Justification and Approval for Other Than Full and Open Competition
1. Contracting Activity: USPFO for Missouri, 139th MSG/MSC, 705 Memorial Dr, Saint Joseph, MO 64503-9307.
2. Description of Action: The Missouri Air National Guard 139th Airlift Wing has a requirement to Replace the Communications Facility which requires integration in our current Monaco Fire Alarm System.
a. This approval is being requested for a Brand Name acquisition for Monaco Fire
Alarm system products. Monaco products are currently in place at the 139th AW.
b. A firm fixed price contract will be awarded for this action.
3. Description of Supplies/Services:
a. Fire Alarm System for Replace Communications Facility, solicitation
W912NS-19-B-6002.
b. This construction project requires a Fire Alarm System, to integrate with the Base Fire Alarm, be installed on the facility. Monaco is the sole fire alarming and mass notification system currently used on the base. Each individual facility’s fire alarm and mass notification system tie into a Base wide control system for alarming at the Fire House. The use of brand specific fire alarm and mass notification systems is to maintain continuity and communication between all components on Base, as well as continuity from an operations and maintenance standpoint. It is critical that the system components communicate flawlessly to alarm the fire department in a timely manner for protection of life and property.
c. The total government estimated cost for Monaco Fire System products is less than the simplified acquisition threshold.
4. Authority Cited: The statutory authority permitting Other than Full and Open
Competition is 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302- 1 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Application for brand name descriptions.
5. Reason for Authority Cited:
a. The use of 10 U.S.C. 2304(c) (1) and FAR 6.302- 1 (c)(1),Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Application for brand name descriptions. This is being applied because the 139th Fire Department currently uses Monaco Fire Alarm Systems for all facilities. No other fire alarm system exists on the installation. Monaco Fire Alarm System components are available for contractor purchase through local suppliers. By procuring a different fire alarm system, complete replacement of the existing equipment, software configuration, maintenance and operations isn’t found to be beneficial to the Government.
