MEMORANDUM FOR RECORD

SUBJECT: Pre-Proposal Conference and Requests for Information Solicitation W912JB-18-R-9003 Project No and Title. TDVG142913, Add Water Main Loops Alpena CRTC Michigan.

PROJECT DESCRIPTION: The contractor shall perform building repairs IAW with the applicable plans, drawings and specs.

1. Site visit held this date at the Alpena CRTC, commencing at: 1:30 PM in conjunction with subject Request for Proposal.

2. Contract Specialist SSgt Eric Kruse introduced himself, along with Project Manager Jim McCraven.

3. Proposals are due NLT 22 June 2018 at 2:00 PM local time. Offeror can hand carry or email proposal. Offerors are advised that this project is currently unfunded and that offers must be good for 60 days. The Government may fund one, none, or all of the projects. Please ensure that Steven Stocking receives them via email at steven.a.stocking3.mil@mail. mil and eric.d.kruse.mil@mail.mil.

. Magnitude of project is between $100,000 and $250,000

a. After the notice to proceed is issued the project has a performance time of 59 calendar days (winter climate conditions notwithstanding).

b. A Site Visit will be held immediately after this pre-proposal conference at the construction site.

c. When amendments are issued they will be sent via email.

d. Payment bonds are required for any amount awarded over $35,000.00 and performance bonds are additionally required if over $150,000.00. A bid bond is not required.

e. Liquidated damages: Due to the urgency of this project, it has been determined that the Government would be seriously affected if completion is extended beyond the required date. Liquidated Damages shall be incorporated into any contract resulting from this solicitation.

f. Warranty of Construction clause is incorporated and applies to this project.

g. The current wage determination is incorporated into the solicitation and will be made part of the resultant contract but it is the contractor's responsibility to keep track of the most current wage rate.

h. Safety measures are always a part of Government contracts and the Army Corp of Engineers manual is incorporated in the contract.

i. RFI procedures were reviewed as follows:

i. Email technical questions in RFI format to the Contracting Officer for resolution.

ii. All RFI questions and answers will be emailed out as soon as possible.

j. Please recall that only the Contracting Officer can approve changes such as price, schedule, specifications, and clauses with formal written notice typically in the form of a solicitation amendment or task order modification. Work undertaken regarding changes not formally approved by the Contracting Officer (save for COR approved no cost field changes) is at the Contractor’s risk.

4. The project description was stated in the project specifications, included in the Solicitation

5. No questions were taken from the attending contractors; however they were directed to submit any and all questions via e-mail for a response.

6. Site visit concluded at approximately 2:30 p.m. when everyone left the site visit.
