Section 00 20 00 - Instructions for Procurement

INSTRUCTIONS

INSTRUCTIONS, CONDITIONS & NOTICES TO BIDDERS

1.0 GENERAL INFORMATION

1.1 Intent: The intent of this solicitation is to award a single contract for the Site Restoration at the Center Hill

Dam located in Dekalb County, Lancaster, Tennessee. The contract is being awarded in support of the U.S.

Army Corps of Engineers, Nashville District (LRN) mission.

1.2 Project Description: The scope of work for this contract consists of the Contractor furnishing all supervision, engineering, labor, materials and equipment to perform the following work:

a. Restoring Eisenhower Park. The scope of work includes returning Eisenhower Park, a previous lakeside access and park adjacent to the Dam, to a fully functional recreational area by reconfiguring fill material, installing a boat ramp, comfort station and courtesy dock, and rehabilitating, reestablishing and repaving parking facilities. The Park restoration will include lighting, guardrail, curbing and drainage features, septic, dosing and lift station construction, and connection to an existing sewage system. Both the water and sewer lines will be required to pass under state highway and traffic control measures will be necessary. The work will also include excavating shot rock fill along the upstream edge of the main earthen dam’s work platform in order to establish long term slope stability.

A pipe running along the edge of the platform fill is to be removed and a swing gate installed.

b. Repairing the Dam Groin Area. Downstream of the earthen dam along the left abutment, stabilization is required to halt erosion adjacent to fill material placed near the earthen dam. This work includes rerouting surface drainage flow, reshaping, and installing articulated concrete block. Relocation of a power source for instruments in the area, armoring the ditch at the toe and seeding and mulching are also part of the scope.

c. Picnic Spring Rehabilitation. Downstream of the dam, the work also includes replacing existing culverts beneath Highway 141 near Long Branch Campground with an elliptical or arch concrete pipe and constructing endwall features. The scope includes grading to reestablish open channel flow of existing springs to the new Highway 141 culvert, and removal of existing fencing and miscellaneous piping and valves. Work will require traffic control plans, roadway closures, possible diversion road construction, asphalt repair and overall site rehabilitation.

d. Paving and Stormwater Diversion. Final repaving portions of State Highway 96 as it passes over the Dam will be bid as an option to the rest of the contract. Work includes milling of concrete pavement and paving with asphalt overlay, stormwater drainage improvements and some erosion control mitigation on the ends of the dam. A third option will include installation of a stormwater diversion pipe to cross underneath Highway 141 carrying surface drainage from west of the dam, to the lake.

This option will also require excavation and traffic control procedures.

1.3 Disclosure of Magnitude of Construction Project: The estimated magnitude of this requirement is between $5,000,000 and $10,000,000.

1.4 Basis of Selection of Award: Award shall be made to the lowest priced bidder who is found to be responsive and responsible. See Federal Acquisition Regulation (FAR) clause 52.214-19, Contract Award—Sealed Bidding—Construction, for more information. Unbalanced bids may be rejected.

b. To comply with this statute, the Government has conducted a best effort screening of the specifications and standards associated with this acquisition to determine whether they contain any ODS requirements. This requirement does not contain ODS requirements.

c. If the offeror possesses any special knowledge about any other ODSs required directly or indirectly at any level of contract performance, the U.S. Army would appreciate if such information were surfaced to the Contracting Officer for appropriate action.
