor is required to comply with EPA and VDEQ compliance requirements for this task.
