QUESTIONS & ANSWERS – 2nd Posting

08/15/2017

Q1. Will this project require the General Contractor to have a LEED Certified individual on staff?

A2. Paragraph 1.2, A, #15 states that the Contractor will be responsible for engaging a third party consultant to act as Construction LEED Administrator. The Contractor can retain Keith Sanders, who is the current LEED Administrator for this project, or another qualified individual.

Q2. Originally, Explicit Access wasn’t required, but now it is required to obtain the documents. Can you tell me how long it will take for explicit access to be granted in order to retrieve the amendments? I see an addendum has been issued and I am unable to access the documents any more.

A2. Explicit access can be granted on the same day as the request is made. Once access has been granted you will receive an email letting you know.

Q3. Can the civil drawings be made available during the bid process as CADD files?

A3. CADD files cannot be provided during the bid process.

Q4. I have one question. What pole height do you want for area lighting fixture types P1 & P2? The light fixture schedule shows 30’ poles under FIXTURE DESCRIPTION. Put it also shows 20’ poles on the fixture schedule under MOUNTING REMARKS. Please let me know what height above grade poles you would like.

A4. The light pole heights should be 20’‐0”.

Q5. Spec Section 101400, PART 2.3, lists the metal letters as Times New Roman & Drawing A2.1 notes to follow Base Standards. I believe the Base Standards is Helvetica Medium. Can you clarify? Also ‐ Can you identify the letter height also ‐ appears to be 12" but I just want to be sure.

A5. Base standards take precedence over what is listed in the specs and drawings. Can McEntire please confirm Base Standard font and height? Our preference is that the height of the exterior building sign be 11”.

Q6. The Finish Legend, Sheet A8.1 indicates that CPT‐1 is style Color Field with 3 different patterns. The Finish Plan, Sheet A8.2 does not show any pattern for CPT‐1. Does this project have any carpet patterns?

A6. Contractor shall supply 33.3% per color way. Random installation.

Q7. P.01 indicates LAV‐1 top mount China for the solid surface vanities. A4/A8.5 is showing an ADA Solid surface sink. Can you clarify?

A7. Solid surface undermount sinks are to be used in Women 105 and Men 106.

Q8. Are there any SCIF site requirements?

A8. No SCIF but there will be access control infrastructure requirements. Also, some walls will require insulation and gyp board from floor to ceiling to meet secure room standards.

Q9. Will the attached Novelaire ERV be an approved equal? See tech sheets.

A9. This is not a complete submittal package. It looks to meet standards but it would still be subject to full submittal package review.

Q10. Specification section 015000 Temporary Facilities and Controls paragraph 2.3.B states the units are to meet IBC Code latest addition Type IIB construction which is permanent construction with structural steel and non‐combustible. Are these modular units to be permanent? Please advise.

A10. The modular units are not to be permanent construction and need not be non‐combustible.

Q11. Is there any chance the project date will be postponed sue to the files being locked on FBO?

A11. No, this project will not be postponed.

Q12. We noticed that the specs for this project do not call for air barrier testing. Is this an oversite which might be corrected during amendments or will there not be any testing required for this project?

A12. Please see attached specification section 072500 Weather Barriers for addition of air barrier testing requirement. See 2.1, A, 5.

Q13. Do we need to sign all amendments prior to bid opening?

A13. Yes ALL AMENDMENTS must be signed (to verify acknowledgment) and submitted prior to bid opening. You WILL NOT BE PERMITTED TO ACKNOWLEDGE ANY AMENDMENTS AFTER BID OPENING.

Q14. Why are part of the files unlocked and part locked and will the locked files be unlocked?

A14. Under direction from the OPARC the drawings and specifications were originally posted as sensitive (aka locked). After further discussion it was determined that we could remove the sensitive designation and repost those items as open.

Q15. Division 276410 calls for a Radio Frequency System for this project. The specification is not very detailed and the vendors who provide these systems are asking for additional information. Which specific radio frequencies are required for this system? Is the system supposed to support the base emergency services only or also broadcast other frequencies that may be used by the local law enforcement and emergency services as well? This information is needed for us to properly determine the necessary equipment required for this project.

A15. The radio frequency enhancement system is intended to boost the radio signals of the base emergency first responders. The exact frequency needs to be coordinated with the base emergency first responders.

We would be surprised if the frequency affects the cost. This seems like something that can be coordinated during construction. However, in an effort to get them a response, would Major Fleischer be able to get with the Fire Department on their required frequency band?

Q16. On page 2 of the Waste Management Plan, it states that Armstrong Contractors will salvage and reuse the asphalt that was removed from existing parking lot.

a. Is Armstrong going to remove it or pick it up from a pile?

b. Does Armstrong have the site work on this project?

A16. This is a sample Waste Management Plan. Contractor is to provide their own Waste Management

Plan using the plan provided in the specifications as a guide.

Q17. There is a detail for a Filter Strip shown on Sheet C630. Where are they going?

A17. See sheet C301 keynote 4. The Filter Strip is located to the west of parking lot.

Q18 Keynote 11 on sheet C201 is referencing concrete scoring, but it points to signage on the plans. Please clarify.

A18. Keynotes should be changed to 12 in reference to the signs.

Q19. The specs say that any excess material will be stockpiled onsite. Where will this stockpile be located?

A19. Excess clean dirt can be stockpiled in our abandoned borrow pit, which is on the other side of the airfield. Distance is approximately 5‐6 miles from the construction site.

Q20. Is there an onsite source for borrow, if needed?

A20. No

Q21. Paragraph 2.1 A 3b on page 312010‐2 states that the steel posts for the silt fence shall weigh a minimum of 1.3 pounds/foot. The post requirement on Sheet C710 os 1.25 pounds/foot. Which is correct?

A21. Post shall be a minimum of 1.25 lbs/ft.

Q22. Paragraph 3.4 A on page 312010‐4 states that the joints of the drainage pipe have to be wrapped two time with filter wrap. Is this going to be required?

A22. O‐ring or profile gasketed piped do not need to be wrapped.

Q23. Will flowfill be required for the road crossing?

A23. Yes. A detail can be provided.

Q24. Will prime be required if the base is paved within three days of setting it up?

A24. Prime on base course can be omitted as long as asphalt paving gets completed before any rainfall.

Q25. The asphalt emulsions listed in paragraph 2.2 A on page 321217‐5 are not used as prime here. EAP‐

Special is what we typically use. It is SCDOT approved. Will this be acceptable?

A25. EAP Special is acceptable by SCDOT.

Q26. The Marshall mix design on asphalt (paragraph 2.4A on page 321217.6) has been obsolete since the

90’s. The current mix design is based on the gyratory method. The gradation and AC contents is okay, but the stability is based on 50 gyrations and the voids typically run around 3%. This is an approved mix by the SCDOT. Will this be acceptable?

A26. This is acceptable as long as it is a Type C mix.

Q27. We wanted to ask a few questions about plan C‐202. There was a point brought up yesterday about the temp trailers for swing space. On the plans it shows 3 trailers (but I believe in the meeting there was a discussion about 4 trailers). Please clarify.

A27. The contractor is responsible for supplying 10k SF. This could be done with varying layouts and number of trailers. The key is that the trailer will be used for administration personnel and space and will be staged in the same location.

Q28. We need to know how many need water hook ups. With 3 or 4 trailers we wondered if they all need water hook ups or if any need water hook ups. As bottled water and port‐a‐potty could be used if no water hook up was needed for the trailers.

A28. All trailers will require all utilities (electric, water, and sewer). Porta johns are unacceptable. Utility locations are shown on the plans.

Q29. The current specification is calling for the metal roof panels to be an .032 aluminum with a three coat paint finish. My request is two‐fold. I would like to request that 24 gage aluminum zinc alloy steel be allowed as option to the aluminum. The second consideration we request is to go to a two coat paint finish. Due to the project location, neither aluminum nor a three coat finish provides any distinct advantages. Going to a 24 gage aluminum zinc alloy and a two coat finish will provide the same quality and warranty without the added costs.

A29. The 24‐gauge aluminum zinc allow steel is an acceptable option. However, we prefer the 3‐coat paint finish since the 3rd coat is a clear protective finish. Going to a 2‐coat paint finish will save money, so if the Government prefers, we can accept that. However, our preference is a 3‐coat. I have attached an updated 074113.16 Standing‐Seam Metal Roof Panels spec. The updated spec section allows for the 24‐gauge aluminum zinc allow steel with a 3‐coat fluoropolymer finish. Updated sections include:

2.2, A, 1

2.2, B, 2

2.7, C
