Questions submitted on Friday, August 14, 2015.
(Question) 1. Work items HH-19 through HH-21 do not list any square footage ……Please provide square footages for the various areas to water blast and paint ?
Answer: For large areas on the hull, the specifications specified estimated square footage to blast (ex. Light Load line to keel, Deep Load line to Light load line, etc.). For the total surface areas on the entire hull or other areas, the contractor shall use provided drawings to calculate areas. The site visit also helps to see the actual areas for estimate purpose. The government will provide additional drawings if requested.
For HH-21, the contractor shall blast and paint the entire internal surface and all steel components inside the No. 2 center tank. (Note: this No. 2 double bottom tank is the only location that the contractor is allowed to use “sand blast” method, which must be closed and contained during the blasting).
(Question) 2. Who provides the paint, the shipyard or the
USACE?
Answer: In “HH-20.1,” the very first sentence reads: “All paint required by these specifications, shall be furnished by the contractor ……”
(Question) 3. The drawings listed in the four (4) folders do not have titles that match the drawings called out in the specifications, Please correct. This is so time consuming just to look up and locate them ?
Answer: No correction required.
---FBO has file sizes limitation that can be uploaded— this solicitation conforms to established standard.
Would recommend downloading all files and reassembling into a file size compatible with your system.
(Question) 4. DD-1 Does the shipyard need to supply an escort tug and pilot from our seabuoy off Mobile, Ala to our shipyard and then again at departure from the shipyard ?
Answer: Yes, escort tug and pilot from seabuoy to drydock and vice versa (from wetdock after dock trials, escort tug and pilot to seabuoy).
(Question) 5. EE-1 Please specify what the USACE wants the shipyard to quote. The item reads that a third party working for the USACE will be doing the work. Please clarify ?
The government only wants the shipyard to subcontract this work to a third party, whose point of contact is:
Ian Enterline Enterline Marine
(908) 507-2758 ian@enterline-marine.com
This subcontractor (Enterline Marine) shall perform all work and provide all labor and parts needed to complete this job.
(Question) 6. MA-17 Pipe item. The item describes a 10’ section of pipe (various sizes) with 2-90 degree fittings. The pricing sheet states 100 foot of each size. Is this a typo and should read one (1) or ten (10) units at 10 feet long. Please clarify ?
Answer: There is no typo.
100 ft means the total quantity to be replaced.
10 ft means each length to be replaced. A total of 10 lengths (of 10 feet each) shall make a total of 100 ft.

(Question) 1. Item HH-19.3.7 The work area is identified as from frames 57-121, which is forward of the superstructure/house. However, there is an area noted which states “Include Poop Deck winches and deck plating in way of winches from this scope of work.” Is the intention to prepare and paint the poop deck winches and deck plate in way of the winches ? If so, please define the deck plate in way of the winches.
Answer: See sketch below for boundaries of deck plate forward of the house and in way of the three winches on the poop deck level. This shall include all vertical plates where the 3 winches’ foundations are located on.

(Question) 2. Item HH-19.3.7, HH-19.3.8 and HH-19.3.9 The specification directs to UHP water blast to a WJ-3 standard approximately twenty percent (20%) of the area. What preparation standard does the other eighty percent (80%) require ?
Answer: The (20%) areas are located in various locations where the heavy rust concentrated. (Note: Caution must be taken not to UHP blast directly to electrical cables, cylinder rods, hoses, lights, etc., which can cause severe damages). The remaining (80%) shall receive a light sweep to clean off dirt, grease, etc. The contractor can use pressure wash equipment to prepare the (80%) areas if they would like.
(Question) 3. Item HH-19.3.7, HH-19.3.8 and HH-19.3.9 In way of areas that are inaccessible for UHP blasting and/or where possible damage from UHP blasting will occur, is it safe to assume that power tool cleaning to an SP-3 standard will be acceptable ?
Answer: Yes, in areas that are inaccessible for UHP blasting and/or where possible damage from UHP blasting, the contractor is allowed to use power tool cleaning to an SP-3 standard.
(Question) 4. Item HH-19.4.1 For purposes of bidding, how much mud removal should be anticipated in the chain lockers and bilge wells ?
Answer: For bidding purpose, assume a total of 5 cubic yard (5 yd3) of mud shall be removed and disposed.
(Question) 5. Item HH-21 Is it possible for #2 double bottom, center tank to be opened and certified for entry during the ship check ?
Answer: The No. 2 center double bottom tank is available for entry on Thursday, September 10, because the ship is back at the New orleans dock early on the 9th of September. It takes at least one full day to open the tank, ventilate, and certify for safe entry.
(Question) 6. Item HH-21 We have been unable to determine from the drawings provided the frame boundaries of #2 double bottom, center tank. For purposes of bidding, please provide the frame boundaries and the surface area of this tank.
Answer: See the sketch below for the boundaries of No. 2 double bottom, center tank, which located in the pump room, frame 114 aft and frame 136 fwd. This boundary sketch is the flat top of the No. 2 center tank, which is 5 ft high from the keel.
The government does not have exact surface area of this tank;
However, the following drawings will be helpful to determine various surfaces and steel structures inside this tank:
* 11-01-03 Shell Expansion, Fwd Frame 114
* 11-02-01 Tk Top Pltg & Frmg Fr 114 – 149
* 11-02-012 Tk Top Pltg & Frmg Fr 114 – 149
* 11-03-04 Transv Floor Frs 114 – 149 (included with this amendment)
* 11-04-01 CVK & Girders, frame 114 – 149 (included with this amendment)
* 11-05-02 Transverse Blkhds Frs 84, 114, 132-136
(Question) 7. HH-20.3.3 The specification requires two (2) spot coats of paint in the potable water tank. HH-19.4.2 describes the preparation of the tank as a full UHP blasting to WJ-3 standard for the tank. A full WJ-3 will remove most, if not all of the tanks existing coatings. Please clarify the intent ?
Answer: Blast the internal of these two tanks to WJ-3, then apply two (2) full coats of Interline 925 White.
(Question) 8. MA-3 The specification states to use power tools as needed to insure that the internal coatings are properly cleaned and the standard given is WJ-3. WJ-3 is a UHP water blasting standard. Please clarify the intent ?
Answer: See answer below for question 9.
(Question) 9. MA-3 Please identify if the requirement is a full power tool to an SP-3 standard or a spot preparation of the rusted and failed areas only ? If it is a spot preparation, for bidding purposes, please identify the percentage ?
Answer: Dimension for each expansion tank is approximately 6 ft x 3 ft x 4 ft high with one manhole cover. It is difficult to use UHP equipment in these two tanks. The intent is to use power tool to spot clean rusted and failed areas, which comprise about 40% of the surface of each tank. The coating shall be two
(2) full coats of Interline 925 White.

Work for item DD-7.1 can be issued with (or without) issuing work for item DD-7.6. Vice versa, work for item DD-7.6 can be issued with (or without) issuing work for item DD-7.1.
CLARIFICATION: If both work in items DD-7.1 and DD-7.6 are issued on the same door, then the contractor shall coordinate both work items. In this case, both drawing 70006-4013-902 (Rev F) and attachment “J-11” are used.
(Questions). Item DD-7.7, 7.8, 7.10, 7.11 These items call for the shipyard to supply the key for the bushings being supplied.
Please provide the dimensions of the key and the material type.
Answer: In drawing 70006-4013-907, upper right hand, there is a note on the key to be inserted in the bushing. The key shall be A36 steel with dimension to fit the gap of the bushing.
