SUMMARY OF WORK

PART 1 GENERAL

1.1 EXECUTIVE SUMMARY

Five remotely-operated hydroelectric power plants (HPPs) in the U.S. Army Corps of Engineers Nashville District (LRN) have supervisory, control, and data acquisition (SCADA) systems that are end-of-life. Technical support for firmware, replacement hardware, and modern software are no longer available. LRN would like to upgrade the SCADA systems at these five remote facilities and additionally provide new SCADA master stations at four master HPPs, where the term "master" identifies an HPP which can remotely operate one or more HPPs. At a high level, this contractual scope of work generally covers the following: the design of new SCADA system remote terminal units (RTUs) for the five remote HPPs, the design of new SCADA master stations at four master HPPs, hardware and software supply for the new SCADA systems, and installation and training support for the new SCADA systems. LRN Operations and Maintenance personnel will perform the majority of the physical installation for the new SCADA systems.

1.2 LOCATIONS

1.2.1 Group 1

1.2.1.1 Master Plant

1.2.1.1.1 Old Hickory (OLD/P)

a. History and Context.

The Old Hickory project is owned and operated by the U.S. Army Corps of Engineers Nashville District. It is located approximately eighteen

(18) miles north of the Nashville Downtown offices on the Cumberland River. The project operates with a twenty-four hour operations staff and a day-time maintenance crew. It is currently a master plant to J.

Percy Priest (JPP/P) and Cheatham (CHE/P). Additionally, the ESS office is within walking distance of the plant.

b. Plant Details.

Old Hickory is a peaking plant with four generators. Unit 4 is currently undergoing a major rehabilitation effort; its post-rehab expected generation capacity should be about 44-45 MW. The other units are part of a HRAR and will be rehabbed in out-years. The plant also has a backup diesel generator. All four generating units have Kaplan turbines. All four generating units operate occasionally in synchronous condensing mode. None of the generating units operate in pumping mode. The plant does not have digital exciters or digital governors for any of their units.

c. Existing SCADA System.

SECTION 01 11 00 Page 2

The existing Tetragenics SCADA System at OLD/P is used for remote operation of CHE/P and JPP/P and also monitoring OLD/P plant. OLD/P itself operates using hardwired control switches, meters, and indication lights . The SCADA system consists of two hot-swappable desktop master stations running the Tetragenics MC3000 Operating System. The Master station computers run two virtual machines (A&B) utilizing Tetragenics(TG) MC300 software and TG WTV-32. WTV-32 is the current HMI that is capable of having in excess of 100 instances of the MC300 software running simultaneously. HMIs utilize a number of custom screens for the operators to monitor and control the remote plants. There is also limited monitoring of the master plant.

Communications between OLD/P and CHE/P is provided over a single T1 line and a backup with bandwidth capacity as high as four dedicated T1'S .

Communications between OLD/P and JPP/P is provided over a single T1 line with a second dedicated T1 as a backup.

Documentation for the Tetragenics System is not available. Real-time alarming is available on the HMI with the ability to take action on the alarm. Additionally the alarm will appear on an electronic printout (E-print) both when it goes into alarm and when the alarm is acknowledged or cleared. This E-print will record all control actions taken by operators, alarms, and hourly reports and save them in digital format to a permanent location.

Tennessee Valley Authority (TVA) owns and maintains two independent Siemens EMS RTUs at OLD/P with a dedicated serial communication link connected directly to TVA's dispatch. All JemStar metering data for the plant is collected by this RTU and transmitted offsite. This data is pulled off a different TVA RTU RS-232 serial connection, passed through a Moxa Nport media converter, and delivered as routable, real-time data for operators to view on the HMIs in the control room.

Data is also sent via dialup modem line to a computer in the ESS office.

1.2.1.2 Remote Plants

1.2.1.2.1 J. Percy Priest (JPP/P)

a. History and Context.

The J. Percy Priest project is owned and operated by the U.S. Army Corps of Engineers Nashville District. It is located approximately twelve (12) miles from Nashville District downtown offices on the Percy Priest Lake. The project is remotely operated from OLD/P and has no day time staff. Daytime maintenance staff from OLD/P support JPP/P's maintenance needs.

b. Plant Details.

JPP/P is a peaking plant with a single main unit generator with a capacity of 36MW and backup diesel generator. The main unit does not run in synchronous condensing or pumping mode and utilizes a single fixed propeller turbine. JPP/P does not have a digital exciter or digital governor installed. The unit utilizes an auto-synchronizer for automated start online sequences, but this will be replaced with a Basler BE1-25A prior to the new SCADA system installation. Due to lack of flow during the majority of the year, JPP/P only generates hydropower a few months out of the year.

SECTION 01 11 00 Page 3

c. Existing SCADA System.

JPP/P has both a dedicated primary and backup T1 connection to OLD/P.

Remote operations are achieved over the T1 by utilizing the existing Tetragenics SCADA system. In the event of an emergency, the plant can be operated manually from the control boards.

There is no dedicated control room at JPP/P, and all manual switchboards are located on the generator floor. There is also no local SCADA Workstation. There is one Tetragenics RTU for plant controls and data, and one TVA RTU for revenue metering data.

The existing RTU cabinets are located on the generator floor. The current system is capable of accepting standard 19 inch rack-mount equipment. Preferred AC power is available at 120 Volts, 60 Hz. Means for grounding all equipment is available. Adequate cooling is not available for all supplied equipment. All supplied equipment must be rated for harsh environments.
