D. Proposal Content

1. Volume I – FACTOR 1 Technical Proposal. The volume shall be organized into the following sections:

Sub-factor 1: The offeror’s proposed MANAGEMENT APPROACH. The Sub-factor 1 portion of the proposal shall address the following as a minimum:

(1) Element I: The contractor’s management approach clearly specifies how the contractor will receive work requirements from the government; transmit these requirements to its own or sub-Contractor personnel, and acquire materials to allow accomplishment of work within specified time frames.

(2) Element II: The contractor’s approach clearly defines how the contractor will communicate with government personnel.

(3) Element III: The contractor’s approach addresses how the contractor will resolve disputes. The approach demonstrates a commitment to timely resolution and proper managerial processing of disputes with the objective toward satisfying the Government’s concerns.

(4) Element IV: The contractor provided evidence that its management personnel have experience in working within a classified environment.

(5) Element V: The contractor provided evidence that it is able to manage multiple sub-contractors simultaneously.

Sub-factor 2: This sub-factor evaluates the offeror’s STAFFING APPROACH. The contractor will provide information that substantiates:

(1) Element I: The contractor provided documentation that it has personnel fully qualified and possessing all required licenses and clearances to complete the work specified in the PWS.

(2) Element II: The contractor has demonstrated that it has sufficient personnel identified, or has the ability to acquire personnel, to be able to accomplish multiple projects at the same time.

Sub-factor 3: This sub-factor evaluates the offeror’s QUALITY CONTROL PLAN. The offer will provide information to substantiate the following:

The QCP clearly demonstrates that the contractor will be able to detect and correct unacceptable work performance within the timeframe specified by the Government.

2. Volume II – FACTOR 2- Past Performance

The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which are recent and relevant to the effort as it directly relates to the services being procured under this solicitation and as defined in Section M (Basis for Award).

(1) Offerors shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past three (3) years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation. Relevant efforts are defined as services/efforts that are the same as or similar to the effort (as compared to NAICS code 561720) required by the RFP. A maximum of three (3) contract submissions will be evaluated.

(2) In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

(3) Offerors shall construct and present their proposal/responses in the format listed below. Offerors shall address each element by providing sufficient data/information to enable to Government to assign an acceptable rating to each element. Submission Requirements. The offeror shall submit a Past Performance Volume containing the following:

(a) Contractor/Subcontractor place of performance, CAGE Code and DUNS Number. (h) Awarded price/cost.

(i) Final or projected final price/cost.

(j) Original delivery schedule, including dates of start and completion or work.

The points of contact shall return the questionnaires directly to lian.pino.civ@mail.mil and catherine.p.richardson.civ@mail.mil not later than Block 8 of the SF 1449. Any questionnaires not returned directly to the Contract Specialist/Contracting Officer will not be reviewed and evaluated. The information contained in the questionnaires will be used to evaluate the offeror’s past performance. New entities that have no past customers shall annotate on the Summary Page that they have had no previous clients and that the minimum number of questionnaires cannot be provided.

3. Volume III – FACTOR 3 - Cost/Price

Proposal Submittal Requirements:

(1) Complete SF1449: The offeror shall provide complete CLINs identified for base period plus four (4) options. Proposed price will be reviewed to determine if the proposal is adequate, complete, and reasonable to assess the offeror understands of the solicitation.

• The price proposal shall set forth a summary of the total proposed price for the base period and each option period.

• The specific direct labor categories and labor rates utilized to price the proposal must be identified in the pricing proposal only.

• If offeror does not propose any CLIN, offeror shall state zero (0) in the CLIN/SLIN.

(2) Online Representations & Certifications: Completed Representations and Certifications and ALL System for Award Management (SAM) Requirements are accurate and current upon Offerors submission. This submission will not be taken into account for maximum page limitation purposes.

The Offeror can fulfill this requirement through one of the following methods:

• 52.212-3 Offerors Representations and Certifications – Commercial Items.

• Via the System for Award Management (SAM) website at https://beta.sam.gov/

Note: An offer submitted without a complete 52.212-3 or SAM Record will not be accepted and will be determined ineligible for contract award

NOTE: As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217- 8 - Option to Extend Services) by adding one-half of the Offeror’s final option period price to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and one-half of the 4th option. Offerors are required only to price the base and four

(4) options. Offerors shall not submit a price for the potential one-half year extension of services period. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

E. Discussions.

The Government intends to award this requirement without discussions; however, the Government reserves the right to conduct discussions if the Contracting Officer later determines it is necessary. Additionally, the Government reserves the right to incorporate the proposal of the lowest priced technically acceptable offeror selected for contract award as an attachment of Section J of the resulting contract award.

As such, all individuals on DoD property, installations, and facilities must wear cloth face coverings or will not be allowed access into the installation.

Technical questions will be addressed at the conclusion of the site visit. If the Government responses to technical questions affect the Performance Work Statement requirements or any other portion of the solicitation, then an

Amendment of Solicitation will be issued. The cut-off date and time for submitting questions is 13 May 2020 at 1:00 PM (EST). A response to all questions received will be posted to the Federal Business Opportunities Website (FedBizOpps), as an amendment to the solicitation.
