Project: Center Hill Dam’s Site Restoration Project
This solicitation is being amended to address the questions asked during the question period.
1. QUESTION: Are there any approved on-site disposal areas for this contract on site?
ANSWER: No; see paragraph 3.3.2 of specification Section 02 41 00. See paragraph 1.9 of specification Section 01 74 19. See notes 1 and 2 of Plan Sheet CR-100.
2. QUESTION: Does material excavated from the flow restoration area (near the wetland) need to be hauled off?
ANSWER: See note 4 of Plan Sheet CE-103.
3. QUESTION: How long should we plan in our schedules for obtaining a B3 Security clearance for workers?
ANSWER: Refer to specification Section 01 35 50, PROJECT SITE SECURITY AND AT/OPSEC PROCEDURES, paragraph 1.7, ACCESS AND GENERAL PROTECTION/SECURITY POLICY AND
PROCEDURES.
4. QUESTION: When should Thalle blasting be completed at the left rim?
ANSWER: Blasting is currently scheduled to be completed by the end of March 2019; however, weather and other unforeseen circumstances could delay progress.
5. QUESTION: When should Thalle haulage be completed along Highways 141 and 96?
ANSWER: Hauling is currently scheduled to be completed by the end of June 2019; however, weather and other unforeseen circumstances could delay progress.
6. QUESTION: Are there wires to the instrumentation?
ANSWER: Yes; see Plan Sheets B-100 through B-103. Instrumentation wiring and conduits are labeled as "Instrumentation Lines".
7. QUESTION: Is the lake level stable and what was the elevation on the day of the site visit?
ANSWER: The lake evaluation on 28 March 2018 (the day of the site visit) was approximately 631 (NGVD 1929). Refer to Plan Sheets CR-601 and CR-602 for historic lake level information.
See the table at the website: http://www.lrn-wc.usace.army.mil/rpt48.shtml#CENTERHILL for hourly lake levels. The third column after date and time is the official lake elevation in NGVD29 datum.
8. QUESTION: What environmental permits should the contractor be expected to obtain?
ANSWER: See specifications Section 33 30 00 SANITARY SEWERS, Section 1.4 SUBMITTALS and specifications Section 1.7 CONSTRUCTION PERMITS. Existing permits and permit application are included in Amendment 0001 as a separate attachment.
9. QUESTION: What minimum percentage of work does the prime HUBZone contractor need to complete and does that percentage apply to overall construction costs or specifically just the labor costs?
ANSWER: Please review 52.219-3 Notice of HUBZone Set-Aside or Sole Source Award. The specific percentages are in (d)(3) of this clause.
10. QUESTION: Will sewer line be required to have tracing wire?
ANSWER: Yes; per specificationS Section 33 30 00, paragraph 2.11.3 TRACER WIRE FOR NONMETALLIC PIPING, provide bare copper or aluminum wire note less than 0.10 in for tracing wire.
11. QUESTION: Will the list of contractors present at the site visit be published? If so, where and when.
ANSWER: The Attendee Sign-In sheets from the 28 March site visit were posted to the Federal Business Opportunities solicitation on 29 March 2018.
12. QUESTION: Will pipe need to be insulated?
ANSWER: Pipe shall not be required to be insulated since it is to either be buried or installed in the dam gallery.
13. QUESTION: Is power available in the dam for waterline replacement work?
ANSWER: There are power receptacles at the adit doors near the top of the dam. Power is available through the upper gallery by the sluice gate pumps and the gates, yet the voltage is low (105v) throughout the dam, without load.
14. QUESTION: Are there air monitoring or ventilation requirements during construction in the dam gallery?
ANSWER: Per 29 CFR 1910.146, Appendix B, and EM 385-1-1, Chapter 34.A.04.c, air monitoring shall be performed continuously while work is being performed inside the dam gallery using a four (4) gas meter. Air movement should be maximized at all times to prevent the buildup of fumes or vapors during the HDP fusion process. Natural ventilation may not be sufficient to remove such fumes or vapors from the work zone, therefore air movement must be directed by mechanical means.
15. QUESTION: Will the explosion-proof equipment be required for pipe hanger’s installation in the dam gallery?
ANSWER: All equipment used inside the gallery shall be electric and non-flame producing.
Combustible engines shall not be used in any confined space at any time. Explosion proof equipment use, although recommended, is not mandatory.
16. QUESTION: Where does the contractor get power for the work at the comfort station?
ANSWER: Obtaining power is the responsibility of the contractor. Provide generators on site or coordinate with the local utility to place a temporary pole. See plan sheet E001 for local utility provider.
17. QUESTION: What are the bracket spacing requirements for mounting the HDPE waterline in the dam gallery?
ANSWER: Per specification Section 33 11 00, and paragraph 3.2.2.2. Installation of Plastic Pipe (revision in Amendment 0001), bracket spacing shall meet all following requirements: (a) recommended spacing by the pipe manufacturer, and (b) MSS SP-69 for Pipe Hangers and Supports.
18. QUESTION: Are there additional features (on the existing waterline in the dam) than those shown on the drawings?
ANSWER: A picture of a valve at the top of the east adit door has been added to drawing PL- 301 in Amendment 0001. No additional components or features were observed from the bottom to the top of the east adit door stairway.
19. QUESTION: Can we propose a value engineering option for the Articulated Concrete Block.
ANSWER: No. The Articulated Concrete Block product should comply with the specifications.
20. QUESTION: What is the water flow under Hwy 141?
ANSWER: Refer to Plan Sheet CE-602 and note 3 on Plan Sheet CE-100.
21. QUESTION: Where is the contractor laydown area?
ANSWER: Refer to Plan Sheet C-100.
22. QUESTION: Are the rock fill stockpiles at Eisenhower Park intended to facilitate a zero net cut/fill outcome for Eisenhower Park Earthwork?
ANSWER: Through a combination of the excavated material from the upstream dam work platform stabilization effort, required excavation of Eisenhower Park, and the government furnished engineered rock stockpiles, the contractor should have all the material he needs to shape Eisenhower Park into its rough final design footprint. For any areas in the contract that call for specific stone protection and/or granular fill gradations, the specific material shall be hauled
in. These areas included but are not limited to stone protection for the upstream dam work platform stabilization, required granular fill for ramp, access, and lot pavements, articulated concrete block (ACB) systems, end protection, and granular backfill for pipes and utilities.
23. QUESTION: Where will the power for Eisenhower Park be coming from?
ANSWER: See "Scope" on drawing E-001 and the electrical single line on drawing E-600.
24. QUESTION: Section 33 30 00: Is installer certification limited to the septic tank portion of the sewer line construction?
ANSWER: The installer shall be certified to install the complete sewer system under this project. (Septic tank, dosing tank, sewer line and valves). Amendment 0001 revises paragraph
1.5.1 of specifications Section 33 30 00 to state: See Section 0400-48-01-.19 (INSTALLER OF SUBSURFACE SEWAGE DISPOSAL SYSTEMS) of the TDEC 0400-48-01 REGULATIONS TO GOVERN SUBSURFACE SEWAGE DISPOSAL SYSTEMS for qualification specifics.
25. QUESTION: Ductile iron or galvanized steel casing for the road crossings?
ANSWER: Amendment 0001 confirms 'Ductile Iron Pipe'. See plan sheet CU-504.
26. QUESTION: Are all road crossings to be open cut construction?
ANSWER: See paragraph 3.1.5.5 of specifications Section 31 00 00, note 6 on CU-502 and note 5 on CU-504.
27. QUESTION: Section 33 11 00- What is recommended for freeze protection /UV light?
