PROPOSAL CONTENT

1.0 ORGANIZATION. Proposals shall be organized as follows:

Volume 1: Technical Proposal Factor I – Performance Confidence Assessment Factor II – Technical Design

Factor III – Cyber Security Factor IV – Small Business Participation Plan

Volume 2: Price Proposal (separate from Volume 1, in a sealed envelope) Factor V – Price Proposal Tab V-A – Price Breakout Schedule Tab V-B – Proposal Data Sheet Tab V-C – SF1449 and acknowledged amendments (if any) Tab V-D – Reps and Certs (unless available at SAM.GOV) Tab V-E – Joint Venture Agreement, if applicable Tab V-F – Proof of Financial Capability

2.0 CONTENT

2.1 Content of Volume 1, Factor I – Performance Confidence Assessment

2.1.1 Provide descriptions of no less than three (3) and no more than five (5) SCADA projects (75% complete or greater), including updates to existing systems to meet minimum hardware/software requirements, self-performed by the Offeror as either a prime contractor or a subcontractor within 10 years (from the solicitation issuance date) that are similar to this project in scope and magnitude.

Similar in scope is defined as projects involving EVERY task below:

a. Design of a SCADA system that provides monitoring and control at master and remote plants. The system communications are T-1 telephone lines, microwave signal and/or satellites to accomplish the desired command at the remote plant.

b. Provide the necessary hardware and software required to implement the design and customization for individual plant conditions.

c. Implementation of customer-specific cybersecurity requirements and system documentation.

d. Software development for industrial control systems, programmable logic controllers (PLCs), human machine interfaces, server/client architecture, and historical data reporting.

e. Provide a bandwidth analysis to show internetwork and site to site latency.

f. Provide technical support during typical facility operating hours for at least 90 days after installation and field acceptance testing at the final facility.

Similar in magnitude is defined as SCADA contracts greater than $300,000 in value. All projects submitted for consideration must be valued in excess of $300,000 with at least one (1) project valued in excess of $1,000,000. The dollar values listed in this paragraph should be understood to mean the amount paid to the Offeror for work completed on each project submitted, which may not be the same as the total, overall value of each project submitted.

Offerors shall clearly describe experience in each area identified in the above criteria for each of the project descriptions submitted while also indicating the amount (percentage and dollar value) and type of work self-performed for each of the criteria for each of the submitted projects. Summary information shall be included for each project including project title, location, year completed, description of work and equipment installed, and description of Offeror’s role in the project.

2.1.2 If Offeror represents the combining of two (2) or more companies (joint venture) for the purpose of this RFP, then include each company’s role in the projects submitted, in accordance with the requirements of section

2.1.1. If the Joint Venture partners have never worked together on similar jobs, so indicate; however, having never worked together does not preclude each partner from having to submit the requisite compilation of projects in accordance with section 2.1.1.

2.1.3 Include a description of each past project as outlined in the Project Detail Sheet form at the end of this section. Offerors may use any format necessary to meet the criteria. Identify any features listed in paragraphs 2.2 or

2.3 in the description. If you elect not to use the form, all information identified on the form is still required for evaluation of this item and recommend they be in the same order.

2.1.4 Provide two (2) references (Owner’s representative and a Project Manager, Resident Engineer, Project

Engineer or equivalent) for all past performance submitted on a Project Detail Sheet or its equivalent.

2.1.5 Past Performance Questionnaires on Form PPQ-0 (“PPQ”) are included at the end of this section.

USACE requests the Offeror’s client completes this questionnaire and submits directly back to the Offeror. Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Mrs. Debra Barlow via email at debra.a.barlow@usace.army.mil and Ms. Lether Robinson, via email at lether.e.robinson@usace.army.mil prior to the proposal closing date.

2.1.6 Offerors shall not reference a PPQ from a previous RFP. Resubmit the PPQ. However, this does not preclude the Government from using previously submitted PPQ information in the past performance evaluation.

2.1.7. In addition to the above, the Government is required to utilize the Contractor Performance Assessment

Reporting System (CPARS) and Past Performance Information Retrieval System (PPIRS); when available, as sources of past performance information. Past performance information retrieved through PPIRS or CPARS, uses all CAGE/ Unique Entity Identifier Number (previously listed as DUNS number) of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, and inquiries of owner representative(s). Other sources may include; but are not limited to, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. The Government may not contact all of the identified client references/ points of contact. This assessment is based on the Offeror’s record of relevant and recent past performance information that pertains to the construction services outlined in the solicitation requirements. If the firm is divided into severable segments (e.g., division, group, or unit) the Government will evaluate only the past performance of those segments of the firm(s) that will actually perform the work.

2.1.8 Note: For purposes of evaluating past performance, the Prime Contractor is defined as the contractor identified in block 17 of the SF 1449. If more than one contractor is listed in block 17, then a signed joint venture (JV) agreement must be submitted (with Factor V information) with the proposal and the JV shall be registered as such in the System for Award Management (SAM). However, each party of the JV must submit their own Unique Entity Identifier Number with the JV proposal. The legal document for the JV agreement shall address the breakout of duties and responsibilities each company in the JV will perform in this requirement. If the JV partners have never worked together on similar jobs, so indicate. However, if the firms have worked together on other type jobs, include these and address the working relationships on those jobs. Projects performed by contractors other than the Offeror, such as teaming partners or subcontractors, will not be evaluated for past performance, unless those other contractors are part of a JV offeror as demonstrated by a signed JV agreement. If the Offeror represents the combining of two or more companies teaming or as a JV for the purpose of this RFP, each company in the JV may submit project examples, but the total submitted by the JV will not exceed five (5).

2.2 Content of Volume 1, Factor II – Technical Design

2.2.1 Submit all technical design documentation necessary to demonstrate how the offeror’s proposed SCADA system design will achieve the following requirements:

a. Interface with subsystems, including, but not limited to: fisherman’s warning system, generator startup and shutdown subroutines, generator auto synchronizing systems, metering and instrument transformers, generator voltage raise/lower, generator megawatts (MW) control, generator Volt-Ampere Reactive (VAR) control, breaker open/close, protection relays, and Jemstar revenue meter.

b. Interface with various protocols used in existing USACE subsystems and devices while ensuring both reliability and security. Required protocols include, but are not limited to: Ethernet TCP/IP, TCP, RS-232 Serial, RS-485 Serial (full duplex and half duplex), RS-422, Modbus, Modbus+, DNP3, DNP, IRIG- B/NTP/PTP/other time sync protocols, UDP, Profibus, etc.

c. Interface with the communications lines between master and remote plants while ensuring both reliability and security. Examples of these communications lines include digital microwave, T1, Ethernet, cellular point-to-point, and satellite. These different types of communication lines can have different bandwidths, speeds, and latencies. It is important that the SCADA system continues to respond to commands in events of low bandwidth or high latency.

d. All hardware and future replacement parts will be tested and certified for operational functionality prior to shipment.

2.2.2 At a minimum, an offeror’s technical design documentation must include, but is not limited to:

a. Network diagrams and cut sheets;

b. List of protocols;

c. Cut sheets for all proposed equipment;

d. Narrative statement of design intent for quality control; and

e. Narrative description of the verification process used to determine parts are operational.

2.3 Content of Volume 1, Factor III – Cyber Security

2.3.1 Submit all technical design documentation necessary to demonstrate how the Offeror’s proposed SCADA system design will achieve the following requirements:

PROPOSAL EVALUATION PROCESS

PROPOSAL EVALUATION

1.0 GENERAL. A Source Selection Evaluation Board (SSEB); comprised of representatives of USACE, will evaluate all aspects of the proposals except price. Price information will be separately evaluated for fairness, reasonableness, price realism and material unbalancing (see paragraph 2.1.3). In accordance with FAR 15.305, the proposal evaluation is an assessment of the proposal and the Offeror’s ability to perform the prospective contract successfully. The SSEB will not have knowledge of the prices offered. The number of offers and identities of Offerors are not revealed to anyone who is not involved in the evaluation and award process, or to other Offerors.

Proposals will be evaluated based solely on the factors described herein.

2.0 EVALUATION PROCESS

2.1.1 Factor I will be rated based on relevant and confidence and be assigned one (1) rating for relevancy and one for confidence assessment. Specifically, in performing the Performance Confidence Assessment, evaluators will apply the following relevance levels to assess the relevance of the prior contract effort(s) of the Offerors:

Past Performance Relevancy Ratings

Rating Definition

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

After determining the relevancy and recency of the prior contracts submitted, evaluators will assess the quality of the Offeror’s quality of performance on those contracts to determine a single performance confidence assessment of Past Performance, utilizing the following definitions:

Performance Confidence Assessments

Rating Description

Substantial Confidence Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.

Satisfactory Confidence Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.

Limited Confidence Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.

No Confidence Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will successfully perform the required effort.

Unknown Confidence (Neutral) No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

2.1.2 Factors II - IV will be rated using an adjectival-based system and will be assigned one of the following ratings:

Adjectival Rating Definition

Outstanding

Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.

Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.

Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful contract performance is high.

Unacceptable Proposal does not meet requirements and contains one or more deficiencies and is unawardable.

Evaluators will apply the adjectival rating for the definition that most closely matches the evaluation.

2.1.3 Factor V will be evaluated independently by a cost engineer. The SSEB will not have access to price information.

3.0 EVALUATION FACTORS.

Proposals will be evaluated in accordance with the factors below.

3.1 Evaluation of Factor I – Performance Confidence Assessment

Well-documented self-performance and completion or significant completion (75% or more) of SCADA projects, including updates to existing systems to meet minimum hardware/software requirements, within the past 10 years (from issuance of the solicitation) that are similar in scope and similar in magnitude to this project will be rated more relevant.

Furthermore, SCADA projects demonstrating experience designing, installing or updating a SCADA system for USACE and/or demonstrating experience designing and installing a system in compliance with the Department of Defense Information Assurance Risk Management Framework may receive additional consideration.

Note: All of the PPQs must have an overall rating of “Satisfactory” or greater. A rating lower than "Satisfactory" under any element on the PPQ may result in an unacceptable rating by the Government on past performance. In addition, failing to provide a PPQ for a submitted project may result in an unacceptable rating by the Government.

Therefore, Offerors are reminded to include complete information on past efforts, including demonstrated corrective actions, in their proposals.
