Question Number
Question Answer
1 The two utility bridges on the above referenced solicitation has an apparent discrepancy between the plans and specifications. Plan sheet 61N249- 30 General Note: 14 says to maintain 36” clear walking distance. Spec 1.4.2 & 1.4.3 says to maintain 18” to 24” clear walking distance.
Could you, please, clarify which of the above is correct?
The 36" is correct. As part of Specification 32 34 35, paragraph 1.4.2 and 1.4.3 will be revised to reflect the 36" clear walking distance requirement. This specification will be amended as part of Amendment 2.
2 Due to the holiday vacation schedule for key subcontractors and suppliers, we respectfully request a time extension to bid due date
The bid opening date is being extended to January 12, 2018
3 Mineral fiber insulation with integral wicking material is listed as an acceptable insulation material for above ground cold pipes in section 230700 par 2.3.1.3 but does not appear in table
3.2.1.5. Can this be added as an acceptable
insulation for potable water & sewer piping?
No. Insulation for potable water & sewer piping shall be polyurethane foam as shown on DWG 61N249-48 and Section 31 11 00
WATER UTILITY DISTRIBUTION PIPING,
Paragraph Ductile-Iron Piping.
4 In section 230700 par 3.2.1.5, the notes specify that the insulation thickness shall be shown on the contract drawings. I have not been able to locate these thicknesses on the contract drawings. The only insulation thickness I see is for pre-insulated piping on 61N249-48. Can you please provide thickness requirements for field applied insulation?
Insulation for wet tank can be done in the field or at the shop. The insulation thickness is 3" per note 3 on DWG 61N249-48.
5 Please confirm that insulation is required for potable water piping in the basement of the Operations Building. During the walk through, it appeared that there is currently no insulation on the potable water inside the Operations Building basement.
Potable water piping and sewer piping in the basement of the Operations Building shall not require insulation.
6 We believe the contract documents contain conflicts concerning the catwalks and utility bridges. General Note 147 on Sheet 61N249-30
a) See Government's response to Question 1.
(b): The intention of the requirement for the walkway on top of the utilities is to reads “Utility bridges and catwalk system shall accommodate a clear walking distance of 36” for maintenance personnel.” Additionally, Paragraph
2.1 of Specification Section 05 12 00 reads in part “Mechanical utility supports along the lock monolith wall shall also accommodate a pedestrian walkway on top of the supported utilities in order to facilitate the maintenance of the utilities.” Plan Sheet 61N249-37 includes six sections of the catwalk and piping sections, none of which depict a second level for a walkway.
Finally, Paragraphs 1.4.2 and 1.4.3 of Specification Section 32 34 35 concerning the utility bridge design requirements reads in part “The bridge shall accommodate a clear walking path of 18 to 24 inches wide. Please provide the following clarifications: a. Please confirm that utility bridges can be 4’ wide and do not require a second level for a minimum walkway width of 36” as required by General Note 14. b.
Relative to the catwalk piping sections, please clarify your intent regarding a clear walking path, and, if required, modify catwalk piping sections accordingly.
accommodate the utilities wrapping-around the Operations Building while also providing access to the outside bathrooms. The portions of the utility supports along the top of the lock wall do not need the walkway requirement due to being accessible from the top of the lock.
Even though the catwalk leading to the bathrooms would be on top of the utilities, the layer supporting the utilities must also accommodate the maintenance and repair of the utilities.
7 If the catwalks must be designed to include a second level for a pedestrian walkway on top of the supported utilities, will it then be the contractor’s responsibility to raise the existing handrail along the lock wall? Alternatively, if a second walkway level is required, is it permissible to lower the utility supports such that the walkway on top of the utilities is at the elevation of the top of the lock wall?
The contractor is required to design the catwalks so as to provide compliance with EM 385-1-1 during the maintenance of the utilities.
See the Government's response to Question 6.
8 The index of drawings sheet 1 of 1, drawing # 61N246-6, indicates reference drawings and reference folio sets are included. The last drawing in the downloaded set of drawings is drawing # 67N601. Will the reference drawings and reference folio sets be provided?
Yes. See Amendment 0001. The requested Reference Drawings have been added.
9 Information on the approximately 60 cables to be relocated is limited in the P&S; and thus, it is difficult to prepare a bid. Can the Government provide a basis for the physical characteristics for the cables to help facilitate the development of a bid and ensure a level playing field for all bidders?
Cable information (identifiers, functions, sizes, etc.) shall be obtained from the reference drawings (refer to pages 16-77 in the KYLK_As-Built_Folio 2.pdf and the Electrical_Reference_Folio.pdf). A representative cable schedule will be provided in a future solicitation amendment. However, note that reference drawings do not fully specify existing conditions. The Contractor shall be required to perform a site survey to field verify and document existing conditions.
10 Will the connections of the new 8" potable water line to the existing line be a "live tap"?
No. The North Marshall Water District will close valves on both sides of the relocation to facilitate the new connections. It is the Contractor's responsibility to coordinate this effort with the North Marshall Water District.
11 Can the existing sanitary sewer vent in the basement of the operations building be used to vent the sanitary sewer lines?
Yes. The existing sanitary sewer vent in the basement of the Operations Building can be used to vent the sanitary sewer lines if it meets the requirements of IAPMO and ICC.
12 Can the sanitary sewer lift station be made out of fiberglass instead of stainless steel?
No. The sanitary sewer lift station shall be made out of structural steel ASTM A36 in accordance with DWG 61N249-48 and Section
33 32 16 - PACKAGED UTILITY
WASTEWATER PUMPING STATIONS.
13 Will the Government consider another pipe material than ductile iron for the water line?
No. Material for 8” diameter pipe shall be ductile iron as shown on the contract drawings.
14 Do the walkways have to be ADA compliant? No.
15 Will fiberglass tank be acceptable for the wet tank of the lift station?
No. Material for the wet tank of the lift station shall be structural steel with heat trace, insulation and painting as shown on the contract drawings and in the contract specifications.
16 What are the requirements the grinder pumps? Provide duplex grinder pump system as shown on DWG 61N249-48. Pumps shall be rated for 40 gpm, 460V/60Hz/3ph. The pump head is about 165 ft and pump horse power is about 10hp. Contractor shall submit calculations to show the pump head and horse power based on the final route of the 2” sewer line.
17 Upstream portion of the land wall – Will the existing electrical conduit of the supply water pump be replaced?
Yes. The electrical conduit of the existing line from the Operations Building to monolith L-4 shall be replaced. Electrical conduit shall be mounted to the catwalk system and pipe supports as the other utility piping.

Question Number Question Answer
Is NCSCB termination certification required for making medium voltage terminations? We have years of experience and proven record of making these terminations correctly. There are only a handful of people in the country that even have this certification. Not needing this certification could save a considerable amount of money.
Terminations must be performed by NCSCB-certified electrician or supervised by a NCSCB-certified electrician.
If required can the medium voltage terminator with the NCSCB certification oversee the terminations of other non-certified workers? Or will every terminator need the certification?
Shorter down time will be possible with him overseeing qualified electricians that have multiple years of experience but, do not have the certification.
See the Government's Response to Question 18.
Circuit ID & Location drawing 61NZ49-56 give cable numbers but doesn’t give any cable information (size, type, etc.) more information will be needed.
See the Government's Response to Question 9, Chart A; and Drawings 61N249-58 and 61N249-59 provided via Amendment 0002.
Specification Section 32 34 35
PREFABRICATED UTILITY BRIDGES,
requires that the proposed manufacture and erector must have an AISC Certification. We have concern that this requirement has limited the field of small businesses that wish to tender a bid on this scope of work. Please consider removing this requirement to allow a greater number of proposed manufactures and erectors.
Given the size and the intended use of the prefabricated utility bridge utilized in this Contract, the Government determined the requirement for AISC Certification represents the minimum level of acceptability for a project of this scope. Accordingly, the AISC Certification will not be waived.
Can the AISC certification requirement for the prefabricated utility bridge fabrication & pipe support steel be lifted if inspection documentation is provided from our CWI?
No. See the Government's Response to Question 21.
Can the Government provide some soil information in the area that the water and sanitary sewer lines are to be buried? This will help in determining the level of effort required.
The area for utility line relocation lies within native overburden soils, consisting of rounded, gravel- to cobble-size chert intermixed with silt and clay, and residuum or decomposed bedrock. The mixtures of chert, silt and clay belong to the Tuscaloosa Formation. Boulders may be encountered but intact bedrock is not anticipated.
Where can cranes be positioned to facilitate construction activities?
Drawing 61N249-40 has been revised to include additional information regarding potential crane set-up locations. The revised drawing is included in Amendment 0002.
Section 26-05-00 page 8, Common Work Results for Electrical. 2.1.4 Receptacles states to install 3 receptacles on the bridge. Where are they fed from?
Feeds for the receptacles will depend upon the Contractor's work plan and cable routing. The feeds shall be installed in accordance with all applicable codes and regulations.
Just for clarification conduit connecting manholes shall be galvanized rigid conduit and not PVC coated rigid conduit. Per section 26.05.00 Common Work Results for Electrical. 2.1.1 Conduit and Raceway. 2.1.1.1 Galvanized Rigid Conduit.
The electrical conduits shall be galvanized rigid steel conduit. PVC coated rigid conduit is not required.
During the on-site walk down, a conduit was discussed that was with utility piping supports on the landward lock wall that needed replacing. No additional conduit needs to be installed just support existing conduit, is that correct?
Yes. The electrical conduit of the existing line from the Operations Building to monolith L-4 shall be replaced. Electrical conduit shall be mounted to the catwalk system and pipe supports as the other utility piping.
Drawing 61N249-42 Section L-L, indicates that there are 2 conduits entering the operation building going to the control panel. Drawing 61N249-48 control panel detail indicate 3 conduits going to the control panel. 1 for heat trace, 1 for lift station LS-2B, and 1 for the jib crane power.
There is a discrepancy between the 2 prints. If we are running power for the jib crane where is being fed from?
The two (2) conduits shown on drawing 61N249-42 route all power feeds from the operations building to the panel. The panel distributes power to the heat traces, the lift station, and the jib crane. The third conduit seen on drawing 61N249-48 is for routing the power feed from the panel to the jib crane.
No information on what size conduit is coming from manholes #8, and #9 to manhole #6 is given.
Refer to reference drawings 65W824 (MH6&9) and 65W826 (MH7&8). The drawings' notes state, "ALL CONDUIT
SHALL BE 3"…UNLESS OTHERWISE
NOTED." Note that the lock main power feeders are in 4" conduits (3FKT1 and
4FKT1).
Is the cable tray in the manholes to be removed free from containing asbestos?
The Government is unaware of any evidence of asbestos. Accordingly, prospective bidders should not include the cost for asbestos abatement in their bids. In the event asbestos is discovered during performance of the contract, the Contractor shall notify the Administrative Contracting Officer (ACO) immediately upon discovery.
Can you give the contractor the weight capacity/rating for the land wall of the existing lock for possible crane set up?
Drawing 61N249-40 has been revised to include additional information regarding crane set-up on the upstream portion of the existing lock land wall. The revised drawing is included in Amendment 0002.
Please provide the height of the new lock wall from the bottom of the lock to the top of the lock wall?
The Government does not expect the new lock chamber bottom elevation to fall below 285 feet. The bottom of the concrete area between the new and old lock is at 340 feet. The top of both the old and new lock is at 382 feet.
Specification Section 02 41 00.01, Para 3.1.4.
States to remove the existing roof system and associated components in their entirety down to existing roof deck. The drawings do not indicate any roof placement other than tying into the existing roof. Please Advise if the entire roof is to be replaced on the Lock Control Building.
The intention is to tie the existing roofing system into the newly constructed portion of the Operations Building. The entire roof is not to be replaced.
Specification 01 57 19, Para 3.11, discusses LBP.
And the Environmental Facility Sheet states the Undercoating on the outside metal surfaces of lock has lead based paint. However I did not see LBP Report that indicates the amount or percentage of LBP we are dealing with. Can the COE provide the contractors with a LBP Testing Report?
Please advise as this will determine how the contractor disposes of or works around or with LBP surfaces.
Prospective bidders shall not include the cost for lead paint removal in their bids. In the event lead paint is suspected and discovered during performance of the Contract, the Contractor shall notify the ACO immediately upon discovery. If encountered and disturbed, the lead paint will be treated as specified in Technical Specification Section 01 57 19, Paragraph 3.1.
Specification 02 82 14, Para 1.1, states, “No Asbestos is known to exist at this site…”. The Environmental Facility Sheet states some asbestos is found in insulating boards and fiber conduit. In the Forms and Attachment there are (2) forms that that are labeled Asbestos Building Survey dated 1990. Those survey’s list (4) samples that contain asbestos. Please advise if Asbestos is present and locations?
See the Government's Response to Question 30.
In regards to the exterior panels that are to be removed from the control building, can the government provide the contractors with a detail as to how they attach and anchor to the masonry for bidding purposes?
See drawing 66N211 R4 in the reference drawings for details on the exterior limestone panels.
Due to the structural steel and members associated with the demo of a portion of the lock control building, can the government provide any AS-
Yes. See Amendment 0001. The requested Reference Drawings have been added.
BUILT drawing as to how the building is constructed?
Specification Section 26 20 00, Para 3.1.14, briefly describes lighting protection. However there is no lightning protection specification nor any drawings indicating what or where lightning protection shall be provided. Listed below are components of the project that may or may not require lightning protection. Please Advise.
* Hazmat Structure (Conex/Barge top Structure)?
* Utility Bridges?
* Pipe Supports?
* Cat Walk?
* Exposed Lift Station?
* And or any other exposed components of the project.
Please provide details as to where we tie in, conductor size, termination or connection details, etc.
NFPA 70 and NFPA 780 specify the requirements. The bidder shall propose lightning protection measures in compliance with code and in coordination with the site's existing grounding network shown in the reference drawings. Means and methods proposed are at the bidder's discretion.
Drawing 61N249-42, View B-B, illustrates a Jib Crane. Note 7 on the same drawing indicates that requirements for the Jib Crane are in the specification. There doesn’t seem to be any information in regards to the Jib Crane in the specifications Please provide capacity, height, anchoring requirements, etc. Other drawing seem to indicate that the Jib Crane may have an electrical hoist. Please confirm and provide specifications and or information.
Specifications for Jib Crane are covered in Section 41 -22 13 - JIB CRANE, which section is included in Amendment 0002.
Please advise. Since we are taking down a section of the Operations Building and will be creating space in the “fill area” around the operation building, would it not be more economical to place the lift station in the earth fill below grade?
No. The material around the Operations Building will be removed as part of an upcoming lock excavation contract. Therefore, the lift station is situated on the back step as shown in the contract documents.
Drawing 61N249-50, Shows a Fire Hydrant Detail. Specification Section 33 11 00, Para 2.6.1, states to provide Fire Hydrants where indicated. I did not see any fire hydrant locations on the drawing. Please provide location and or quantity?
There is no requirement for fire hydrants in this Contract.
Drawing 61N249-47, indicates that the 2” Sewer Line and the new 8” PW Line basically follows the out edge contour of the “plateau” area and appears the government would like for the line to follow this path. On the same drawing, Note 4, states exact layout shall be determined by the contractor…, can the contractor create his own path through the plateau area?
The 2" dia. sewer line and the 8" dia. PW line are preferred to follow the out edge contour of the plateau area as shown on the contract drawings. However, Contractor may change the route of these two lines to fit field condition. Shop drawings of the 2" sewer line and 8" dia. PW layout shall be provided for approval.
Drawing 66N281-6, Enlarged Partial Floor DEMO, Room M.T, shows a note detail 1.31.
There is no note 1.31 in the drawing notes. Please provide note 1.31 information.
Drawing 66N281-6 is revised by adding Note detail 1.31. The note says “EXISTING
