SECTION 012300 – BID OPTIONS

PART 1 - GENERAL

1.01 SUMMARY:

A. This Section specifies administrative and procedural requirements for Bid Options.

B. Definition: A Bid Option is an amount proposed by Bidders and stated on the Bid Form for certain construction activities defined in the Bidding Requirements that may be added to or deducted from Base Bid amount if the Contracting Officer decides to accept a corresponding change in either the amount of construction to be completed, or in the Equipment and Materials, or installation methods described in Contract Documents.

C. Coordination: Coordinate related Work and modify or adjust adjacent Work as necessary to ensure that Work affected by each accepted Bid Option is complete and fully integrated into the Project. Costs listed for each Bid Option shall include costs of related coordination, modification, or adjustment.

D. Notification: Immediately following the award of the Contract, prepare and distribute to each party involved, notification of the status of each Bid Option. Indicate whether Bid Options have been accepted, rejected, or deferred for consideration at a later date. Include a complete description of negotiated modifications to Bid Options.

E. Schedule: A "Schedule of Bid Options" is included at the end of this Section. Specification Sections and/or Drawings referenced in the Schedule, if any, contain requirements for Equipment and Materials and methods necessary to achieve the Work described under each Bid Option.

1. Each Bid Option is defined by abbreviated language, recognizing that Drawings and

Specifications document the requirements.

2. Include as part of each Bid Option, miscellaneous devices, accessory objects, and similar items incidental to or required for a complete installation whether or not mentioned as part of the Bid Option.

PART 2 - PRODUCTS – NOT APPLICABLE.

PART 3 - EXECUTION

3.01 SCHEDULE OF BID OPTIONS:

A. Bid Option No. 1: Provide and install outdoor stand-by generator and automatic transfer switch in lieu of generator connection and manual transfer switch as indicated by details on the Drawings labeled “Option No.1.” Complete product and execution requirements are included in Division 26, SECTION 263213- DIESEL GENERATOR SET and SECTION 263600 - TRANSFER SWITCH. Contractor is responsible for all conduit, handholes, manholes, wiring, accessories, and labor required to provide a fully functional system.

B. Bid Option No. 2: Provide and install mechanically assisted, carriage mounted high-density storage system for Squad Room 103 in Building 106 as indicated by details on the Drawings labeled “Option No. 2.” Complete product and execution requirements are included in

DIVISION 10, SECTION 105626.23 – MOBILE STORAGE SHELVING – STORAGE

LOCKERS. Contractor is responsible for all rails, carriages, operators, accessories, and labor required to provide a fully functional system. Interior configuration requirements to be determined by Base Civil Engineer.

C. Bid Option No. 3: Provide and install mechanically assisted, carriage mounted high-density storage system for Armory 106 in Building 106 as indicated by details on the Drawings labeled “Option No. 3.” Complete product and execution requirements are included in DIVISION 10, SECTION 012300 - BID OPTIONS: continued

CABINETS. Contractor is responsible for all rails, carriages, operators, accessories, and labor required to provide a fully functional system. Interior configuration requirements to be determined by Base Civil Engineer.

D. Bid Option No. 4: Provide and install Medium Voltage Pad-Mounted Sectionalizer Switch Cabinet. Contractor is responsble for connection in existing electrical manhole EMH#17, conductors, conduits, concrete pad, etc as indicated by details on the Drawings labeled “Option No. 4”. Complete product and execution requirements are included in SECTION 262213 –

TRANSFORMERS AND MEDIUM VOLTAGE PAD-MOUNTED SECTIONALIZER

SWITCH.

E. Bid Option No. 5: Remove existing exterior metal wall panels and trim from Building 106.

Provide and install new exterior metal wall panels and trim on Building 106 as indicated by details on the Drawings labeled “Option No.5”. Panel color and profile to match new insulated metal walls panels. This bid option shall include removal and reinstallation of all exterior light fixtures, signage and other appurtenances as required to allow for the installation of the new metal wall panel system. Complete product and execution requirements are included in SECTION 074213 – METAL WALL PANELS. Contractor is responsible for all material, trim, flashing, copings, fasteners, accessories and labor required to provide a functional and weathertight wall panel system.

1.07 MAINTENANCE MATERIAL SUBMITTALS

A. Furnish extra materials that match products installed and that are packaged with protective covering for storage and identified with labels describing contents.

1. Full-size units of the following metal locker hardware items equal to 10% of amount installed for each type and finish installed, but no fewer than five units:

a. Locks.

b. Identification plates.

c. Hooks.

1.08 QUALITY ASSURANCE

A. Installer Qualifications: Manufacturer's authorized representative who is trained and approved for installation of units required for this Project.

B. Source Limitations: Obtain metal lockers, locker benches, and accessories from single source from single manufacturer.

C. Regulatory Requirements: Where metal lockers and benches are indicated to comply with accessibility requirements, comply with [the U.S. Architectural & Transportation Barriers Compliance Board's "Americans with Disabilities Act (ADA) and Architectural Barriers Act (ABA) Accessibility Guidelines for Buildings and Facilities".

1.09 DELIVERY, STORAGE, AND HANDLING

A. Do not deliver metal lockers until spaces to receive them are clean, dry, and ready for their installation.

B. Deliver master and control keys combination control charts to Base Civil Engineer.

1. Coordinate key delivery with Base Civil Engineer

1.10 PROJECT CONDITIONS

A. Field Measurements: Verify actual dimensions of recessed openings by field measurements before fabrication.

1.11 COORDINATION

A. Coordinate sizes and locations of concrete bases for metal lockers.

B. Coordinate sizes and locations of framing, blocking, furring, reinforcements, and other related units of work specified in other Sections to ensure that metal lockers can be supported and installed as indicated.

1.12 WARRANTY

A. Special Warranty: Manufacturer's standard form in which manufacturer agrees to repair or replace components of metal lockers that fail in materials or workmanship, excluding finish, within specified warranty period.

1. Failures include, but are not limited to, the following:

a. Structural failures.

b. Faulty operation of latches and other door hardware.

2. Damage from deliberate destruction and vandalism is excluded.

3. Warranty Period for Knocked-Down Metal Lockers: Two years from date of Substantial

Completion.

4. Warranty Period for All-Welded Metal Lockers: Lifetime from date of Substantial

Completion.

PART 2 -

2.01

PRODUCTS

MATERIALS

A. Cold-Rolled Steel Sheet: ASTM A1008/A1008M, Commercial Steel (CS), Type B, suitable for exposed applications.

B. Expanded Metal: ASTM F1267, Type II (flattened), Class I, 3/4-inch (19-mm) steel mesh, with at least 70% open area.

C. Steel Tube: ASTM A500, cold rolled.

D. Particleboard: ANSI A208.1, Grade M-2.

E. Fasteners: Zinc- or nickel-plated steel, slotless-type, exposed bolt heads; with self-locking nuts or lock washers for nuts on moving parts.

F. Anchors: Material, type, and size required for secure anchorage to each substrate.

1. Provide nonferrous-metal or hot-dip galvanized anchors and inserts on inside face of exterior walls for corrosion resistance.

2. Provide toothed-steel or lead expansion sleeves for drilled-in-place anchors.

2. Backs and Sides: 0.024-inch (0.61-mm) nominal thickness, with full-height, double-flanged connections.

3. Shelves: 0.024-inch (0.61-mm) nominal thickness, with double bend at front and single bend at sides and back.

E. Frames: Channel formed; fabricated from 0.060-inch (1.52-mm) nominal-thickness steel sheet; lapped and factory welded at corners; with top and bottom main frames factory welded into vertical main frames. Form continuous, integral door strike full height on vertical main frames.

F. Doors: One piece; fabricated from 0.060-inch (1.52-mm) nominal-thickness steel sheet;

formed into channel shape with double bend at vertical edges and with right-angle single bend at horizontal edges.

1. Frame Vents: Fabricate face frames with vents.

2. Doors less than 12 inches (305 mm) wide may be fabricated from 0.048-inch (1.21-mm) nominal-thickness steel sheet.

3. Doors for box lockers less than 15 inches (381 mm) wide may be fabricated from 0.048-inch (1.21-mm) nominal-thickness steel sheet.

4. Reinforcement: Manufacturer's standard reinforcing angles, channels, or stiffeners for doors more than 15 inches (381 mm) wide; welded to inner face of doors.

5. Stiffeners: Manufacturer's standard full-height stiffener fabricated from 0.048-inch (1.21-mm) nominal-thickness steel sheet; welded to inner face of doors.

G. Hinges: Welded to door and attached to door frame with no fewer than two factory-installed rivets per hinge that are completely concealed and tamper resistant when door is closed;

fabricated to swing 180 degrees; self-closing.

1. Continuous Hinges: Manufacturer's standard, steel, full height.

H. Recessed Door Handle and Latch: Stainless-steel cup with integral door pull, recessed so locking device does not protrude beyond face of door; pry and vandal resistant.

1. Multipoint Latching: Finger-lift latch control designed for use with built-in combination locks, built-in key locks, or padlocks; positive automatic latching and prelocking.

a. Latch Hooks: Equip doors 48 inches (1219 mm) and higher with three latch hooks and doors less than 48 inches (1219 mm) high with two latch hooks; fabricated from 0.105-inch (2.66-mm) nominal-thickness steel sheet; welded or riveted to full-height door strikes; with resilient silencer on each latch hook.

I. Door Handle and Latch for Box Lockers: Stainless-steel strike plate with integral pull; with steel padlock loop that projects through metal locker door.

J. Combination Padlocks: Provided by Owner.

L. Equipment: Equip each metal locker with identification plate and the following unless otherwise indicated:

1. Single-Tier Units: Shelf, one double-prong ceiling hook, and two single-prong wall hooks.

M. Accessories:

1. Closed Front and End Bases: Fabricated from 0.036-inch (0.91-mm) nominal-thickness steel sheet.

2. Continuous Zee Base: Fabricated from 0.060-inch (1.52-mm) nominal-thickness steel sheet.

a. Height: 4 inches (102 mm).

3. Continuous Sloping Tops: Fabricated from 0.036-inch (0.91-mm) nominal-thickness steel sheet.

a. Closures: Vertical-end type.

2.08 LOCKER BENCHES

A. Provide bench units with overall assembly height of 17-1/2 inches (445 mm).

B. Bench Tops: Manufacturer's standard one-piece units, with rounded corners and edges.

1. Size: Minimum 9-1/2 inches wide by 1-1/4 inches thick (241 mm wide by 32 mm thick) except provide minimum 20-inch- (508-mm-) wide tops where accessible benches are indicated.

2. Laminated clear hardwood with one coat of clear sealer on all surfaces and one coat of clear lacquer on top and sides.

3. Plastic laminate over particleboard core, with two steel tubes running full length of top and positioned to receive pedestal fasteners.

a. Color: As selected by Architect from manufacturer's full range.

C. Fixed Pedestals: Manufacturer's standard supports, with predrilled fastener holes for attaching bench top and anchoring to floor, complete with fasteners and anchors, and as follows:

1. Tubular Steel: 1-1/2-inch- (38-mm-) diameter steel tubing threaded on both ends, with standard pipe flange at top and bell-shaped cast-iron base; with baked-enamel or powder-coat finish; anchored with exposed fasteners.

a. Color: Match metal lockers.

2.09 FABRICATION

A. Fabricate metal lockers square, rigid, and without warp and with metal faces flat and free of dents or distortion. Make exposed metal edges safe to touch and free of sharp edges and burrs.

1. Form body panels, doors, shelves, and accessories from one-piece steel sheet unless otherwise indicated.

2. Provide fasteners, filler plates, supports, clips, and closures as required for complete installation.

B. Fabricate each metal locker with an individual door and frame; individual top, bottom, and back; and common intermediate uprights separating compartments. Factory weld frame members of each metal locker together to form a rigid, one-piece assembly.

C. All-Welded Construction: Factory preassemble metal lockers by welding all joints, seams, and connections; with no bolts, nuts, screws, or rivets used in assembly of main locker groups.

Factory weld main locker groups into one-piece structures. Grind exposed welds flush.

D. Accessible Lockers: Fabricate as follows:

1. Locate bottom shelf no lower than 15 inches (381 mm) above the floor.

2. Where hooks, coat rods, or additional shelves are provided, locate no higher than 48 inches (1219 mm) above the floor.

E. Hooks: Manufacturer's standard ball-pointed type, aluminum or steel; zinc plated.

F. Coat Rods: Fabricated from 1-inch- (25-mm-) diameter steel, chrome finished.

G. Identification Plates: Manufacturer's standard, etched, embossed, or stamped aluminum plates, with numbers and letters at least 3/8 inch (9 mm) high.

H. Continuous Base: Formed into channel or zee profile for stiffness, and fabricated in lengths as long as practical to enclose base and base ends of metal lockers; finished to match lockers.

I. Continuous Sloping Tops: Fabricated in lengths as long as practical, without visible fasteners at splice locations; finished to match lockers.

1. Sloping-top corner fillers, mitered.

J. Recess Trim: Fabricated with minimum 2-1/2-inch (64-mm) face width and in lengths as long as practical; finished to match lockers.

K. Filler Panels: Fabricated in an unequal leg angle shape; finished to match lockers. Provide slip-joint filler angle formed to receive filler panel.

L. Boxed End Panels: Fabricated with 1-inch- (25-mm-) wide edge dimension, and designed for concealing fasteners and holes at exposed ends of nonrecessed metal lockers; finished to match lockers.

1. Provide one-piece panels for double-row (back-to-back) locker ends.

M. Finished End Panels: Designed for concealing unused penetrations and fasteners, except for perimeter fasteners, at exposed ends of nonrecessed metal lockers; finished to match lockers.

1. Provide one-piece panels for double-row (back-to-back) locker ends.

N. Center Dividers: Full-depth, vertical partitions between bottom and shelf; finished to match lockers.

2.10 STEEL SHEET FINISHES

A. Factory finish steel surfaces and accessories except stainless-steel and chrome-plated surfaces.

B. Baked-Enamel Finish: Immediately after cleaning, pretreating, and phosphatizing, apply manufacturer's standard thermosetting baked-enamel finish. Comply with paint manufacturer's written instructions for application, baking, and minimum dry film thickness.

PART 3 -

3.01

EXECUTION

EXAMINATION

A. Examine walls, floors, and support bases, with Installer present, for compliance with requirements for installation tolerances and other conditions affecting performance of the Work.

B. Prepare written report, endorsed by Installer, listing conditions detrimental to performance of the Work.

C. Proceed with installation only after unsatisfactory conditions have been corrected.

3.02 INSTALLATION

A. General: Install level, plumb, and true; shim as required, using concealed shims.

1. Anchor locker runs at ends and at intervals recommended by manufacturer, but not more than 36 inches (910 mm) o.c. Using concealed fasteners, install anchors through backup reinforcing plates, channels, or blocking as required to prevent metal distortion.

2. Anchor single rows of metal lockers to walls near top of lockers and to floor.

3. Anchor back-to-back metal lockers to floor.

C. All-Welded Metal Lockers: Connect groups together with standard fasteners, with no exposed fasteners on face frames.

D. Equipment and Accessories: Fit exposed connections of trim, fillers, and closures accurately together to form tight, hairline joints, with concealed fasteners and splice plates.

1. Attach hooks with at least two fasteners.

2. Attach door locks on doors using security-type fasteners.

3. Identification Plates: Identify metal lockers with identification indicated on Drawings.

a. Attach plates to each locker door, near top, centered, with at least two aluminum rivets.

b. Attach plates to upper shelf of each open-front metal locker, centered, with a least two aluminum rivets.

4. Attach recess trim to recessed metal lockers with concealed clips.

5. Attach filler panels with concealed fasteners.

6. Attach sloping-top units to metal lockers, with closures at exposed ends.

E. Fixed Locker Benches: Provide no fewer than two pedestals for each bench, uniformly spaced not more than 72 inches (1830 mm) apart. Securely fasten tops of pedestals to undersides of bench tops, and anchor bases to floor.

3.03 ADJUSTING, CLEANING, AND PROTECTION

A. Clean, lubricate, and adjust hardware. Adjust doors and latches to operate easily without binding. Verify that integral locking devices operate properly.

B. Protect metal lockers from damage, abuse, dust, dirt, stain, or paint. Do not permit use during construction.

C. Touch up marred finishes, or replace metal lockers that cannot be restored to factory-finished appearance. Use only materials and procedures recommended or furnished by locker manufacturer.

DIVISION 28 - ELECTRONIC SAFETY AND SECURITY

SECTION 283100 - FIRE ALARM SYSTEMS

PART 1 - GENERAL

1.01 SUMMARY:

A. This section specifies fire alarm systems as indicated by drawings, schedules, and riser diagrams.

B. Types of fire alarm systems specified in this section include the following NFPA 72 types:

1. Non-addressable fire alarm system with radio transceiver fully compatible and integrated with the existing Monaco supervising station receiving equipment reporting central located in fire station building.

2. Local Protective Signaling Systems.

3. Automatic Fire Detectors.

C. Provide system suitable for type occupancy as defined by Local Building Code and as approved by local Fire Marshall.

D. Prior to the demolition of the existing Fire Alarm Equipment in this facility. The Contractor and Base Contracting Officer shall identify which equipment shall be turned over to the Base or discarded. The Contractor shall be responsible for relocating all equipment to the Base’s storage as directed by the Base Contracting Officer. All equipment turned over shall be handled in a safe manner and maintain working condition.

1.04 SUBMITTALS:

A. Refer to DIVISION 1 and SECTION 260000 - BASIC ELECTRICAL REQUIREMENTS, for administrative and procedural requirements for submittals.

B. All submittals shall also be sent to the Contracting Officer for the Authority Having

Jurisdiction final review and approval.

C. System working plans and calculations must be prepared and submitted for approval by a registered professional fire protection engineer. Submit the fire alarm reporting system, fire alarm evacuation system, and automatic fire detection system construction (shop) drawings to the appropriate components designated by the Fire Protection Engineer.

D. All submittals shall also be sent to the local Fire Marshall or "authority having jurisdiction" for approval.

E. Includes, but not limited to, the following:

1. Product Data: Submit manufacturer's technical product data, including specifications and installation instructions, for each type of fire alarm system component. Submit device power requirements: maximum voltage, nominal voltage, minimum voltage, amperes and watts for each device requiring power. Submit battery calculations. Submit battery charger calculations. Include standard or typical riser and wiring diagrams, and operation and maintenance instructions for inclusion in maintenance manuals.

2. Shop Drawings: Provide shop drawings showing equipment/device locations, device circuit number, conduit routing and size, junction boxes, logic matrix diagrams for sequence of operation, and point-to-point field wiring diagram of entire of foam extinguishing and building fire alarm system on floor and elevation plans for clarity.

Include notes, legend, symbol, list of abbreviations, matrix diagrams, wiring and riser diagrams on the plans.

3. Operation and Maintenance Manual: Submit maintenance data and parts lists for each type of fire alarm equipment installed, including furnished specialties and accessories.

Include in this data, product data and shop drawings in accordance with requirements of

DIVISION 1.

4. System Operation Description: Detailed description for this Project, including method of operation and supervision of each type of circuit and sequence of operations for manually and automatically initiated system input and outputs operation.

5. Submit notification appliance circuit voltage drop calculations.

6. Certification of proper system operation.

7. All field test data per NFPA 72.

8. Provide all ‘as-built’ drawings of the fire alarm system as follows:

a. Floor plans showing all fire alarm system components.

b. Fire alarm riser diagram showing all fire alarm components.

c. Fire alarm legend.

d. Fire alarm notes.

e. Two copies of the above noted items shall be provided electronically on either a CD or DVD, with jeweled case, and electronically generated files shall be AUTOCAD 2005 or AUTOCAD version compatible with AUTOCAD 2005

1.05 DELIVERY, STORAGE, AND HANDLING:

A. Handle fire alarm equipment carefully to prevent damage, breaking, and scoring. Do not install damaged equipment or components; replace with new.

B. Store fire alarm equipment in a clean, dry place. Protect from weather, dirt, fumes, water, construction debris, and physical damage.

PART 2 - PRODUCTS

2.01 ELECTRONIC EQUIPMENT COMPLIANCE:

A. Contractor warrants that all equipment, devices, items, systems, software, hardware, and firmware provided shall properly, appropriately, and consistently function and accurately process date and time data (including without limitation: calculating, comparing, and sequencing). This warranty supersedes anything in the Specifications or other Contract Documents which might be construed inconsistently. This warranty is applicable whether the equipment, device, item, system, software, hardware, or firmware is specified with or without reference to a manufacturer's name, make, or model number.

2.02 MANUFACTURERS:

A. Subject to compliance with requirements, provide fire alarm systems of one of the following:

1. Monaco.

2. Edwards System Technology

3. Simplex Grinnell.

4. Siemens Industry, Inc.

5. Or Approved Equal.

2.03 FIRE ALARM AND DETECTION SYSTEMS:

A. General: Provide complete fire alarm system products of types, sizes, and capacities indicated, which comply with manufacturer's standard design, materials, components;

constructed in accordance with published product information and as required for complete installation. Provide complete fire alarm and detection systems for applications indicated.

B. Combination, Noncoded: Either manual activation of fire alarm pull station or activation of automatic initiating device will energize fire alarm system signaling devices and sound noncoded alarm.

C. Activation: Either manual activation of fire alarm pull station or activation of automatic initiating device will energize all fire alarm signaling devices, and sound activation alarm.

1. Provide pulse audible signals at march-time beat of approximately 120 pulses per minute.

2. Provide coding device in main panel which is responsive to signals from activating devices and which transmits common master code with audible signals.

D. System Wiring and Supervision:

1. Provide initiating device circuits Class A Style D 4-wire Zone-by-Zone circuits with electrical supervision for shorts and open conditions. Install initiating circuit "end-of-line" diodes and resistors in fire alarm control cabinet. Install alarm indicating circuit diodes or resistors at "end-of-line."

2. Provide Class A Style Z wiring for 4-wire notification device (horns/strobe/control modules) operation with Notification Appliance Circuits (NAC). Include circuitry for supervision of shorts and open conditions.

3. Provide a minimum of 20% spare Class A IDC and Class A NAC through an expansion backplane and expansion cards without hardware modifications.

4. Power Supplies: Provide system for operation on 120Vac power supply. Arrange control system for operation from a primary power supply and trouble power supply to operate from opposite legs of 120/208Vac three wire system.

5. Provide battery back-up as secondary power supply. Provide back-up battery and battery charger each with 20% spare capacity for future use. Design battery back-up to take over supply to system instantaneously. Provide battery with adequate capacity to be capable of operation of system for 60 hours under normal supervisory (nonalarm) conditions and then for 15 minutes under alarm conditions. This battery time requirement shall be met regardless if an emergency power generator is utilized or not utilized on this project.

Battery charger shall completely recharge batteries within 48 hours.

E. Required System Features:

1. Continuous sounding or operation of alarm notification appliances throughout the building as required by ANSI S3.41.

2. Operation of the smoke door control system

3. Operation of area freeze temperature sensor/transmitter relays control switches

4. Shutdown relays HVAC equipment.

5. Interface with elevator shunt-trip disconnect switch.

6. Connection to Knox Box tamper switch.

7. Provide stand-by generator status monitor (and alarms).

8. Building fire alarm system shall be interfaced with station receiving equipment reporting central. A Monaco authorized representative shall program all fire alarm signals coming from the new building to the Base wide station receiving equipment reporting central in order for both equipment to communicate, have a functional and complete system.

Coordinate the programming work at Base wide station receiving and new building fire alarm equipment with Base Fire Marshall and Contracting Officer.

9. Building fire alarm system shall be interfaced with intrusion detection system.

10. Alarm initiation from sprinkler flow switches and alarm valve switches.

11. Alarm initiation from smoke detectors, heat detectors, and manual pull stations.

12. Trouble indication from sprinkler valve tamper switches.

13. Interface with Building and wide base Mass Notification system.

14. Alarm initiation from smoke detectors, heat detectors, eye wash stations, carbon monoxide detectors and manual pull stations.

15. Print out recorder.

16. Equip and wire system so that in addition to energizing fire alarm audible signaling devices, the system will also activate the following:

a. Interior flashing strobe lights.

17. Remote graphic annunciator.

18. Visual indications of the alarmed devices on the fire alarm control panel display and on the remote audible/visual display.

19. Interface with elevator’s (fire fighter’s recall, circuit breaker shunt trip, etc.).

20. Interface with fire pump and activate the following:

a. Trouble.

b. Loss of phase.

c. Running.

d. Loss of line power.

e. Fail to start.

f. Automatic weekly test pump running.

21. See Fire Alarm Riser on electrical plans for additional required features.

F. Wiring System Materials: Provide basic wiring materials which comply with SECTION 260533 - RACEWAYS, SECTION 260534 - ELECTRICAL BOXES AND FITTINGS, and

SECTION 260516 - WIRE AND CABLE.

1. Provide wire and cable in accordance with requirements of manufacturer.

2. Provide conductor sizes AWG No. 14 or larger 600V, Type THHN or TFFN, with maximum 19 strands copper conductor, 7 strands for sizes AWG No. 16 and No. 18.

3. Provide conductors which are listed and approved for fire alarm usage. Although allowed per code, the use of multi-conductor twisted pair or similar wiring is strongly prohibited.

4. Provide FACP panel enclosures for devices and circuits necessary to perform required functions to service test points and to service trouble-signal points. Control panel shall comply with UL 864. Cabinet shall be lockable steel cabinet. Provide 10 keys to Contracting Officer.

5. Provide power boosters.

G. Manual Fire Alarm Pull Stations: Provide manufacturer's standard construction, red metal enclosure, manual fire alarm pull station with the following features.

1. Surface mounted in unfinished areas and outdoors. Outdoor units and units located in wet indoor locations shall be weatherproof.

2. Semi-flush mounted in finished areas.

3. Nonbreakglass operation.

4. General alarm.

5. Double action.

6. Institutional cover.

7. Keyed to FACP key.

H. Fire Alarm Devices: Provide manufacturer's standard construction automatic fire detectors of the following types and temperature characteristics.

1. Automatic Heat Detectors shall comply with UL 521:

a. Fixed temperature, 24Vdc, spot type, restorable, 135oF.

b. Rate of temperature rise, 24Vdc, 15oF (8oC) per minute, spot type, restorable.

2. Automatic Smoke (Combustion Products) Detectors: Provide manufacturer's standard construction automatic smoke detectors of the following types.

a. Ionization type, 24Vdc, restorable, with dual ionized chambers, LED indicator which flashes on normal operation and changes to steady on alarm condition for operation with voltage indicated. Mount detector on interchangeable type base, capable of operation on either 2-wire or 4-wire loop. Nominal sensitivity shall be 1.55%/foot obscuration. Provide flashing LED indicator for normal operation which changes to steady on alarm condition. Self-restoring detector which does not require resetting. Detector shall comply with UL 268.

b. In-duct ionization type, 24Vdc, with integral and remote test-reset-off keyed switch and remote LED alarm light. Provide sampling tubes of design and dimension as recommended by the manufacturer for the specific duct size where it is applied.

Detector shall comply with UL 268A. Provide integral fan shutdown relay.

c. Automatic Alarm Initiate Switches and Extinguishing Systems: Provide manufacturer’s

(1) Addressable vane type water flow switches tested at 300 pounds per square inch and shall activate on a flow of 10 gallons per minute (minimum) rated 24Vdc. Coordinate with Fire Protection work.

(2) Pressure Type water flow switch, rated 24 Vdc. Coordinate with Fire Protection work.

(3) Pressure or flow type switches for fixed extinguishing systems rated 24 Vdc. Coordinate with Fire Protection work.

(4) Valve supervisory switches shall be mounted to signal trouble between the first and second revolution of the valve wheel, removal of the switch, or opening the cover of the switch. Coordinate

3. Carbon monoxide detector shall be listed to UL 2075 for Gas and Vapor Detectors and Sensors. The detector shall be equipped with a sounder and a trouble relay. The detector's base shall be able to mount to a single-gang electrical box or direct (surface) mount to the wall or ceiling. The detector shall provide dual color LED indication, which blinks to indicate normal standby, alarm, or end-of-life. When the sensor supervision is in a trouble condition, the detector shall send a trouble signal to the Fire Alarm Panel.

4. Horns: Provide manufacturer's standard construction, 24Vdc, fire alarm horn with following features. Horn shall not exceed 120 dBA at 10 feet.

a. Noncoded

b. Surface mounted in unfinished areas and outdoors. (Outdoor units shall be weatherproof).

c. Semi-flush mounted in finished areas.

d. Single projection.

5. Visual Alarm Strobes: Strobe shall comply with UL 1971. Provide manufacturer's standard construction alarm lights with the following features.

a. Clear or white lens, lettered red "FIRE" in 1-inch high letters.

b. 24Vdc Xenon strobe.

c. Flash shall be:

(1) A minimum of 110 candela in sleeping areas and 75 candela in daytime public areas (nonsleeping areas and corridors).

(2) A rate of 1 to 3 flashes per second.

(3) A duration of 0.2 seconds with a maximum duty cycle of 40%.

6. Antenna Network Accessories: Provide Test Chart Instructions: Provide fire alarm system test instructions chart mounted in lexan enclosed frame assembly on control cabinet hinged door.

7. Signal Line/Circuit Surge Protectors: Provide manufacturers equipment on initiating and indicating fire alarm circuits to clamp voltage fluctuations to approximately, 30VDC.

8. Antenna Network Accessories: Provide omnidirectional, coaxial, halfwave dipole antennas for radio alarm transmitters with a driving point impedance to match transmitter output. Antennas shall not be mounted to any portion of the building roofing system. The antenna and antenna mounts shall be corrosive resistance and designed to withstand wind velocities of 110 mph. Antennas shall be mounted to any portion of the building roofing system.

1. Provide VHF Antenna fully compatible and integrated with existing Base Monaco System for each facility shown on the Plans. Antenna shall provide transmission between facility transceiver and Radio Frequency modem connected to existing Reporting Central equipment.

2. Coaxial Cable and Antenna Connectors: Provide RG-50-8X type coaxial cable in 3/4” RGS conduit between antenna and lightning arrestor.

10. Lightning Dicharge Unit: Provide static discharge unit in NEMA 3R enclosure with insertion loss < 0.1dB, frequency range, 0-3000 MHZ,surge pulse 5 kA at 8/20 micro-

second wavefom (approximate). Unit impedance shall be 50 ohms withThroughput voltage 150 volts peak and VSWR of 1.10:1.

I. Knox Box: Provide manufacturer's proprietary finishing process and standard construction Knox box with the following features:

1. Surface mounted outdoor in weatherproof enclosure.

2. High security box. Box and lock shall be UL Listed.

3. 1/4” solid steel housing 100% welded.

4. Holds up to 10 keys and access cards in interior compartment.

5. Hinged door to allow single-handed operation.

6 Stainless steel door hinged.

7. Stainless steel lock cover.

8. 1/2" solid plate steel door with gasket.

9. UL Listed alarm tamper switch.

PART 3 - EXECUTION

3.01 EXAMINATION:

A. Examine areas and conditions under which fire alarm systems are to be installed. Do not proceed with work until unsatisfactory conditions have been corrected.

3.02 INSTALLATION OF BASIC IDENTIFICATION:

A. Install electrical identification in accordance with SECTION 260553 - ELECTRICAL

IDENTIFICATION.

3.03 INSTALLATION OF BASIC WIRING SYSTEM MATERIALS:

A. Install wiring, raceways, and electrical boxes and fittings in accordance with SECTION

260533 - RACEWAYS, 260516 - WIRES AND CABLES, and 260534 - ELECTRICAL

BOXES AND FITTINGS.

B. Install all wiring in dedicated fire alarm in red raceways. Minimum conduit size shall be 1.9 cm (3/4-inch) diameter trade size.

C. All wiring shall be continuous from panel to device and from device to device. Terminal blocks/strips shall be used only where absolutely necessary to connect pigtails. Make conductor connections with crimp on terminal ends affixed at terminal blocks/strips in terminal boxes, cabinets or at equipment terminals.

D. Use of wire nuts is prohibited for fire alarm system splicing of wire is not acceptable.

E. All detection and alarm signal wiring shall be installed in separate conduits, as required by

NFPA 72. Maintain 4 feet horizontal separation and 1 feet vertical separation between outgoing and incoming conduit.

3.04 INSTALLATION OF FIRE ALARM SYSTEMS:

A. Install fire alarm system as indicated, in accordance with equipment manufacturer's written instructions and complying with applicable portions of NEC. All fire alarm wiring shall be in conduit. Install fire alarm manual pull stations 48 inches above finished floor. Install audible alarms not less than 90 inches above finished floor nor less than 6 inches below ceiling. Install visual alarm strobes 6 inches below the ceiling or 80 inches above finished floor, whichever is lower. Coordinate fire alarm devices with mass notification devices.

B. Wiring: Wiring of fire alarm system is work of this Section but is not specifically detailed on drawings.

1. Complete wiring in accordance with manufacturer's requirements. Color code wiring and install per manufacturer's point-to-point wiring diagram. Determine exact number of wires for each fire area zone from number and types of devices installed. Connect each device with sufficient wiring to complete its intended operation. Size all conduit per

NEC.

2. Where there are a number of devices requiring power such as smoke detectors, carbon monoxide detectors and heat detectors installed in a circuit, group in numbers so power required does not exceed 80% of manufacturer's power supply rating. Provide extra wiring and extra power supplies required to fulfill that requirement. In addition, provide extra or larger size wiring to alleviate voltage drops which would make devices operate below the voltage limits for which they are designed. Calculate voltage drops taking into account the maximum ambient temperatures anticipated before wire and equipment is installed.

3. Voltage shall not be mixed in any junction box, housing, or device, except those containing power supplies and control relays.

4. System field wiring shall be stranded copper and installed in metal conduit. All wiring shall be clearly identified and color-coded, through-out the entire system as to their function. (Example red and black-strobes, blue and yellow-tampers).

5. Pigtail or T-tap connection to initiating device circuits, supervisory alarm circuits, and notification appliance circuits are prohibited.

6. Not more than two conductors shall be installed under any device screw terminal.

Conductor connections at terminals shall be with crimp terminal ends affixed.

7. Circuit conductors leaving or entering any mounting box, outlet box enclosure, or cabinet shall be connected to screw terminals with each terminal and conductor marked in accordance with the wiring diagram.

8. Wiring within any control equipment shall be readily accessible without removing any component parts.

9. The fire alarm equipment manufacturer’s representative shall be present for connection of wiring to the control panel.

10. Ensure work is coordinated with Mass Notification System (MNS) to transmit required signals to MNS panel from FACP panel and from FACP panel to existing radio transceiver station receiving equipment reporting central.

11. Ensure work is coordinated with Intrusion Detection System.

3.05 FIELD QUALITY CONTROL:

A. Connection and Supervision: Make connections to panel and perform all testing under the supervision of the manufacturer's-authorized service representative.

B. Where work consists of additions or extensions to existing system, prior to starting work, establish that the existing system is in proper working order. If conditions exist which prevent normal operation of specified additions and extensions, bring this fact to the Engineer's attention prior to doing work affecting the existing system. Where work is done without such notification, it is assumed that connections have been made to a working system, and performance requirements will apply to entire system.

C. System Test and Approval:

1. In presence of the Contractor, Fire Marshal (or Authority Having Jurisdiction), Government’s Representative, and Engineer's representative, prior to final acceptance of system, the manufacturer's-authorized representative shall supervise the start-up and test

the system per NFPA 72 requirements. Test each manual, automatic, sensing, detecting, and alarm device. All resetable smoke detection devices shall be tested with "canned smoke." All water flow devices shall be tested with actual water flow. All pressure switches shall be tested by actual pressure conditions. All resetable thermal sensors shall be tested with heat, and non-resetable thermal sensors shall be tested by short-circuiting each end-of-line device's contacts. Test all HVAC, elevator, door, exhaust fan, and annunciator interfaces for proper operation.

2. After being signed by the Government's Representative, submit a copy of test results in duplicate to the Engineer, Government, Government's Insurance Company, and Local Fire Protection Authority. Mount copy of inspection record in lexan enclosed frame adjacent to the control panel.

3. Manufacturer's-authorized service representative shall provide 8 hours of on-site training of the Government's personnel on procedures related to start-up, shutdown, operation, troubleshooting, servicing, adjusting and preventative maintenance for the system.

Training shall include classroom instruction and explanation of approved Operation and Maintenance Manuals. Training aids shall be provided as necessary to clearly described the systems. In addition to classroom instruction, system shall be operated to provide hands-on demonstrations. Provide Government with 10 days advance notice of training.

Provide a professionally edited DVD on all training or special systems. Editing shall include voice-over dubbing describing features and action of the depicted system.

D. Spare Parts:

1. General: Furnish Government, with receipt, the following spare parts:

a. Provide 10% spare initiating device of each type used (not less than 1).

b. Provide one spare indicating device of each type used.

c. Provide one spare breakglass rod for each manual pull station.

d. Provide three spare fuses of each rating used.

e. Provide 10% spare strobe lamps.

f. Provide 2% spare detector bases (not less than 1).

g. Provide six spare printer ribbons.

h. Provide 10% spare LEDs and indicating lights.
