Question Number Question Answer
The two utility bridges on the above referenced solicitation has an apparent discrepancy between the plans and specifications .Plan sheet 61N249-30 General Note: 14 says to maintain 36” clear walking distance. Spec 1.4.2 & 1.4.3 says to maintain 18” to 24” clear walking distance. Could you, please, clarify which of the above is correct?
The 36" is correct. As part of Specification 32 34 35, paragraph 1.4.2 and 1.4.3 will be revised to reflect the 36" clear walking distance requirement. This specification will be amended as part of Amendment 2.
2 Due to the holiday vacation schedule for key subcontractors and suppliers, we respectfully request a time extension to bid due date The bid opening date is being extended to January 12, 2018.
Mineral fiber insulation with integral wicking material is listed as an acceptable insulation material for above ground cold pipes in section 230700 par
2.3.1.3 but does not appear in table 3.2.1.5. Can this be added as an acceptable insulation for potable water & sewer piping?
No. Insulation for potable water & sewer piping shall be polyurethane foam as shown on DWG 61N249-48 and Section 31 11 00 WATER UTILITY DISTRIBUTION PIPING, Paragraph Ductile-Iron Piping.
In section 230700 par 3.2.1.5, the notes specify that the insulation thickness shall be shown on the contract drawings. I have not been able to locate these thicknesses on the contract drawings. The only insulation thickness I see is for pre-insulated piping on 61N249-48. Can you please provide thickness requirements for field applied insulation.
Insulation for wet tank can be done in the field or at the shop. The insulation thickness is 3" per note 3 on
DWG 61N249-48.
Please confirm that insulation is required for potable water piping in the basement of the Operations Building. During the walk through, it appeared that there is currently no insulation on the potable water inside the Operations Building basement. Potable water piping and sewer piping in the basement of the Operations Building shall not require insulation.
We believe the contract documents contain conflicts concerning the catwalks and utility bridges. General Note 147 on Sheet 61N249-30 reads “Utility bridges and catwalk system shall accommodate a clear walking distance of 36” for maintenance personnel.” Additionally, Paragraph 2.1 of Specification Section 05 12 00 reads in part “Mechanical utility supports along the lock monolith wall shall also accommodate a pedestrian walkway on top of the supported utilities in order to facilitate the maintenance of the utilities.” Plan Sheet 61N249-37 includes six sections of the catwalk and piping sections, none of which depict a second level for a walkway. Finally, Paragraphs 1.4.2 and 1.4.3 of Specification Section 32 34 35 concerning the utility bridge design requirements reads in part “The bridge shall accommodate a clear walking path of 18 to 24 inches wide. Please provide the following clarifications: a. Please confirm that utility bridges can be 4’ wide and do not require a second level for a minimum walkway width of 36” as required by General Note 14. b. Relative to the catwalk piping sections, please clarify your intent regarding a clear walking path, and, if required, modify catwalk piping sections accordingly.
(a) See Government's response to Question 1. (b): The intention of the requirement for the walkway on top of the utilities is to accomodate the utilities wrapping-around theOperations Building while also providing access to the outside bathrooms. The portions of the utility supports along the top of the lock wall do not need the walkway requirement due to being accessible from the top of the lock. Even though the catwalk leading to the bathrooms would be on top of the utilities, the layer supporting the utilities must also accomodate the maintenance and repair of the utilities.
If the catwalks must be designed to include a second level for a pedestrian walkway on top of the supported utilities, will it then be the contractor’s responsibility to raise the existing handrail along the lock wall? Alternatively, if a second walkway level is required, is it permissible to lower the utility supports such that the walkway on top of the utilities is at the elevation of the top of the lock wall? The contractor is required to design the catwalks so as to provide compliance with EM 385-1-1 during the maintenance of the utilities. See the Government's response to Question 6.
The index of drawings sheet 1 of 1, drawing # 61N246-6, indicates reference drawings and reference folio sets are included. The last drawing in the downloaded set of drawings is drawing # 67N601. Will the reference drawings and reference folio sets be provided?
Yes. See Amendment 0001. The requested Reference Drawings have been added.
Information on the approximately 60 cables to be relocated is limited in the P&S; and thus, it is difficult to prepare a bid. Can the Government provide a basis for the physical characteristics for the cables to help facilitate the development of a bid and ensure a level playing field for all bidders?
Cable information (identifiers, functions, sizes, etc.) shall be obtained from the reference drawings (refer to pages 16-77 in the KYLK_As-Built_Folio 2.pdf and the Electrical_Reference_Folio.pdf). A representative cable schedule will be provided in a future solicitation amendment. However, note that reference drawings do not fully specify existing conditions. The Contractor shall be required to perform a site survey to field verify and document existing conditions.
Will the connections of the new 8" potable water line to the existing line be a "live tap"?
No. The North Marshall Water District will close valves on both sides of the relocation to facilitate the new connections. It is the Contractor's responsibility to coordinate this effort with the North Marshall Water District.
11 Can the existing sanitary sewer vent in the basement of the operations building be used to vent the sanitary sewer lines?
Yes. The existing sanitary sewer vent in the basement of the Operations Building can be used to vent the sanitary sewer lines if it meets the requirements of IAPMO and ICC.
12 Can the sanitary sewer lift station be made out of fiberglass instead of stainless steel?
No. The sanitary sewer lift station shall be made out of structural steel ASTM A36 in accordance with DWG 61N249-48 and Section 33 32 16 - PACKAGED UTILITY WASTEWATER PUMPING STATIONS.
13 Will the Government consider another pipe material than ductile iron for the water line? No. Material for 8” diameter pipe shall be ductile iron as shown on the contract drawings.
14 Do the walkways have to be ADA compliant? No.
15 Will fiberglass tank be acceptable for the wet tank of the lift station?
No. Material for the wet tank of the lift station shall be structural steel with heat trace, insulation and painting as shown on the contract drawings and in the contract specifications.
16 What are the requirements the grinder pumps?
Provide duplex grinder pump system as shown on DWG 61N249-48. Pumps shall be rated for 40 gpm, 460V/60Hz/3ph. The pump head is about 165 ft and pump horse power is about 10hp. Contractor shall submit calculations to show the pump head and horse power based on the final route of the 2” sewer line.
17 Upstream portion of the land wall – Will the existing electrical conduit of the supply water pump be replaced?
Yes. The electrical conduit of the existing line from the Operations Building to monolith L-4 shall be replaced.
Electrical conduit shall be mounted to the catwalk system and pipe supports as the other utility piping.
